City Council Actions from Jan. 21, 2020

 

5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2019-2020.  (Pg 3) Approved.

c.         Authorize the City Manager to Issue a Request for Qualifications (RFQ) for As-Needed Environmental and Urban Planning Services. (Pg 65) The Council authorized the City Manager to issue a Request for Qualifications for as-needed environmental review and urban planning services.

**d.     Authorize the City Manager to Award a Contract to Dudek, Inc. for Environmental Review for the Golf Course Modernization Project. (Pg 77) The Council authorized the City Manager to award a contract to Dudek, Inc., in the amount of $64,635 for Environmental Consulting Services related to the Golf Course Modernization project.

e.         Consider Adoption of a Resolution for the City of Coronado to Become a Member of the American Flood Coalition. (Pg 79) The Council adopted a resolution allowing the City of Coronado to become a member of the American Flood Coalition.

 

 8.        PUBLIC HEARINGS: 

a.         Appeal of a Planning Commission Denial for a Variance and Coastal Development Permit for Second-Story Expansion of a Single-Family Residence at 79 Trinidad Bend in the Village Residence Zone of the Coronado Cays Specific Plan (PC 2019-24 and CP 2019-11). (Pg 83) The Council continued the item to a date uncertain.

 

10.       CITY COUNCIL:

**b.     Consideration of Appointment of Two Members to the Parks and Recreation Commission. (Pg 107) The Council appointed Judith Mansfield and Susan Welch to the Parks and Recreation Commission to each serve one, three-year term to expire January 31, 2023.

c.         Receive Report on the Condition of the City’s Storm Drain Enterprise Fund Which is Responsible for Funding Capital Improvements, and Maintenance and Operations of the City’s Storm Drain Infrastructure. (Pg 115) The Council received the report and directed staff to pursue a property-related fee financing mechanism to eliminate or reduce the negative operating balance of the Storm Drain Enterprise Fund and to develop a policy for how to calculate the parcel cost and return to the Council with recommendations on how to gradually increase the fees to minimize the impact on property owners.

d.         Consider Sports Field Use Policies and Provide Direction regarding Interim Limitations for the Use of Sunset Park as an Active Sports Field. (Pg 159) The Council directed staff to 1) permit the temporary use of Sunset Park for sports teams/leagues until a policy has been drafted for review, 2) make a formal request to the Port of San Diego to enter into a memorandum of understanding for the use and maintenance of Tidelands Park, and 3) create a field use and replacement fee to be incorporated into a Field Use and Application Policy: for all leagues but with priority given to local youth sports teams with a sliding scale for those fees; for elite and travel leagues; as incentive to distribute field use year-round; and to provide penalties for overuse and violation of policies and rules.

 

12.       COMMUNICATIONS - WRITTEN:

a.         Consideration of Councilmember Donovan’s Request that the City Council Agendize a Discussion of the City of Coronado’s Public Facilities Fee and Inclusionary (Affordable) Housing In-Lieu Fee Program. (Pg 189) The Council agreed to place the matter on a future agenda for discussion.
