City Council Actions from September 5, 2017

 

 5.        CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2016-2017 and FY 2017-2018.  (Pg 3)  Approved.

c.         Acceptance of the Glorietta Force Main Inspection Project FY 15/16 (Glorietta Sewer Main Emergency Repairs) and Direction to the City Clerk to File a Notice of Completion.  (Pg 71)  The Council accepted the project and directed the City Clerk to file a Notice of Completion.

d.         Award of Contracts to (1) TC Construction Company, Inc. in the Amount of $151,967 for Construction of the Street, Curb and Gutter FY 16/17 Project Phase 1 and (2) to Psomas for Professional Engineering Construction Support and Construction Inspection Services for a Not-to-Exceed Amount of $37,500.  (Pg 77)  The Council approved awarding contracts to both the TC Construction Company, Inc. and Psomas.

e.         Authorization to Advertise the Library Heating, Ventilation and Air Conditioning (HVAC) Controls Upgrade Project.  (Pg 83)  Approved.

f.          Adoption of a Resolution to Establish Contractor Prequalification Procedures for the Transbay Pump Station Repairs Project.  (Pg 85)  The Council adopted the resolution. 

g.         Adoption of a Resolution to Designate a Blue Curb Parking Zone in front of the Residence at 1011 Flora Avenue.  (Pg 123)  The Council adopted the resolution.

h.         Adoption of “A Resolution of the City Council of the City of Coronado Adopting the Road Maintenance and Rehabilitation (RMRA) Account Proposed List of Projects for Fiscal Years 2017/18 Through 2018/19 in Accordance with the Road Repair and Accountability Act of 2017.”  (Pg 133)  The Council adopted the resolution.

i. Consideration of an Encroachment Permit for Boxwood Hedge Barriers and Patio Gates in the Public Right-of-Way for the Condominium Complex at 420-432 Palm Avenue.  (Pg 145)  The Council authorized the proposed addition.   

j.          Select the Option to Install Litter Capture Devices (Track 1) in Required City Storm Drain Inlets to Comply with the State’s Trash Amendment Order.  (Pg 153)  The Council approved the selection of the first option, install full capture devices in storm drain inlets in required priority areas (Track 1), to comply with State Order No. R9-2017-0077 (Trash Amendments).

k.         Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending June 30, 2017.  (Pg 205)  The Council approved the filing of the Treasure’s Reports.

l.          Adoption of a Resolution Accepting and Appropriating Federal Grant Funds in the Amount of $20,000 Provided by the FY 2015 State Homeland Security Program (SHSP) Administered Through the County of San Diego Office of Emergency Services for the Purchase of a Security Camera for Glorietta Bay.  (Pg 223)  The Council adopted the resolution.

m.        Approve a Resolution Authorizing the Receipt of FY 15 Homeland Security Grant-UASI Funds in the Amount of $156,438; Authorize the City Manager to Execute a Cooperative Purchase Agreement with Motorola Solutions in the Amount of $156,438 for the Purchase of Two Dispatch Radio Consoles Using Homeland Security Grant Funds; and Authorize the City Manager to Execute a Cooperative Purchase Agreement with Motorola Solutions in the Amount of $55,000 from the General Fund for the Purchase of a Third Dispatch Radio Console.  (Pg 227)  The Council adopted the resolution and authorized the City Manager to execute the two agreements with Motorola Solutions.

n.         Adoption of a Resolution Authorizing the City Manager to Execute an Agreement with ICMA-RC to Amend an Employee Funded Retiree Health Savings Program in Accordance with a Request from the Fire Management Employee Group.  (Pg 231)  The Council adopted the resolution.

o.         Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado, California, Amending Chapter 1.84 of Title 1 of the Coronado Municipal Code Regarding Campaign Contribution Limitations for Municipal Elections.”  (Pg 235)  The Council adopted the ordinance.  

p.         Review of the City’s 2017 Fourth of July Celebration.  (Pg 243)  The Council received the report.

q.         Authorize the City Manager to Distribute a Request for Qualifications for Professional Services Related to the Development of a Citywide Undergrounding Strategy and Approach.  (Pg 253)  The Council authorized the distribution of the RFQ letter.

r.          Authorize the City Manager to Distribute a Request for Qualifications for Professional Services Related to a Financial Review and Operations of the Storm Drain System Enterprise Fund.  (Pg 257)  The Council authorized the distribution of the RFQ letter.

 

 8.        PUBLIC HEARINGS

a.         Public Hearing: Appeal of the Outcome of a Public Hearing of the Historic Resource Commission on August 2, 2017, that the Residence Located at 1034 Encino Row was not Designated as a Historic Resource in Accordance with Chapter 84.20 of the Coronado Municipal Code (NOI 2017-13).  (Pg 265)  The Council voted to continue the public hearing to the September 19 City Council meeting, at the request of the homeowner.

b.         Public Hearing:  Adoption of a Resolution Approving a One-Lot Tentative Parcel Map to Allow for Condominium Ownership of Two Residential Units for the Property Addressed as 617 Ninth Street in the R-3 (Multiple Family Residential) Zone (PC 2017-01).  (Pg 383)  The Council adopted the resolution. 

c.         Public Hearing:  Adoption of a Resolution Approving a One-Lot Tentative Parcel Map to Allow for Condominium Ownership of Four Residential Units for the Property Addressed as 1115-1125 Ninth Street Located in the R-3 (Multiple Family Residential) Zone (PC 2017-03).  (Pg 395)  The Council adopted the resolution. 

 

10.       CITY COUNCIL:

b.         Reappointment of the City of Coronado’s Representative on the Board of Commissioners of the San Diego Unified Port District.  (Pg 407)  The Council  reappointed Garry J. Bonelli to a second four-year term to expire January 2, 2022.

c.         Adopt a Resolution of the City Council of the City of Coronado Directing that the City’s Gas-Powered Leaf Blowers and Weed Whips, and Those Used by its Contractors, Excepting the Golf Course, be Converted to Zero-Emission (Electric) Tools no Later than December 31, 2018, and Report on the Conversion During Consideration of the Fiscal Year 2019-2020 Budget.  (Pg 411)  The Council adopted the resolution and received the report.

d.         Consideration of Approval of the Fifth Amendment to the City Manager Employment Agreement with Blair King Related to Compensation.  (Pg 461)  The Council authorized the Mayor to execute the amendment to the City Manager’s employment agreement.
