City Council Actions from March 17, 2020

 

5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 7) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2019-2020.  (Pg 9) Approved.

c.         Authorize a Food Delivery Zone on the Seventh Street Side of Spreckels Park that would be Activated on Sundays from 3:30 PM to 8:00 PM During the Summer Concert Series Events. (Pg 35) The Council approved the establishment of a “Food Delivery Zone” on the Seventh Street side of Spreckels Park that would be activated from 3:30 to 8 p.m. on Sundays of the Summer Concert Series events (from Memorial Day weekend until Labor Day). 

d.         Authorize the City Manager to Award As-Needed Professional Services Agreements for Construction Management to Harris and Associates and Peripheral LLC, dba the barrie company For an Amount Not to Exceed $750,000. (Pg 41) The Council authorized the City Manager, or his designee, to award a contract for professional construction management (CM) services to Harris and Associates and Peripheral LLC, dba the barrie company, for as-needed construction management services with a not to exceed value of $750,000, annually, for each agreement.  

e.         Approval of the 2020 Legislative Policy Guidelines. (Pg 43) The Council accepted and adopted the City of Coronado Legislative Policy Guidelines for 2020.

f.          Accept Donation in the Amount of $5,000 from the Hotel del Coronado, Hilton Hotels, Designated to Support the Library 2020 Summer Festival. (Pg 67) The Council accepted the unrestricted donation in the amount of $5,000 from the Hotel del Coronado, Hilton Hotels, to support the Coronado Public Library 2020 Summer Festival.

g.         Authorization to Transmit the 2019 Annual Housing Element Progress Report to the State Office of Housing and Community Development. (Pg 69) The Council authorized transmission of the 2019 Annual Housing Progress Report to the State Office of Housing and Community Development.

 

 8.        PUBLIC HEARINGS: 

a.         Adoption of a Resolution Approving a Two-Lot Tentative Parcel Map in the R-1B (Single Family Residential) Zone (PC 2019-21). (Pg 81) The Council adopted the resolution approving a two-lot Tentative Parcel Map for the property addressed as 1201-1211 Eighth St., Coronado, California.

b.         Appeal of the Historic Resource Commission Decision that the Property at 1113 Adella Avenue Meets the Criterion to be Designated as a Historic Resource. (Pg 95) The Council continued the item to the April 7 meeting. 

 

c.         Pursuant to Established Council Policy, Adopt a Resolution Implementing the Annual Indexed Adjustments to Police, EMS/Ambulance, and Development-Related User Fees, and to the Wastewater Capacity Fees, Adjustment of Library Services and Recreation Room Rental Fees, Including Rental Fee Reduction, for Fiscal Year 2020-21. (Pg 209) The Council adopted a resolution adopting the Fiscal Year 2020-21 Schedules of Police, EMS/Ambulance Fees, Development User Fees, Library Fees, Recreation Fees, and Wastewater Capacity Fees to be charged by various City Departments and repealing previously adopted and/or conflicting fees for such services.

 

10.       CITY COUNCIL:

b.         Presentation from the Representative to the Sharp Coronado Hospital and Hospital Foundation. (Pg 279) Council received the presentation.

c.         Consideration of Encroachment Permit No. E2002-024 for an Exterior Dining Area Proposed by Buona Forchetta Restaurant at 1000 C Avenue in the Public Right-of-Way and the Associated Commercial Use Permit for Conducting Business in the Public Right-of-Way. (Pg 281) The Council approved Encroachment Permit No. E2002-024 for a six-month trial period for an exterior dining area to extend a maximum of eight feet (8') into the public right of way; and approved the associated Commercial Use Permit to conduct a restaurant business within the allowed encroachment limits.
