City Council Actions from March 3, 2020

 

5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 9) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2019-2020.  (Pg 11) Approved.

**c.     Authorize the City Manager to Execute a Contract in the Amount of $158,342 with the San Diego Metropolitan Transit System to Operate the Free Summer Shuttle for Summer 2020, and a Free Fourth of July Bus Between the Cays and the Community Center, and Provide an Additional $7,000 to Purchase an Initial Allocation of 1,000 MTS Day Passes for Distribution to the Coronado Cays. (Pg 39) The Council authorized the execution of a contract amendment with San Diego Metropolitan Transit System (MTS) to: 1) operate the Free Summer Shuttle (FSS) from May 22 through September 7, 2020, at 15-minute intervals; 2) operate a free bus service from the Cays Fire Station to the Community Center on the Fourth of July at 30-minute intervals; and 3) make an initial purchase of 1,000 MTS day passes for distribution to the Coronado Cays.

d.         Authorize the City Manager to Execute Purchase Agreements for the Acquisition and Outfitting of Five Replacement Vehicles in the Amount of $396,618. (Pg 45) The Council authorized the City Manager to execute a purchase agreement with Penske Chevrolet of Cerritos for the purchase and outfitting of four vehicles at a combined cost of $248,873; authorized the City Manager to execute a purchase agreement with Don Hewlett Chevrolet Buick in the amount of $131,545 for the purchase of one vehicle; and authorized the purchase of $16,200 in equipment to outfit the Chevrolet Silverado. 

e.         Authorize Staff to Issue a Request for Proposals (RFP) for Heating Ventilation Air Conditioning (HVAC) Preventive Maintenance and As-Needed Repair Services. (Pg 47) The Council authorized staff to issue a Request for Proposals (RFP) to select a qualified vendor to provide preventative maintenance and as-needed repairs for HVAC systems within City facilities.

 

 8.        PUBLIC HEARINGS: 

a.         Adoption of a Mitigated Negative Declaration and Approval of a Special use Permit, Parking Plan, and Coastal Development Permit for the Villa Capri Hotel Replacement Project at 1417 Orange Avenue in the Hotel-Motel Zone (PC 2019-05, PC 2019-07, and CP 2019-03). (Pg 51) The Council adopted a resolution adopting the Mitigated Negative Declaration and approving a Minor Special Use Permit, parking plan and Coastal Development Permit for the Villa Capri Hotel replacement project at 1417 Orange Avenue.

 

10.       CITY COUNCIL:

b.         Adopt a Resolution Approving the Policy on Encouraging Low-Cost Visitor Accommodations. (Pg 235) The Council adopted a resolution of the City Council of the City of Coronado approving a policy for low-cost visitor accommodation requirements that will provide an incentive to market rate hotels to dedicate 10% of rooms as low-cost rooms or pay an in-lieu fee of $30,000 per room.

**c.     Receive Fiscal Year 2020-21 Budget Calendar. (Pg 241) The Council received the Fiscal Year 2020-21 Budget Calendar.

**d.     City Management’s Approach, Principles, Applied Techniques, and Timeline for Preparation and Implementation of the Fiscal Year 2020-21 Financial Plan. (Pg 245) The Council received a report on the recommended approach and principles for preparing the Fiscal Year 2020-21 financial plan. 

e.         Report on Multi-Year Financial Forecast Through Fiscal Year 2025 for the General Fund. (Pg 251) The Council received the report on multi-year projections for the General Fund.

f.          Fiscal Year 2020-21 Workload and Major Goals Report. (Pg 259) The Council reviewed the workload report and major goals for Fiscal Year 2020-21, provided concurrence and directed staff to incorporate into the report the importance of maintaining Coronado’s small town atmosphere and residential quality of life.
