City Council Actions from May 19, 2020

 

5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2019-2020.  (Pg 3) Approved.

c.         Approve and Adopt “A Resolution of the City Council of the City of Coronado Authorizing the Acceptance of Additional Funding Available from the Community Development Block Grant Program to Support Coronavirus Infectious Disease Response-Related Projects” and “A Resolution of the City Council of the City Coronado Authorizing the City Manager to Enter into a Cooperation Agreement with the San Diego Urban County for Continued Participation in the Community Development Block Grant Program from July 1, 2021 through June 30, 2024.”  (Pg 33) The Council adopted the resolution authorizing the acceptance of additional funding available from the Community Development Block Grant Program for coronavirus infectious disease response-related projects and adopted the resolution authorizing the City Manager to enter into a cooperation agreement with the San Diego Urban County for continued participation in the Community Development Block Grant Program from July 1, 2021, through June 30, 2024.

d.         Authorize the City Manager to Execute a Professional Services Agreement with St. Vincent de Paul Village, Inc. for Access to a Shelter Bed in the Amount of $45,624.  (Pg 39) The Council authorized the City Manager to execute an agreement with St. Vincent de Paul Village, Inc. for access to a short-term emergency shelter bed, meals, and program services.

 

8.         PUBLIC HEARINGS: 

a.         Assessee Protest Hearing and Adoption of a Resolution of the City Council of the City of Coronado, California, Reauthorizing the Levying of Assessments During Fiscal Year 2020-21 on Four Hotel Businesses (Hotel del Coronado, Glorietta Bay Inn, Coronado Island Marriot Resort & Spa, and Loews Coronado Bay Resort) within Coronado Tourism Improvement District (CTID) I and II.  (Pg 47) The Council conducted a public hearing to receive testimony regarding the City Council's reauthorization of Coronado Tourism Improvement District I and II and rule upon any oral or written protests received from the assessed hotel businesses.  The Council adopted a resolution reauthorizing the levying of assessments during Fiscal Year 2020-21 on certain hotel businesses within Coronado Tourism Improvement District I and II.

 

10.       CITY COUNCIL:

b.         Coronado Cays Specific Plan Development Standards for Second-Story Additions in the Village Residence Zone.  (Pg 61) The Council received a report and directed staff to initiate an ordinance amendment pursuant to the request from the Coronado Cays Homeowners Association.

c.         Discussion and Action Regarding Response to COVID-19 Related Health Orders and Emergency Regulations.  (Pg 65) The Council 1) Authorized the limited conditional reopening of the Tennis Center; 2) authorized opening half of the parking at the South Bay Bird Sanctuary Parking Lot in accordance with County park protocol; 3) directed staff to resume parking enforcement in the Commercial District; 4) authorized the waiver of commercial use permit fees for Fiscal Year 2020-21; and 5) authorized an advocacy letter for equal treatment of small retail businesses. The Council also 1) waived parking code requirements for restaurants to allow them to temporarily serve dining patrons in parking areas; 2) agreed to follow San Diego County guidelines when County health officials open beaches for passive use; and 3) lifted parking restrictions along Ocean Boulevard, at the parking lot at the bird sanctuary on the southern end of the Silver Strand, along the northbound lanes of Cays Boulevard, and around Glorietta Bay Park. The parking changes are in accordance with a new public health order that states that half of the available parking may be reopened. The Council also agreed to form a Council subcommittee, assigning Councilmembers Whitney Benzian and Bill Sandke to the group, to review and approve a letter drafted by staff in support of the County’s request for moving forward with a pilot program for a Stage 3 reopening. The City Council will review the letter at its next meeting. However, the letter will be sent once drafted and approved by the subcommittee.

d.         Fiscal Year 2020-21 Budget and Financial Plan Presentation.  (Pg 71) The Council received the presentation and report on the Fiscal Year 2020-21 Budget and Financial Plan and directed staff to reflect an additional $2.7 million to be transferred to the PERS Stabilization Fund and an adjustment to the undesignated portion of the reserve.
