City Council Actions from Special Meeting March 19, 2019

 

2.         CITY COUNCIL:

a.         Consider the 2018 Feasibility Study Report for the Golf Course Modernization Project Consisting of a Satellite Wastewater Recycling Facility (SWRF) and Turf Care Facility and Provide Direction to Staff to (1) Initiate Environmental Review, (2) Explore Design-Build, and (3) Investigate Project Financing Utilizing the California Clean Water State Revolving Fund and the California Infrastructure and Economic Development Bank.  The Council considered the Feasibility Study Report and directed staff to initiate environmental review to develop the Golf Course Modernization Project, explore procurement through design-build, and investigate project financing using the California Clean Water State Revolving Fund and the California Infrastructure and Economic Development Bank.

 5.        CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2018-2019.  (Pg 7) Approved.

c.         Authorize the City Manager to Award a Professional Services Agreement to ICF Jones & Stokes, Inc. for City Climate Action Plan Development Services in the Amount of $165,851.  (Pg 61) The Council has authorized the City Manager to award a professional services agreement to ICF Jones & Stokes, Inc. for Climate Action Plan Development Services in the amount of $165,851. 

**d.         Update on Actions Taken in Response to the Eighth Street and Coronado Avenue Storm Drain Manhole Emergency Repairs and Request for Vote to Continue the Repairs.  (Pg 63) The Council accepted the report and voted to continue the repairs to address the emergency.

e.         Authorize the City Manager to 1) Negotiate a Contract with Sun Ridge Systems, Inc. for Replacement of the Police Department Computer Aided Dispatch, Records Management, Mobile Data Computer, Automated Field Reporting, Automatic Vehicle Locator, and Property and Evidence Management Systems and the Addition of Electronic Citation Software; and 2) Purchase Computer Servers, Storage, Network Equipment, and Other Required Hardware and Software, and Appropriate an Additional $120,000 from the General Fund to this Project.   (Pg 67) The Council authorized the City Manager to 1) Negotiate a contract with Sun Ridge Systems, Inc. for replacement of the Police Department Computer Aided Dispatch, Records Management, Mobile Data Computer, Automated Field Reporting, Automatic Vehicle Locator, and Property and Evidence Management Systems and the addition of electronic citation software; and 2) Purchase computer servers, storage, network equipment, and other required hardware and software, and appropriate an additional $120,000 to the project. 

f.          City Management’s Approach, Principles, Applied Techniques and Timeline for Preparation and Implementation of the FY 2019-20 Financial Plan.  (Pg 73) The Council received a report on the recommended approach and principles for preparing the FY 2019-20 financial plan.

 

8.         PUBLIC HEARINGS

a.         Public Hearing: Pursuant to Established Council Policy, Adopt a Resolution Implementing the Annual Indexed Adjustments to Police, EMS/Ambulance, and Development-Related User Fees, and to the Wastewater Capacity and Adjustment of Library Services Fees for Fiscal Year 2019-20.  (Pg 79) The Council adopted the resolution adopting the Fiscal Year 2019-20 schedules of Police, EMS/Ambulance Fees, Development User Fees, Library Fees, and Wastewater Capacity Fees to be charged by various City departments and repealing previously adopted and/or conflicting fees for such services.

b.         Public Hearing: Consideration of a Request for a Small Bus Operations Permit for a Fixed Route “Coronado History and Arts Tour” Service. This item will be re-noticed for a future meeting.

 

10.       CITY COUNCIL:

b.         Fiscal Year 2019-20 Workload Report.  (Pg 153) The Council reviewed the status of the Fiscal Year 2019-20 workload.

**c.         Consideration of Appointment to Fill One Vacancy on the Design Review Commission.  (Pg 159) The Council appointed Dave Gillingham to serve the remainder of the current term, which expires July 31, 2020.

d.         Authorize the City Manager to Execute Contracts with the San Diego Metropolitan Transit System to Operate the Free Summer Shuttle for Summer 2019 and a Free Fourth of July Bus Between the Cays and the Community Center and Budget $55,000 in FY 18-19 for this Purpose.  (Pg 165) The Council authorized the execution of a contract with San Diego Metropolitan Transit System to operate the Free Summer Shuttle from May 24 through September 2 at 15-minute intervals; 2) authorized the execution of a contract with MTS to operate a free bus service from the Cays Fire Station to the Community Center on the Fourth of July from 8 a.m. to 11 p.m. at 30-minute intervals; 3) allocated $55,000 from General Fund reserves in FY 18-19 for this purpose; 4) allocated up to $5,000 to pay for MTS all-day transit passes to be distributed to Cays residents through the Cays Homeowners Association; and 5) to begin a discussion about other alternatives with Loews Coronado Bay Resort and report back to the City Council if any are found.
