City Council Actions from January 15, 2019

 

 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2018-2019.  (Pg 3) Approved.

c.         Accept the 2018 Skatepark Improvements Project and Direct the City Clerk to File a Notice of Completion.  (Pg 81) The Council accepted the 2018 Skatepark Improvements project and directed the City Clerk to file a Notice of Completion.

**d.     Authorize the City Manager to Issue a Request for Proposals (RFP) for Consultant Services for the Cays Park Rehabilitation Master Plan.  (Pg 83) The Council authorized the Public Services and Engineering Department to initiate a Request for Proposals process for the selection of a consultant to complete the Cays Park Master Plan, and directed that the consultant hold one or more public workshops to develop a list of improvements to be considered for the Master plan by looking at both the “highly desired” and “other possible” improvements lists, then to use the list to develop schematic designs for additional public input.

e.         Authorize the City Manager to Execute a Sole-Source Purchase Agreement for one Load and Pack with Front Dumping Box and Appropriate an Additional $251,272 in the Vehicle Equipment Replacement (VER) Fund.  (Pg 87) The Council authorized the City Manager to execute a sole-source purchase agreement for the purchase of a second Load and Pack for use by Beach and Parks operations and appropriated a total of $251,272 in additional funds to the Vehicle Equipment Replacement (VER) Fund 135330-9080. The Council amended the permanent City Fleet inventory list by adding one additional Load and Pack.

f.          Authorize the City Manager to Execute a Purchase Agreement with Konoval LLC for Body Armor and Ballistic Equipment for Fire Services in an Amount Not to Exceed $41,974.  (Pg 91) The Council authorized the City Manager to execute a purchase agreement with Konoval LLC for body armor and ballistic equipment for Fire Services in an amount not to exceed $41,974.

g.         Authorize the City Manager to Execute a Purchasing Agreement with Bauer Compressors for Self-Contained Breathing Apparatus Equipment for Fire Services in an Amount Not to Exceed $35,624.  (Pg 93) The Council authorized the City Manager to execute a purchasing agreement with Bauer Compressors for the purchase of four sets of self-contained breathing apparatus (SCBA) equipment for Fire Services in an amount not to exceed $35,624.

h.         Authorize the City Manager to Approve Change Orders for Unanticipated Construction Related to the Coronado Cays Causeway Bulkhead Maintenance Project and Appropriate $50,000 in Additional Funds.  (Pg 95) The Council authorized the City Manager to approve change orders for unanticipated construction costs related to the Cays Causeway Bulkhead Maintenance project and appropriate an additional $50,000 to the project’s budget.

i.          Authorize the City Manager to Issue a Request for Qualifications (RFQ) for As-Needed Consultant Services for Marine and Civil Engineering Design and Inspection Services.  (Pg 97) The Council authorized the City Manager to direct the Public Services and Engineering Department to initiate a Request for Qualifications (RFQ) process for the selection of on-call consulting services for marine and civil engineering design and inspection services related to boat slips, docks, and floats projects.

j.          Approve the Final Artwork Designs for Phase II of “Art Outside The Box” for Installation on Six Caltrans Boxes on State Route 75 on the Silver Strand from NAB to the Entrance of the Coronado Cays at a Cost Not to Exceed $5,500.  (Pg 99) The Council approved the Cultural Arts Commission (CAC) Artwork Recommendations for Phase II of “Art Outside the Box,” for Caltrans Approved Installation on State Route 75 on the Silver Strand from Naval Amphibious Base (NAB) to the Entrance of the Cays at a Cost Not to Exceed $5,500.

k.         Adoption of a Resolution of the City Council of the City of Coronado Amending Its Personnel Authorization and Compensation Plan for FY 2018-19 to Incorporate Compensation and Benefit Changes Due to Agreements, Adopted Ordinances, and Resolutions Occurring After Its Adoption on August 21, 2018.  (Pg 107) The Council adopted the resolution amending its Personnel Authorization and Compensation Plan for FY 2018-19.

