City Council Actions from July 20, 2021

 

5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 9) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-21 and Fiscal Year 2021-22.  (Pg 11) Approved.

c.         Authorization for the Interim City Manager to Accept an Easement Extending the Existing Easements for the Nature’s Bridge to Discovery Projects on Federal Property Adjacent to the Silver Strand Highway. (Pg 61) The Council authorized the interim city manager to accept the easement for the Nature’s Bridge to Discovery projects from the United States of America.

d.         Adoption of “A Resolution of the City Council of the City of Coronado, California, to Install a Stop Sign on Alameda Boulevard at First Street.” (Pg 85) The Council adopted a resolution to install a stop sign with associated pavement markings on Alameda Boulevard at First Street.

e.         Adoption of “A Resolution of the City Council of the City of Coronado, California, to Install a Yield Sign on Ocean Boulevard at the Naval Air Station North Island Gate 5 Exit.” (Pg 95) This item was removed from the agenda.

f.         Authorization to Negotiate Final Pricing and Award a Professional Services Agreement to Wood Rodgers, Inc. in an Amount Not to Exceed $1,070,588 for Engineering Services for the Gateway Project. (Pg 101) The Council directed staff to conduct final price negotiations and authorized the interim city manager to award a professional services agreement for preliminary engineering services to Wood Rodgers, Inc., in an amount not to exceed $1,070,588 for the Gateway project. 

g.         Authorization for the Interim City Manager to Negotiate And Execute A Contract To Elite Show Services For Special Event Security And As-Needed Security Services For A Five-Year Term. (Pg 103) The Council authorized the interim city manager to negotiate and execute a contract to Elite Show Services for special event security and as-needed security services for all City departments for a term of five years in a form approved by the City Attorney.

h.         Adoption of “A Resolution of the City Council of the City of Coronado, California, Authorizing the Receipt and Appropriation of Fiscal Year 2020 Homeland Security Grant-Urban Area Security Initiative Funds in the Amount of $13,085.” (Pg 105) The Council adopted a resolution authorizing the receipt and appropriation of Fiscal Year 2020 Homeland Security Grant-Urban Area Security Initiative Funds in the Amount of $13,085.

i. Adoption of “A Resolution of the City Council of the City of Coronado, California, Authorizing the Receipt and Appropriation of Fiscal Year 2020 Operation Stonegarden Grant Program Funds through the County of San Diego in the Amount of $25,000.” (Pg 109) The Council adopted a resolution authorizing the receipt and appropriation of Fiscal Year 2020 Operation Stonegarden Grant Program Funds through the County of San Diego in the Amount of $25,000.           

j.          Accept Donation of $2,000 from the Jim and Midge Peltier Charitable Fund to Support Library Services. (Pg 113) The Council accepted the unrestricted donation of $2,000 from the Jim and Midge Peltier Charitable Fund to support Coronado Public Library services.

k.         Authorize Staff to Advertise the Coronado Tennis Courts Resurfacing Project for Bid. (Pg 115) The Council authorized staff to advertise the Coronado Tennis Courts Resurfacing project for bid.

l.          Approve the City Co-Sponsoring a Free 50th Anniversary Family-Friendly Public Community Celebration of the Establishment of the Coronado Shores to be Held on the Lawn of the Roeder Pavilion and the Lawn Adjacent to the La Perla Building on Saturday, August 28, 2021, and Approve a $20,000 Contribution to the Event. (Pg 117) The Council approved financially sponsoring a free, family-friendly 50th anniversary public celebration at Coronado Shores on Saturday, August 28, 2021, from 10 a.m. to 6 p.m., and approved a $20,000 contribution for the event.

m.        Approve Sending a Comment Letter to the San Diego Association of Governments (SANDAG) Regarding the San Diego Forward: 2021 Regional Plan. (Pg 123) The Council approved sending the comment letter to SANDAG regarding the San Diego Forward: 2021 Regional Plan.

n.         Consider Adoption of a Resolution Appointing a Retired Annuitant as Interim Director of Fire Services and Approving/Ratifying the Employment Agreement with Michael Blood. (Pg 129) The Council adopted a resolution appointing Michael Blood as interim director of Fire Services and approved a Retired Annuitant Interim Employment Agreement.

o.         Consider Adoption of a Resolution Appointing a Retired Annuitant as Interim Director of Public Services and Engineering and Approving/Ratifying the Employment Agreement with Scott Huth. (Pg 145) The Council adopted the resolution appointing Scott Huth as interim director of Public Services and Engineering and approved a Retired Annuitant Interim Employment Agreement.

 

8.         PUBLIC HEARINGS: 

a.         General Plan Amendment to Adopt the 2021-2029 Housing Element Update. (Pg 161) The Council adopted a resolution with findings approving a General Plan Amendment for the 2021-2029 Housing Element Update and directed staff to submit the adopted Housing Element Update to the California Department of Housing and Community Development for certification.

 

10.       CITY COUNCIL:

b.         Appoint an Ad Hoc Subcommittee of the City Council to Participate in the Winn Room Needs Assessment Workgroup. (Pg 213) The Council directed staff to create an Ad Hoc Subcommittee composed of two members of the City Council -- Casey Tanaka and Marv Heinze, members from the Library and Public Services & Engineering staff, and community stakeholders to provide guidance on a needs-assessment and recommended remodel of the Winn Room. If additional concept drawings are necessary, the Council authorized the interim City Manager to contract with M. W. Steele group for a not-to-exceed amount of $20,000 to create additional space plans.

c.         Affirm the City Council’s Direction to Redesign the Ocean Boulevard Street Improvements Project, with a Minimum Eight-Foot Sidewalk and 11-Foot Travel Lanes on Ocean Boulevard and Advertise the Project for Bid. (Pg 215) The item was continued to a future meeting.

d.         Receive Financial Review for the Proposed Undergrounding of the Overhead Utilities Along First Street Between D Avenue and Alameda Boulevard and Provide Direction. (Pg 265)  The Council approved the Preliminary Assessment Methodology for the First Street Utility Undergrounding District; reduced the amount of the district assessment to account for the increased construction costs associated with a second circuit which primarily supplies power to Naval Air Station North Island; confirmed the 50/50 cost split between the City and the proposed assessment district for the circuit that services the Coronado residents; and directed staff to continue to work with residents to establish the assessment district to underground the utilities along First Street.

e.         Review of Draft Sea Level Rise Vulnerability Assessment. (Pg 277) The Council accepted the report and authorized staff to proceed with preparation of a Sea Level Rise Adaptation Plan and public engagement efforts.

f.          Receive Information Regarding Allowing Nonmotorized Bicycles in the Skatepark and Direct Staff to Work with the Parks and Recreation Commission to Develop a Comprehensive Plan for Future Council Consideration. (Pg 305) The Council directed staff to work with the Parks and Recreation Commission to allow for bicycles in the Skatepark and bring back to Council a comprehensive plan for consideration.

g.         Direct Staff to Undertake a Regional Tennis Fee Study and Develop a Comprehensive Fee Structure and Balanced Court Use Program for Future City Council Consideration. (Pg 315) The Council directed staff to complete a regional tennis fee study and develop a comprehensive fee structure and balanced court use program to be brought back to the City Council for consideration. 

h.         Appointment of City Manager, Adoption of a Resolution Approving the City Manager Employment Agreement and Authorize the Mayor to Execute the Agreement. (Pg 319) The Council appointed Tina Friend as the new Coronado city manager, approved the resolution and authorized the Mayor to execute the agreement.
