City Council Actions from March 5, 2019

 

 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2018-2019.  (Pg 7) Approved.

c.         Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending December 31, 2018.    (Pg 49) The Council examined the quarterly Reports on Investments and ordered them filed.

d.         Final Report on Implementation of the Resolution Directing Staff to Convert the City’s Gas-Powered Leaf Blowers and Weed Whips, and Those Used by Its Contractors Excepting the Golf Course, to Zero-Emission (Electric) Tools no Later than December 31, 2018, and Potential Impacts of the Conversion on the Fiscal Year 2019-2020 Budget.  (Pg 87) The Council received a report.

e.         Authorization for the City Manager to Enter into Direct Negotiations with a Civil/Transportation Consulting Firm and Award a Professional Services Contract for the Review of the Potential Relinquishment of State Routes 75 and/or 282.  (Pg 89) The Council authorized the City Manager to negotiate and enter into a Professional Services contract with a civil/transportation consulting firm not to exceed $100,000 for the engineering review of the potential relinquishment of State Routes (SR) 75 and/or 282.

f.          Adopt a Resolution of the City Council of the City of Coronado Declaring an Emergency and Ratifying Actions Taken in Response to the Eighth Street and Coronado Avenue Storm Drain Manhole Emergency Repairs and Giving the City Manager Authority to Forego the Competitive Bidding Process in the Procurement of Construction Services to Repair the Manhole.  (Pg 91) The Council adopted a resolution declaring an emergency and ratifying actions taken in response to the Eighth Street and Coronado Avenue storm drain manhole emergency repairs and giving the City Manager authority to forego the competitive bidding process in the procurement of construction services to repair the manhole.

 

10.       CITY COUNCIL:

b.         Report on Multi-Year Financial Forecast through Fiscal Year 2024 for the General Fund.  (Pg 101) The Council received the report on multi-year projections for the General Fund.

c.         Consideration of an Administrative Policy to Reduce Off-Street Parking Requirements for Counter-Oriented Eating and Drinking Establishments.  (Pg 109) The Council received the report and adopted the administrative policy as written but directed staff to change the title and correct throughout to reflect that the policy only pertains to parking for retail establishments with adjunct counter-oriented eating and drinking services. 

d.         Authorize the City Manager to Sign a Purchase Agreement Totaling $1,400,000 with Tyler Technologies for an Integrated Financial Management System, a Permitting Management System and an Inventory/Work Order Management System; and to Negotiate and Sign a Professional Services Agreement for Project Implementation Management Services in an Amount Not to Exceed $250,000. (Pg 121) The Council authorized the City Manager to sign a purchase agreement totaling $1,400,000 with Tyler Technologies for an integrated financial management system, a permitting management system and an inventory/work order management system; and to negotiate a professional services agreement for project implementation management services in an amount not to exceed $250,000.