**l.      Consideration of a Request from the Coronado Real Estate Association (CREA) to Partner with the City to Hold Paddle Board Races and a Social in June, and to Waive the Ban on Alcohol in Glorietta Bay Park for this Event.  (Pg 113) The Council approved the request of the Coronado Real Estate Association to partner with the City to hold paddle board races and a social in June, and to waive the ban on alcohol in Glorietta Bay Park for this event.

m.        Authorize the City Manager to Award a Contract to Spectrum Enterprise in an Amount Not to Exceed $40,000 for Acquisition and Operation of Three Years of Hosted Telephone and Public Wireless Internet Service at the Golf Course Clubhouse.  (Pg 117) The Council authorized the City Manager to execute a purchase contract with Spectrum Enterprise in an amount not to exceed $40,000 for three years of hosted telephone and public wireless Internet service at the Golf Course Clubhouse.

n.         Authorize the City Manager to Execute Construction Change Orders Cumulatively in Excess of 10% of the Original Contract Amount for the B Avenue Sewer Valve Replacement Project.  (Pg 119) The Council authorized the City Manager to approve construction change orders cumulatively in excess of 10% of the original contract amount for the B Avenue Sewer Valve Replacement project.

 

10.       CITY COUNCIL:

**b.     Consideration of Appointment of One New Member to the Bicycle Advisory Committee.  (Pg 125) The Council appointed Francis P. (Frank) King to serve a full three-year term to expire November 30, 2021.

c.         Consideration of Appointment of Two New Members to the Historic Resource Commission.  (Pg 129) The Council appointed David H. Sweeney and John B. Turpit to serve a three-year term to expire December 31, 2021.

d.         Consideration of Appointment of One New Member to the Parks and Recreation Commission.  (Pg 143) The Council appointed Susan Shelkun to serve a three-year term that expires January 31, 2022.

e.         Consideration of Appointment of Two New Members to the Planning Commission.  (Pg 149) The Council appointed Edmond J. Weisbrod, Jr. to serve a two-year term that expires December 31, 2020, and Jon Ryan to serve a three-year term that expires December 31, 2021.

f.          Introduction of “An Ordinance of the City Council of the City of Coronado, California, Adding Subsection 2.08.010(L) and Section 2.08.180 to the Coronado Municipal Code and Making Various Amendments to Section 2.59.020 and Section 2.59.030 of the Coronado Municipal Code, All Related to Adding a Director of Library Services.”  (Pg 163) The Council introduced the ordinance adding Subsection 2.08.010(L) and Section 2.08.180 to the Coronado Municipal Code and making various amendments to Section 2.59.020 and Section 2.59.030 of the Coronado Municipal Code, all related to adding a Director of Library Services.

g.         Introduction of an Ordinance of the City Council of the City of Coronado, California, Amending Portions of Title 20, Title 52, and Title 56 of the Coronado Municipal Code to Implement Sidewalk Vending Regulatory Procedures and Adoption of a Resolution Setting Forth the Sidewalk Vending Operations Permit Policy.  (Pg 173) The Council introduced the ordinance to implement regulatory sidewalk vending procedures.

h.         Award a Design Contract to Nasland Engineering in an Amount Not to Exceed $88,100 for Ocean Boulevard Improvements.  (Pg 207) The Council continued the item to a future meeting.

i.          Appointment of City Council Representatives to Serve on Boards, Committees, and Other Assignments.  (Pg 215) The Council confirmed the appointments of representatives to the boards, committees and other assignments as outlined on Page 217 of the Staff Report; appointed Bill Sandke as the primary representative on the Metropolitan Transit System board and Mike Donovan as the alternate; appointed Richard Bailey as the primary representative to the San Diego Association of Governments Board and Policy Committees and Bill Sandke and Mike Donovan as the alternates; appointed Whitney Benzian as the primary representative to the Metro Commission/Metro Wastewater JPA and Marvin Heinze as the alternate; and appointed the following volunteer Council liaisons to the following community organizations:

  • Richard Bailey; Library Board of Trustees
  • Bill Sandke; Coronado SAFE Coalition and South San Diego County Economic Development Council
  • Mike Donovan; Coronado MainStreet and Coronado Historic Association
  • Whitney Benzian; Chamber of Commerce, and
  • Marvin Heinze; Grande Caribe Task Force.
