City Council Actions from June 4, 2019

 

 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 9) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2018-2019.  (Pg 11) Approved.

c.         Approval of a Resolution of the City Council of the City of Coronado Authorizing the Receipt and Appropriation of $20,000 in Expenditures for the 2018 Operation Stonegarden Grant Program through the County of San Diego.  (Pg 65) The Council approved the resolution approving the receipt and appropriation of $20,000 in expenditures for the 2018 Operation Stonegarden Grant Program through the County of San Diego.

d.         Approve List of Prequalified Contractors for the Third, Fourth, and I Avenue Storm Drain Improvement Project and Authorize Staff to Advertise the Project for Bid.  (Pg 69) The Council approved the list of contractors deemed prequalified to perform the work required on the Third, Fourth, and I Avenue Storm Drain Improvement project and authorized staff to advertise the project to the qualified contractors.

e.         Approve a Waiver of the Alcohol Prohibition on Public Property for the Little League Board of Directors’ Annual Volunteer Appreciation Party at Bradley Field on June 7, 2019.  (Pg 71) The Council waived the alcohol prohibition and allowed the Little League Board of Directors to serve beer and wine during their annual Volunteer Appreciation party at Bradley Field on Friday, June 7 at 4:30 p.m.

 

 8.        PUBLIC HEARINGS: 

a.         Public Hearing: Consideration of a Request for a Historic Alteration Permit for a Remodel and Addition, Including Requests for an Exception to Zoning Standards, at 520 J Avenue (HAP 2019-05).  (Pg 151) The Council adopted a resolution approving a request for a Historic Alteration Permit for a remodel and addition, including requests for exceptions to zoning standards, at 520 J Avenue in the R-1A (Single Family Residential) Zone. The project was approved as submitted by the applicant, with the conditions that the original shutter design remain and accent tiles not be installed.

b.         Public Hearing:  Adoption of a Resolution Revising Golf Course Green Fees for the Coronado Municipal Golf Course Effective July 1, 2019.  (Pg 141) The Council adopted a resolution revising fees for the Coronado Municipal Golf Course effective July 1, 2019, implementing new golf course green fees.

c.         Public Hearing:  Adoption of a Resolution Approving a Time Extension for a Two-Lot Tentative Parcel Map for the Property Addressed as 876 E Avenue (PC 2019-09).  (Pg 145) The Council adopted a resolution approving a two-lot tentative parcel map time extension to allow for condominium ownership of four residential units for the property addressed as 876 E Avenue, Coronado, California. The Council approved the extension of 36 months and required the owners to landscape or otherwise abate any nuisance that arises to make the property presentable.

d.         Public Hearing:  Adoption of a Resolution Approving a Time Extension for a Two-Lot Tentative Parcel Map for the Property Addressed as 956-960 F Avenue (PC 2019-08).  (Pg 159) The Council adopted a resolution approving a two-lot tentative parcel map time extension of 36 months to allow for condominium ownership of four residential units for the property addressed as 956-960 F Avenue, Coronado, California.

 

10.       CITY COUNCIL:

**b.     Approve Resolutions (A) Adopting the City of Coronado Annual Budget for FY 2019-20; (B) Setting the Annual Appropriations (Gann) Limit; and (C) Approving the Policy on Fund Balance and the Size and Use of Committed Fund Balance.  (Pg 177) The Council approved (A) “A Resolution of the City Council of the City of Coronado Adopting the Financial Plan and Budget for the Fiscal Year 2019-20, Fixing and Declaring the Budget for the Various Departments and for Capital Improvement Projects, and Appropriating Money from the Treasury for Such Purposes”; (B) “A Resolution of the City Council of the City of Coronado Approving and Adopting the Annual Appropriations Limit for Fiscal Year 2019-20”; and (C) “A Resolution of the City Council of the City of Coronado Approving the Policy on Fund Balance and the Size and Use of Committed Fund Balance.

c.         Consideration of Appointment to Fill One At-Large Vacancy on the Discover Coronado (CTID) Board.  (Pg 197) The Council appointed David Spatafore to serve a three-year term, which will expire June 15, 2022.

d.         Receive Report from AT&T with Regard to Small Cell Sites and Wireless Facilities.  (Pg 207) The Council received a report and presentation from representatives of AT&T.

e.         Receive Report from Telecom Law Firm, PC Concerning Wireless Facilities in Public Rights-of-Way and the Impact of State and Federal Laws Upon the City Council’s Authority.  (Pg 209) The Council received a report from Telecom Law Firm, PC and directed staff to follow up with Telecom as lawsuits discussed at the meeting progress and if there are any changes to existing regulations that the City may consider incorporating into its policy.

f.          Report on the Housing Element Update and the Regional Housing Needs Allocation (RHNA) Process.  (Pg 243) The Council continued the item to a future meeting.

**g.     Receive the City of Coronado Boathouse Stewardship Masterplan Report.  (Pg 247) The Council received the Boathouse Stewardship Masterplan report.

**h.     Receive a Report on the Port of San Diego "Penelope" Public Art Installation in Tidelands Park.  (Pg 251) The Council received the report. No action is necessary.

 

12.       COMMUNICATIONS - WRITTEN:

**a.     Consideration of Mayor Bailey’s Request that the City Council Agendize an Item to Consider a Resolution Opposing any Amendment to the Existing TransNet Extension Ordinance by the SANDAG Board of Directors.  (Pg 261) The Council agreed to place the item on a future Council agenda.
