City Council Actions from July 18, 2017

 

 5.        CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2016-2017 and FY 2017-2018.  (Pg 3) Approved.

c.         Accept the Glorietta Bay Pump Station Structural Repairs Project and Direct the City Clerk to File a Notice of Completion.  (Pg 81) The Council accepted the Glorietta Bay Pump Station Structural Repairs project and directed the City Clerk to file a Notice of Completion.

d.         Accept the Cays Fire Station Parking Lot/Generator Replacement Project and Direct the City Clerk to File a Notice of Completion.  (Pg 83) The Council accepted the Cays Fire Station Generator/Parking Lot Replacement project and directed the City Clerk to file a Notice of Completion.

e.         Authorization to Advertise the Fiscal Year 2016/17 Street, Curb and Gutter Project Phase 1 (Port Royale, Bridgetown Bend and St. Kitt’s Way).   (Pg 85) The Council authorized staff to advertise Phase 1 of the Fiscal Year 2016/17 Street, Curb and Gutter project.

f.          Adoption of a Resolution to Designate a Blue Curb Parking Zone on Coronado Cays Boulevard in Front of the Residence at 13 Montego Court.  (Pg 89) The Council adopted the resolution.

g.         Authorize the City Manager to Execute a Purchase Agreement for an Amount Not to Exceed $217,000, Through a Cooperative Purchasing Program, for a Pipe Condition Evaluation Van and Equipment.  (Pg 97) The Council authorized the City Manager to execute a purchase agreement through a National Joint Powers Alliance (NJPA) cooperative purchasing program agreement.

h.         Authorize the City Manager to Execute a Sole Source Purchase Agreement for an Amount Not to Exceed $120,000 for the Acquisition of Turf for the Sunset Park Improvements Project.  (Pg 99) The Council authorized the City Manager to execute the agreement for the turf for the Sunset Park Improvements project.

i.          Adoption of a Resolution to Vacate, Through a Summary Vacation, an Unused Street Right-of-Way Adjacent to 1031 Coronado Avenue.    (Pg 103) The Council approved the vacation of the unused street.

j.          Accept the Application for Renewal of “Bicycle Friendly Community” Status Through the League of American Bicyclists.  (Pg 115) The Council accepted the application and directed staff to submit it.

k.         Designation of Voting Delegate for the League of California Cities Annual Conference September 13-15, 2017.  (Pg 117) The Council appointed Councilmember Bill Sandke as the voting delegate at the League of California Cities Annual Business Meeting.

l.          Authorize the City Manager to Issue a Request for Proposals for Replacement of the Police Department Computer Aided Dispatch, Records Management System, Mobile Data Computer System, Automated Field Reporting, Automatic Vehicle Locator System, and Property and Evidence Management System.  (Pg 121) The Council authorized the City Manager to issue the Request for Proposals.

 

 8.        PUBLIC HEARINGS

a.         Public Hearing: Recommendation of Approval of a Historic Alteration Permit for Reconstruction of a Site Wall, Including Zoning Exception Requests Related to Height, for the Property Located at 711 A Avenue in the R-1A (Single Family Residential Zone) (HAP 2017-07).  (Pg 125) The Council adopted the resolution approving the Historic Alteration Permit.

 

10.       CITY COUNCIL:

b.         Consideration of Reappointment of Two Incumbents, Donna Crossman and Jon Ryan, to Serve a Second, Three-Year Term on the Design Review Commission.  (Pg 155) The Council reappointed Donna Crossman and Jon Ryan, each, to a second three-year term that will expire on July 31, 2020.

c.        Consideration of Appointment to Fill One Vacancy on the Transportation Commission.  (Pg 157) The Council appointed Jason Pettit to serve out the remainder of a term, which will expire February 29, 2020.

d.         Consideration of Appointment to Fill One Vacancy on the Cultural Arts Commission.  (Pg 163) The Council appointed Lei Udell to serve out the remainder of the current term, which expires December 31, 2017.

e.         Consideration of Appointment to Fill One Vacancy on the Street Tree Committee.  (Pg 169) The Council appointed Thomas DeCaro to serve the remainder of a term, which will expire October 31, 2018.

f.          Presentation and Comment on the Port of San Diego Bayside Performance Park Enhancement Project Draft Environmental Impact Report.  (Pg 173) Recommendation: The Council received the presentation and provided comments in response to the Draft Environmental Impact Report.

g.         Ratify the Professional Services Agreement with The Sohagi Law Group, PLC, and Approve the First Amendment to Professional Services Agreement with Summit Environmental Group, Inc.  (Pg 201) The Council agreed to ratify the Sohagi Law Firm Agreement and approved the First Amendment to the Agreement with Summit Environmental Group to allow expenditure of funds in excess of $30,000 to continue to assist City staff in evaluating the Airport Land Use Compatibility Plan process for Naval Air Station North Island.

h.         Accept the Recommendation of the Cultural Arts Commission to Approve the “Art Outside The Box” Project Installation for Artwork Wrapped Caltrans Boxes on Orange Avenue and State Route 75; Direct the City Manager to Sign a Caltrans Encroachment Permit and Approve a Maintenance Agreement with Caltrans to Maintain all Art Wrapped Utility Boxes.  (Pg 235) The Council accepted the CAC recommendation to install juried artwork wrapped Caltrans boxes on Orange Avenue and State Route 75; directed the City Manager to sign a Caltrans encroachment permit and approved a maintenance agreement with Caltrans to maintain all art wrapped utility boxes.

i.          Consideration and Adoption of City Council Policy #136 “City-Issued Mobile Device Policy for City Councilmembers.”  (Pg 255) The Council adopted City Council Policy #136 “City-Issued Mobile Device Policy for City Councilmembers” to be effective immediately.

j.          Consider Community Organization Grant Requests for Fiscal Year 2017-2018 and Provide Direction (Pg 259) The Council considered the requests from community organizations for Fiscal Year 2017-2018 funding and approved all requests, some conditioned upon complying with the required reporting documentation. Funding was approved as follows:

12.       COMMUNICATIONS - WRITTEN

a.         Consideration of Councilmember Benzian’s Request to Agendize a Discussion Banning Gas Leaf Blowers in the City.  (Pg 797) The Council agreed to place the matter on a future agenda.

b.         Receive and File a Copy of Two Sign-On Letters Sent by Imperial Beach Mayor Serge Dedina: 1) On Behalf of 15 San Diego County Cities to Federal Elected Officials and EPA Administrator Pruitt; and 2) On Behalf of the South Bay Cities to the US International Border and Water Commission.  (Pg 801) The Council received and filed the letters.
