City Council Actions from June 16, 2020

 

5.         CONSENT CALENDAR: 

a.           Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.(Pg 1) Approved.

*b.       Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2019-2020.  (Pg 3) Approved.

c.         Second Reading and Adoption of an Ordinance of the City Council of the City of Coronado to add Chapter 30, Title 8 to the Coronado Municipal Code to be Entitled, “Relinquished Roadway Fund for the Maintenance of SR-75 and SR-282.”  (Pg 29) The Council adopted an ordinance to add Chapter 30, Title 8 to the Coronado Municipal Code to be titled, “Relinquishment Roadway Fund for the Maintenance of SR-75 and SR-282.”

d.         Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado Amending Chapter 62.12 of Title 62 of the Coronado Municipal Code to Update Recycling Regulations.”  (Pg 35) Council adopted an ordinance amending Chapter 62.12 of Title 62 of the Coronado Municipal Code to Update Recycling Regulations.”

*e.       Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending March 31, 2020.  (Pg 45) The Council examined the quarterly Reports on Investments and ordered them filed.

f.          Adoption of “A Resolution of the City Council of the City of Coronado for Fiscal Year 2020-21 and Providing a 2.3% Salary Increase to Self-Represented and Executive Management Employees for Fiscal Year 2020-21.”  (Pg 65) The Council adopted a resolution providing a 2.3% salary increase for self-represented and executive management employees for FY 2020-21.

g.         Accept Donation of $1,000 from the Jim and Midge Peltier Charitable Fund to Support Library Services.  (Pg 73) The Council accepted the unrestricted donation of $1,000 from the Jim and Midge Peltier Charitable Fund to support Coronado Public Library services.

h.              Accept the Fiscal Year 2018-19 and 2019-20 Community Development Block Grant (CDBG) Pedestrian Ramp Project and Direct the City Clerk to File a Notice of Completion.(Pg 75) The Council accepted the Fiscal Year 2018-19 and 2019-20 CDBG Pedestrian Ramp project and directed the City Clerk to file a Notice of Completion.

**i.      Authorize the Suspension of the Lifeline Business Loan Program.  (Pg 77) The Council approved an increase in the loan amount offered through the Lifeline Business Loan Program to $20,000 per business, up from $15,000, to allow businesses to apply for $5,000 more, $20,000 in total, through the program, and directed staff to return at the July 21 Council meeting with a status update.

j.          Authorize the City Manager to Execute Purchase Agreements and Negotiate Master Services and/or Licensing and Maintenance Agreements for Information Technology Equipment, Software, and Services in Fiscal Year 2020-21 in Amounts Not to Exceed $150,000 with Dell and $550,000 with CDWG Through Cooperative Purchasing Programs; $125,000 with Central Square; $125,000 with Verizon Wireless; and $20,000 with ESRI.  (Pg 81) The Council authorized the City Manager to execute purchase agreements and negotiate master services and/or licensing and maintenance agreements for information technology equipment, software, and services in Fiscal Year 2020-21 in amounts not to exceed $150,000 with Dell and $550,000 with CDWG through cooperative purchasing programs; $125,000 with Central Square; $125,000 with Verizon Wireless; and $20,000 with ESRI.

k.         Authorize the City Manager to Award a Contract to Countywide Mechanical Systems for Heating, Ventilation, and Air Conditioning (HVAC) Preventive Maintenance and As-Needed Repair Services in the Amount of $89,904.  (Pg 85) The Council authorized the City Manager to award a contract to Countywide Mechanical Systems, Inc. for HVAC preventive maintenance and as-needed repair services for a base term of two years in the amount of $89,904, with the option to extend the contract for three additional one-year terms

 

8.         PUBLIC HEARINGS: 

a.         Consideration of a Request for a Historic Alteration Permit for a Remodel and Addition, including a Request for an Exception to Zoning Standards, at 1010 Olive Avenue. (HAP 2020-06)  (Pg 87) The Council adopted the resolution approving a request for a Historic Alteration Permit for a remodel and addition, including a request for an exception to zoning standards, at 1010 Olive Avenue in the R-1A (Single Family Residential) Zone.


10.       CITY COUNCIL:

**b.     Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado Amending Portions of the Coronado Municipal Code to Provide for Regulations Concerning Junior and Accessory Dwelling Units in Residential Zones.” (PC 2020-07)  (Pg 149) The Council adopted an ordinance amending portions of the Coronado Municipal Code to provide for regulations concerning junior and accessory dwelling units in residential zones.

c.         Approve the Cultural Arts Commission 2019 Annual Report and 2020 Work Plan.  (Pg 163) The Council approved the Cultural Arts Commission Annual Report for 2019 and Work Plan for 2020.

d.         Consideration of Appointment to Fill One Vacancy on the Cultural Arts Commission.  (Pg 179) The Council appointed Deborah Kaller to serve the remainder of the current term, which expires December 31, 2020.

**e.     Authorize a Solicitation for Orange Avenue Commercial Public Restroom Partnership Program.  (Pg 189) The Council authorized a solicitation to implement a program to provide accessible public restrooms in the downtown area through a public-private partnership with Orange Avenue businesses.

f.          Adopt a Resolution of the City Council of the City of Coronado to Approve Accepting the Relinquished State Routes 75 and 282 within the Limits of the City of Coronado, Accept Caltrans Inducement of $22,000,000, and Authorize the City Manager to Enter into the Relinquishment Agreement in the Form Substantially Presented and Take All Actions Necessary to Effectuate the Acceptance of the Relinquished Roadways.   (Pg 201) The Council adopted a resolution accepting the relinquished State Routes (SR) 75 and 282, accepted Caltrans inducement of a $22 million one-time, lump sum payment, and authorized the City Manager to enter into the relinquishment agreement in the form substantially presented and take all actions necessary to effectuate the acceptance of the relinquished roadways.  

g.         Update on the City’s Sea Level Rise Planning Efforts.  (Pg 231) The Council received and filed the report.

h.         Consider for Approval the Athletic Field Use and Allocation Policy and Direct Recreation and Golf Services (RGS) Staff to Implement the Policy for Future Field Use.  (Pg 233) The Council received a report on the Athletic Field Use and Allocation Policy, which allows for the effective allocation and management of field space, a fee for field use based on user classification, and a turf maintenance schedule, all implemented by Recreation and Golf Services. The Council 1) directed staff to authorize the use of Sunset Park as it is currently being used until the end of the year and to work with the Port of San Diego to get more control over scheduling the use of Tidelands Park to get the best use out of the park; and 2) continued the consideration of approval of the Athletic Field Use and Allocation Policy for 30 days to allow user groups to provide their comments and to allow the Parks and Recreation Commission to provide the Council with its recommendation.
