5.         CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-2021.  (Pg 3) Approved.

c.         Authorize the City Manager to Execute Professional Service Agreements with Harris and Associates and PDC for As-Needed Environmental and Urban Planning Services in an Amount Not to Exceed $250,000 for Each Agreement. (Pg 45) The Council authorized the City Manager to execute two professional services agreements with Harris and Associates and PDC for as-needed environmental and urban planning services. Each agreement shall have an annual not-to-exceed amount of $250,000.

d.         Ratification of Legal Services Agreement with Special Counsel Sloan Sakai Yeung & Wong LLC for Special Legal Services. (Pg 47) The Council ratified the legal services agreement with Sloan Sakai & Wong LLC.  

e.         Approval of “A Resolution of the City Council of the City of Coronado Authorizing the Receipt and Appropriation of $10,000 in Expenditures for the 2019 Operation Stonegarden Grant Program through the County of San Diego.” (Pg 55) The Council approved the resolution authorizing the receipt and appropriation of $10,000 in expenditures for the 2019 Operation Stonegarden Grant Program through the County of San Diego.

f.          Approval of “A Resolution of the City Council of the City of Coronado Authorizing the Acceptance and Appropriation of Fiscal Year 2018 Homeland Security Grant Urban Area Security Initiative (UASI) Funds in the Amount of $7,440.” (Pg 59) The Council approved the resolution authorizing the acceptance and appropriation of Fiscal Year 2018 Homeland Security Grant Urban Area Security Initiative Funds in the amount of $7,440.

g.         Ratify the Purchase Agreement with Motorola for Radio Flashport/Software Upgrades to Police Services Radios in the Amount Not to Exceed $62,500. (Pg 63) The Council authorized the City Manager to execute a purchase agreement with Motorola for Radio Flashport/Software Upgrades for 47 Police Services handheld radios in an amount not to exceed $62,500.

h.         Confirm the Suspension of the Lifeline Business Loan Program. (Pg 65) The Council confirmed the suspension of the Lifeline Business Loan Program.

i.          Accept Donation of the City of Coronado Public Art Walking Tour Smartphone App to Highlight Coronado’s Public Art Collection. (Pg 67) The Council accepted the donation of the Smartphone App “Coronado Public Art” for both Apple and Android phones from Coronado resident Joshua Tyler and direct the Cultural Arts Commission to monitor and maintain the application.

j.          Approval of “A Resolution of the City Council of the City of Coronado Authorizing the Acceptance of a Coronavirus Aid, Relief, and Economic Security (CARES) Act Coronavirus Relief Fund (CRF) Allocation of $381,317 from the County of San Diego; and Approve the Report of Anticipated Use of County of San Diego CRF Sub-Grant Funds by the City of Coronado.” (Pg 71) The Council approved the resolution authorizing the acceptance of a Coronavirus Aid, Relief, and Economic Security, or CARES, Act Coronavirus Relief Fund allocation of $381,317 from the County of San Diego; and approved the Report of Anticipated Use of County of San Diego CRF Sub-Grant Funds by the City of Coronado.

k.         Accept Donation of New Furniture Valued at $74,612.95 for the Teen Area of the Coronado Public Library from the Friends of the Coronado Library. (Pg 77) The Council accepted the donation of new furniture valued at $74,612.95 for the teen area of the Coronado Public Library from Friends of the Coronado Public Library.

l.          Approval of “A Resolution of the City Council of the City of Coronado Authorizing the Acceptance and Appropriation of Fiscal Year 2019-20 California State Library Crisis Collection Grant in the Amount of $4,434.97.” (Pg 79) The Council approved the resolution authorizing the acceptance and appropriation of Fiscal Year 2019-20 California State Library Grant in the amount of $4,434.97.

m.        Accept Donation of $15,270.59 from the Ted and Marjorie Stearns Charitable Remainder Trust to Support Library Services. (Pg 83) The Council accepted the donation of $15,270.59 from the Ted and Marjorie Stearns Charitable Remainder Trust to support Coronado Public Library services.

n.         Award Construction Contracts to Demcon Concrete Contractors, Inc. in the Amount of $629,104 for the City Hall and Community Center Chilled and Hot Water Lines Replacement Project an Appropriate and Additional $397,400 in Fund 400 for this Project. (Pg 85) The Council awarded a construction contract to Demcon Concrete Contractors, Inc. in the amount of $629,104 for the City Hall and Community Center chilled and hot water lines replacement project and  appropriate an additional $397,400 in Fund 400 for this project.

o.         Authorize the City Manager to Amend the Existing Odor and Corrosion Control Contract with Evoqua Water Technologies to Extend the Term through September 30, 2025; Increase the Annual Contract Amount by $282,000 Annually; and Execute an Intergovernmental Support Agreement (IGSA) with the Department of the Navy for Odor and Corrosion Control Management Services. (Pg 87) The Council authorized the City Manager or designee to amend the existing agreement with Evoqua Water Technologies to extend the term through September 30, 2025, increase the annual contract amount by $282,000, and execute an Intergovernmental Support Agreement with the Department of the Navy for odor and corrosion control management services. 

