5.         CONSENT CALENDAR: 

a.       Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.(Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2019-2020.  (Pg 3) Approved.

c.         Consideration of a Resolution of the City Council of the City of Coronado Ordering Summary Vacation of an Easement for Emergency Vehicle Access at a Portion of an Access Way Known as the “Old Paseo del Mar.”  (Pg 21) The Council adopted a resolution ordering summary vacation of an excess easement for emergency vehicle access at a portion of an access way known as the “Old Paseo del Mar.

d.         Adoption of Resolutions Calling and Giving Notice of Holding a General Municipal Election on November 3, 2020, for the Election of Certain Municipal Officers and Requesting the San Diego County Board of Supervisors to Consolidate the City’s General Municipal Election with the Statewide General Election to be Held on the Same Date.  (Pg 39) The Council adopted (1) a resolution calling and giving notice of the holding of a General Municipal Election to be held on Tuesday, November 3, 2020, for the election of certain officers as required by the provisions of the laws of the state of California relating to general law cities and (2) a resolution requesting the Board of Supervisors of the County of San Diego to consolidate a General Municipal Election to be held on November 3, 2020, with the statewide General Election to be held on the same date pursuant to Section 10403 of the Elections Code. The Council directed the City Clerk to file copies of the appropriate resolutions with the San Diego County Board of Supervisors and the San Diego County Registrar of Voters.

e.         Authorize the City Manager to Issue a Contract Extension in the Amount of $63,113 to Cohero for Continuation of Dispatch, Records, and Report Writing Systems Maintenance and Support for Police Services.  (Pg 45) The Council authorized the City Manager to execute a contract extension to the professional services agreement with Cohero for the continuation of the provision of maintenance services for the following integrated information systems utilized by Police Services: Information Center Records Management System (RMS), Call Center Computer-Aided Dispatch (CAD), and Police Reports Automated Field Reporting (AFR) systems. 

f.          Approve Canceling the July 7 and August 4 Regularly Scheduled City Council Meetings.  (Pg 47) The Council approved canceling the first City Council meetings in July and August (July 7 and August 4) consistent with past practice.

g.         Adoption of “A Resolution of the City Council of the City of Coronado Accepting the 2019 Calendar Year State Mandated Fire Inspection Compliance Report from the Coronado Fire Department.”  (Pg 51) The Council adopted a resolution acknowledging receipt of the 2019 Calendar Year State mandated fire inspections report.

h.         Authorize the City Manager to Award A Professional Engineering Design Work Order to Psomas for a Not-To-Exceed Amount of $65,610 for the Design of the Kettner Boulevard Sewer Point Repair Project.  (Pg 55) The Council authorized the City Manager to execute an agreement with Psomas for a not-to-exceed amount of $65,610 for the design of the Kettner Boulevard Sewer Point Repair project. 

i.          Authorize the Country Club/Parker Basin Infiltration Reduction Project to be Advertised for Bid.  (Pg 57) The Council authorized staff to advertise the Country Club/Parker Basin Infiltration Reduction project for bid.

j.          San Diego County Stage Three Letter of Support.  (Pg 59) The Council endorsed the draft letter developed by the City Council subcommittee of Councilmembers Sandke and Benzian in support of the County of San Diego’s State 3 COVID-19 Pilot Program.

 

 8.        PUBLIC HEARINGS: 

a.         Adoption of “A Resolution of the City Council of the City of Coronado Approving an Amendment to the TransNet Local Street Improvement Program of Projects for Fiscal Years 2021 through 2025.”  (Pg 73) The Council adopted the resolution approving an amendment to the TransNet Local Street Improvement Program of Projects for Fiscal Years 2021 through 2025. Two of the major street and road repair projects identified in the 2020 TransNet Program of Projects, an element of the Regional Transportation Improvement Program, are proposed to be funded with TransNet funds over the next five years. Each year, the Street, Curb and Gutter Improvements Program identifies streets that need repair and reconstruction. This project was presented to the City Council on May 19, 2020, as part of the Capital Improvement Program. The Third, Fourth, and I Avenue Drainage Improvement project is also being amended in the Regional Transportation Improvement Program to update the project budget to include the additional appropriation of toll funds previously authorized by the City Council. This administrative action will ensure the Capital Improvement Program budget aligns with the Regional Transportation Improvement Program.

b.         Introduction and First Reading of “An Ordinance of the City of Coronado Amending Portions of the Coronado Municipal Code to Provide for Regulations Concerning Junior and Accessory Dwelling Units in Residential Zones” (PC 2020-07).  (Pg 83) The Council introduced an ordinance of the City Council of the City of Coronado, California, amending portions of the Coronado Municipal Code to provide for regulations concerning Junior and Accessory Dwelling Units in residential zones.

 

10.       CITY COUNCIL:

b.         Approve Resolutions Adopting the City of Coronado Annual Budget for Fiscal Year 2020-21; Setting the Annual Appropriations (GANN) Limit; and Approving the Policy on Fund Balance and the Size and Use of Committed Fund Balance.  (Pg 201) The Council approved the following: A) A resolution adopting the Financial Plan and Budget for the Fiscal Year 2020-21, fixing and declaring the budget for the various departments and for capital improvement projects, and appropriating money from the treasury for such purposes; B) A resolution approving and adopting the annual appropriations limit for Fiscal Year 2020-21; and C) A resolution approving the policy on fund balance and the size and use of committed fund balance.

c.         Receive Informational Report and Legislative Update on Organic Waste Recycling Program.  (Pg 223) The Council received an informational report and legislative update on Organic Waste Recycling Program from EDCO, the City’s franchise waste hauler.

d.         Introduction and First Reading of “An Ordinance of the City Council of the City of Coronado Amending Chapter 62.12 of Title 62 of the Coronado Municipal Code to Update Recycling Regulations.”  (Pg 225) The Council introduced the ordinance amending Chapter 62.12 of Title 62 of the Coronado Municipal Code to update recycling regulations.

e.         Introduction and First Reading of An Ordinance of the City Council of the City of Coronado to Add Chapter 30, Title 8 to the Coronado Municipal Code to be Entitled, “Relinquished Roadway Fund for the Maintenance of SR-75 and SR-282.”  (Pg 241) The Council introduced an ordinance to add Chapter 30, Title 8, to the Coronado Municipal Code to be titled, “Relinquishment Roadway Fund for the Maintenance of SR-75 and SR-282.”

f.          Consider Reopening Dog Beach and/or Sunset Park.  (Pg 247) The Council directed staff to XXX.

g.         Update on COVID-19 Serology Testing.  (Pg 249) The Council suspended the development of a Coronado-centric community COVID-19 Serology testing program until it is clear what the results mean, that there is an understanding of the decisions that can be made from the results, and there is an understanding that the results may be provided to individuals without reservations or restriction.
