City Council Actions from May 21, 2019

 

 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 9) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2018-2019.  (Pg 11) Approved.

c.         Authorize the City Manager to Execute a Sole Source Purchase Agreement for Two Replacement Pumps for the Transbay Pump Station.  (Pg 65) The Council authorized the City Manager to execute a sole source purchase agreement with Flo-Systems, Inc. for two Fairbanks Morse replacement pumps for the Transbay pump station at an anticipated cost of $78,940.

d.         Adopt the 2018 Updates to the Regional Standard Drawings, Coronado Annotations to the 2018 Regional Standard Drawings, and “The Greenbook” Standard Specifications for Public Works Construction.  (Pg 71) The Council adopted the 2018 Updates to the Regional Standard Drawings, Coronado Annotations to the 2018 Regional Standard Drawings, and “The Greenbook” Standard Specifications for Public Works Construction as the Referenced Standard Specifications for Public Works Projects.

e.         Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending March 31, 2019.  (Pg 79) The Council examined the quarterly Reports on Investments and ordered them filed.

f.          Authorize the City Manager to Execute a Purchase Agreement with CDWG, Inc. in an Amount Not to Exceed $450,000 over Three Years to Acquire Microsoft Enterprise Licensing Through a Cooperative Purchase Program and Authorize the City Manager to Renew License Agreement with Microsoft.  (Pg 129) The Council authorized the City Manager to execute a purchase agreement with CDWG, Inc. for the Microsoft Enterprise Agreement renewal and a renewal of the enterprise licensing agreement with Microsoft.

 

 8.        PUBLIC HEARINGS: 

a.         Public Hearing: Assessee Protest Hearing and Adoption of a Resolution of the City Council of the City of Coronado, California, Reauthorizing the Levying of Assessments During Fiscal Year 2019-20 on Four Hotel Businesses (Hotel del Coronado, Glorietta Bay Inn, Coronado Island Marriott Resort & Spa, and Loews Coronado Bay Resort) Within Coronado Tourism Improvement District (CTID) I and II.  (Pg 139) The Council conducted a public hearing to receive testimony regarding the City Council's reauthorization of Coronado Tourism Improvement District I and II and adopted the resolution reauthorizing the levying of assessments during Fiscal Year 2019-20 on certain hotel businesses within Coronado Tourism Improvement District I and II.

b.         Public Hearing: Appeal of the Decision of the Historic Resource Commission that the Residence Located at 500 Palm Avenue Meets the Criterion to be Designated as a Historic Resource.  (Pg 143) The Council overturned the decision of the Historic Resource Commission that 500 Palm Avenue is a Historic Resource. 

c.         Public Hearing: Appeal of a Director’s Decision to Deny a Lot Line Adjustment for the Properties Addressed as 577 B Avenue and 1307 Sixth Street Located in the R-1A(E) (Single-Family Residential) Zone.  (Pg 209) The Council upheld the Director’s decision to deny a Lot Line Adjustment and adopted the resolution denying a two-parcel lot line adjustment for the properties addressed as 577 B Avenue and 1307 Sixth Street, Coronado, California.

d.         Public Hearing:  Request for a Wireless Communications Facility in the Right-of-Way Adjacent to 1145 F Avenue (WP 2019-01). (Pg 245) The Council voted to direct staff to communicate the City’s opposition to wireless communications facilities policies to Coronado’s state and federal representatives. The Council voted to invite Kramer Telecom Law Firm and an AT&T representative to the next Council meeting to discuss implementation of the telecommunications wireless facilities in Coronado. The Council voted to direct staff to bring back a method to evaluate radio frequency emissions, and to identify consultants or experts in the field, how much it would cost and how long it would take to accomplish the work. The Council approved the wireless communication facility within the right-of-way.

e.         Public Hearing:  Request for a Wireless Communications Facility in the Right-of-Way Adjacent to 956 Orange Avenue (WP 2019-02).  (Pg 287) The Council approved the wireless communication facility within the right-of-way.

f.          Public Hearing:  De Novo Hearing of the Planning Commission’s Denial of a Wireless Communications Facility in the Right-of-Way Adjacent to 411 D Avenue (WP 2019-03).  (Pg 329) The Council approved the wireless communication facility within the right-of-way.

g.         Public Hearing:  De Novo Hearing of the Planning Commission’s Denial of a Wireless Communications Facility in the Right-of-Way Adjacent to 541 Ocean Boulevard (WP 2019-05).  (Pg 369) The Council approved the wireless facility within the right-of-way.

 

10.       CITY COUNCIL:

b.         Select a Preferred Alternative and Award a Design Contract to Nasland Engineering for an Amount Not to Exceed $150,000 for Ocean Boulevard Sidewalk and Street Improvements.  (Pg 415) The Council directed staff to move forward with moving the Ocean Boulevard curb two feet to the east; relocate lights, benches and trash receptacles to the west into the rock revetment area; use its discretion to add to the project’s design pedestrian bulb-outs at intersections if it makes sense with the understanding that when the project goes out to bid that they may or may not be included, per the Council; and awarded a design contract to Nasland Engineering for an amount not to exceed $150,000 for Ocean Boulevard sidewalk and street improvements.

c.         Review and Approve the City of Coronado Nixle Public Notification Policy.  (Pg 433) The Council reviewed and approved the Nixle Public Notification Policy.

**d.        Adoption of City of Coronado Policy for the Waiver of Approved Fees and Charges for City Facilities and Services and Approve the Friends of the Library Use of Storage Space and Containers on City Property at Fourth Street and Alameda Boulevard.  (Pg 437) The Council adopted an Administrative Procedure and Policy for the waiver of City facility-use fees and departmental service charges; and approved the Friends of the Library use of storage space and containers on City property at Fourth Street and Alameda Boulevard.