p.         Authorize the City Manager to Execute a Change Order to SOV Security in an Amount Not to Exceed $160,000 for Access Control and Video Equipment Upgrades at the Public Services Facility and the Public Library. (Pg 89) The Council authorized the City Manager to execute a change order with SOV Security in an amount not to exceed $160,000 for access control and video equipment upgrades at the Public Services facility and the Public Library.  

q.         Authorize the City Manager to Advertise for Bid the Street Preventive Maintenance Project for Fiscal Year 2020-21 Including Bicycle Sharrows and Signage on D Avenue between First and Tenth Street. (Pg 91) The Council authorized staff to advertise for bid the Street Preventive Maintenance FY 20-21 project and include the highest priority project for the Active Transportation Plan, Bike Route Sharrows on D Avenue between First and Tenth Street, of the Active Transportation Plan.

r.          Authorize the City Manager to Execute Amendments to Agreements with Bluewater Grill, LP, Feast and Fareway, LLC, and Coronado Community Theatre to Reduce Required Payments to the City During the COVID-19 Pandemic. (Pg 99) The Council authorized the City Manager to execute an amendment to the lease agreements with Bluewater Grill, LP and Feast and Fareway, LLC, to reduce monthly and percentage rents and loan interest payments through December 31, 2020; and authorize the City Manager to execute an amendment with the Coronado Community Theatre to reduce monthly rent payments through December 31, 2020.

 

 8.        PUBLIC HEARINGS

a.         Consideration of a Request for a Historic Alteration Permit for a Remodel and Addition, including a Request for an Exception to Zoning Standards, at 1045 Loma Avenue (HAP 2020-04). (Pg 103) The Council adopted a resolution approving a request for a Historic Alteration Permit for a remodel and addition, including a request for an exception to zoning standards, at 1045 Loma Avenue in the R-1A Zone.

 

10.       CITY COUNCIL:

**b.     Consideration of Reappointment of One Incumbent to Serve a Second, Three (3) Year Term and One Incumbent to Serve an Additional One (1) Year Term on the Design Review Commission. (Pg 139) The Council reappointed Dave Gillingham to serve a second, three (3) year term to expire July 31, 2023, and reappointed Donna Crossman to an additional one (1) year term to expire July 31, 2021, while continuing to advertise for a design professional to fill the vacancy.

c.         Approve the Fiscal Year 2020-21 Community Grant Program Allocations. (Pg 145) The Council approved the recommended allocations for the Community Grant Program and directed staff to allocate the remaining funding. Here is the Community Grant Awards by organization:

 

 

d.         Direct the City Manager to Develop a Procurement Plan to Use License Plate Recognition as the City’s Parking Enforcement Tool for Business District Parking, Replacing the IPS Group Metered Parking Services Upon Expiration of the Current Contract. (Pg 157) The Council directed the City Manager to finalize research into license plate recognition, or LPR, technologies and services as a compliance and enforcement tool for curbside parking in the City’s two Business Districts; and develop a procurement plan that will ensure LPR services will be in place by January 2021, following the conclusion of the City’s current contract with IPS Group for metered parking services.  

 

e.         Introduction and First Reading of “An Ordinance of the City Council of the City of Coronado Amending Section 1.02.070 of the Coronado Municipal Code Related to Use of the City Seal and Other Official City Insignia,” and Authorize a No Cost License Agreement to University Blanket and Flag Corporation and a Memorandum of Understanding with the Hotel del Coronado for Use of City Symbols. (Pg 161) The Council approved the introduction and first reading of the ordinance amending section 1.02.070 of the Coronado Municipal Code related to the use of the City Seal and other official City insignia, and authorized the City Manager to execute a no fee license agreement with University Blanket and Flag Corporation and a Memorandum of Understanding with the Hotel del Coronado for use of City symbols.

**f.      Introduction and First Reading of “An Ordinance of the City Council of the City of Coronado, California, Amending Chapter 1.20, Section 1.20.060(A-I) and Section 1.20.070(A-P) of Title 1 of the Coronado Municipal Code Regarding Conflict of Interest.” (Pg 173) The Council approved the introduction and first reading of an ordinance amending Chapter 1.20, Section 1.20.060(A-I) and Section 1.20.070(A-P) of Title 1 of the Coronado Municipal Code regarding Conflict of Interest.

 

12.       COMMUNICATIONS - WRITTEN:

**a.     San Diego-Coronado Bridge Physical Suicide Deterrent Project Joint Environmental Impact Report/Environmental Assessment Notice of Preparation Comment Letter. (Pg 191) The Council approved the letter dated June 26, 2020.

**b.     Receive and File a Copy of the Letter Sent to Senator Dianne Feinstein Regarding Support of the Border Water Quality Restoration and Protection Act of 2020. (Pg 197) The Council received and filed the letter.
