City Council Actions from Feb. 18, 2020

 

5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2019-2020.  (Pg 3) Approved.

c.         Authorize the City Manager to Execute Purchase Agreements for the Acquisition and Outfitting of Three Vehicles from South Bay Ford Lincoln, Inc. and AEP California in the Amount of $105,000.  (Pg 27) The Council authorized the City Manager to execute a purchase agreement with South Bay Ford Lincoln, Inc., for the purchase of three vehicles at a combined cost of $79,850; authorize the City Manager to execute purchase agreements with AEP California to outfit the units for a combined cost of $25,144.

d.         Consider the Request to Designate a Blue Curb Zone in Front of the Residence at 909 D Avenue.  (Pg 29) The Council adopted the resolution to designate a blue curb parking zone in front of the residence at 909 D Ave.

e.         Authorize the City Manager to Execute a Professional Services Agreement with Kimley-Horn for a General Plan Housing Element Update in the Amount of $288,510.  (Pg 43) The Council authorized the City Manager to execute a professional services agreement with Kimley-Horn for the development of a General Plan Housing Element update in the amount of $288,510.

f.          Authorize the City Manager to Execute an Independent Contractor Agreement with Surfs Up Studios in an Amount Not to Exceed $72,000 Per Year to Provide Broadcasting and Video Production Services.  (Pg 61) The Council authorized the City Manager to execute an agreement with Surfs Up Studios in an amount not to exceed $72,000 per year to provide Coronado TV broadcast and video production services.

*g.       Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending December 31, 2019.  (Pg 65) The Council examined the quarterly Reports on Investments and ordered them filed.

h.         Authorize the City Manager to Execute a Cooperative Purchasing Agreement for the Acquisition of One Bauer Unicus 4 Compressor for Fire Services for the Estimated Amount of $65,858.  (Pg 93) The Council authorized the City Manager to issue a purchase order to Tinosa for the purchase of a Bauer Unicus 4 high-pressure breathing air compressor available via the NPP.GOV cooperative purchasing contract number PS17006.

 

10.       CITY COUNCIL:

**b.     Consideration of Appointment of One (1) New Member to the Civil Service Commission.  (Pg 101) The Council appointed Dale W. Russell to the Civil Service Commission to serve the remainder of the current term, to expire December 31, 2022.

**c.     Comment Letter to the San Diego County Regional Airport Authority on the Naval Air Station North Island Draft 2019 Airport Land Use Compatibility Plan (ALUCP) Environmental Impact Report.  (Pg 119) The Council received and filed the City comment letter.

d.         Presentation on Federal Lobbying Efforts.  (Pg 197) The Council received the report on federal lobbying efforts from Andre Monette at Best Best & Krieger.

e.         Status Report on the City’s Utility Undergrounding Program.  (Pg 211) The Council accepted the status report on the current utility undergrounding efforts and directed the City Manager to prepare a letter to the Navy to request assistance in undergrounding the Silver Strand.

f.          Approve Changes to the Fiscal Year 2019-20 Budget at Mid-Year.  (Pg 219) The Council received the report and approved the recommended Fiscal Year (FY) 2019-20 mid-year budget adjustments. The Council also directed staff to set aside $500,000 from the City’s 2019-20 designated capital reserve for Orange Avenue improvements.
