City Council Actions from February 19, 2019

 

 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2018-2019.  (Pg 7) Approved.

c.         Accept the Council Chamber Audio/Visual Update Project and Direct the City Clerk to File a Notice of Completion.  (Pg 55) The Council accepted the Council Chamber Audio/Visual Update Project and directed the City Clerk to file a Notice of Completion.

d.         Authorize the City Manager to Execute a Cooperative Purchasing Agreement with Aviat U.S., Inc. for the Purchase of a Microwave Network for Police and Fire Radio Communications Not to Exceed $220,000.  (Pg 57) The Council authorized the City Manager to execute a cooperative purchasing agreement with Aviat U.S. Inc. for the purchase of a microwave network for Police and Fire Services radio communications.

e.         Authorize the City Manager to Execute a Cooperative Purchasing Agreement for the Purchase of One Replacement Command Vehicle for Fire Services.  (Pg 59) The Council authorized the City Manager to execute a cooperative purchasing agreement with National Auto Fleet Group via Sourcewell Contract #120716 for the replacement of one Fire Command vehicle (Unit 5304), as well as the purchase of additional equipment necessary to outfit the vehicle for a total amount not to exceed $219,974.

f.          Authorize the City Manager to Execute a Cooperative Purchasing Agreement for the Purchase of One Replacement Specialty Vehicle for Public Services and Engineering.  (Pg 61) The Council authorized the City Manager to execute a cooperative purchasing agreement with Stotz Equipment for the replacement of Unit 5-5, a tractor used by the Parks Division of the Public Services and Engineering Department for an amount of $37,569.90.

g.         Authorize the City Manager to Execute a Cooperative Purchasing Agreement with Motorola Solutions for Emergency Communications Equipment.  (Pg 63) The Council authorized the City Manager to execute a cooperative purchasing agreement with Motorola Solutions in the amount of $69,300 to replace 12 radios and accessories used to support first responders.

h.         Approval of a Resolution of the City Council of the City of Coronado Authorizing the Receipt of Flashlights Provided by the Lt. Frank Greene Memorial Foundation.  (Pg 65) The Council approved a resolution authorizing the receipt of flashlights provided by the Lt. Frank Greene Memorial Foundation. 

i.          Authorize the City Manager to Award a Professional Services Agreement to Dudek for City Historic Context and Survey Services in the Amount of $102,090.   (Pg 69) The Council authorized the City Manager to award a professional services agreement to Dudek for City historic context and survey consulting services in the amount of $102,090.

j.          Consideration of a Request from the Coronado Old Goats Kids Who Care to Host a Recognition Reception on Sunday, November 10, 2019, Honoring Wounded Warriors and to Waive the Catering Fee, Security Guard Requirement, and the Fee for Use of the Nautilus Room.  (Pg 71) The Council approved the request of the Coronado Old Goats Kids Who Care to hold a Wounded Warrior Recognition Reception on Sunday, November 10, and to waive the City’s catering fee, security guard requirement for an event serving alcohol, and the fee for use of the Nautilus Room. 

k.         Authorization for the City Manager to Execute a Reimbursement Grant Agreement with the San Diego Association of Governments (SANDAG) in the Amount of $3,000 to Co-Fund a “Bike to a Movie” Night as a Bicycle Encouragement and Education Event.  (Pg 75) The Council authorized the City Manager to execute the grant agreement and direct staff to move forward with the Bike to a Movie Night.

 

 8.        PUBLIC HEARINGS: 

a.         Public Hearing:  Adopt a Resolution to Uphold the Street Tree Committee’s Approval of a Resident’s Request to Remove a Street Tree Fronting 609 First Street in Support of a Private Development Project (Driveway Access).  (Pg 77) The Council adopted a resolution overturning the Street Tree Committee’s approval of a property owner’s request for authorization to remove a Lemon Scented Gum located at 609 First St. and denied the removal of the City street tree.

b.         Public Hearing:  Adoption of an Addendum, Including Traffic Calming and Safety Measures, to the Active Transportation Plan.  (Pg 179) The Council adopted an addendum to the Active Transportation Plan which includes traffic calming and safety measures.

 

10.       CITY COUNCIL:

b.         Consideration of Appointment of the City of Coronado’s Representative to the Port of San Diego Arts, Culture and Design Committee.  (Pg 191) The Council appointed Mary Hale as a representative to the Port of San Diego Arts, Culture and Design Committee (ACDC) to complete a term to expire on December 31, 2020.

c.         Presentation by Andre Monette, Best Best & Krieger, Regarding Federal Lobbying Efforts to Address Tijuana River Environmental Issues.  (Pg 207) The Council received a report, authorized the continued services of Best, Best & Krieger, and supported Mayor Richard Bailey and Mayor Pro-Tem Bill Sandke as the Council’s representatives.

d.         Presentation by Shane LaVigne, Capitol Advocacy, Regarding State Lobbying Services.  (Pg 209) Council received a report.

e.         Approval of the City of Coronado 2019 Legislative Policy Guidelines.  (Pg 211) The Council adopted the City of Coronado Legislative Policy Guidelines for 2019 as amended.

f.          Approve Changes to the Fiscal Year 2018-19 Budget at Mid-Year.  (Pg 235) The Council approved the recommended FY 2018-19 mid-year budget adjustments.

**g.     Receive Fiscal Year 2019-20 Budget Calendar.  (Pg 249) The Council received the Fiscal Year 2019-20 Budget Calendar.

h.         Authorize the City Manager to Modify the Existing Loan Agreement with Feast and Fareway, LLC to Fund Capital Improvements at the Coronado Municipal Golf Course.  (Pg 253) The Council authorized the City Manager to modify the existing loan agreement with Feast and Fareway, LLC to fund capital improvements at the Coronado Municipal Golf Course.

**i.      Authorize the City Manager to Execute a Work Order with Heritage Architects for a Not-to-Exceed Amount of $61,700 to Complete a Master Plan for Stewardship of the City of Coronado Boathouse Restaurant Property.  (Pg 255) The Council authorized the City Manager to execute a work order under the existing professional services contract with historic preservation consulting and architecture firm, Heritage Architects, to produce a master plan outlining short- and long-term maintenance and preservation priorities for the City’s Boathouse Restaurant property.

 

12.       COMMUNICATIONS - WRITTEN:

a.         Consideration of Councilmember Donovan’s and Sandke’s Request that the City Council Agendize an Item Regarding the Creation of a Citywide Traffic Calming Plan and Exploring the Roles of the Transportation Commission and the Bicycle Advisory Committee in the Creation of Such a Plan.  (Pg 263) The Council approved the request to place an item on a future agenda regarding the creation of a citywide traffic-calming plan and exploring the roles of the Transportation Commission and the Bicycle Advisor Committee in the creation of such a plan.
