City Council Actions from December 5, 2017

 

 5.        CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2017-2018.  (Pg 7) Approved.

c.         Accept the Bradley Field/Vernetti Stadium Shade Structure and Direct the City Clerk to File a Notice of Completion.  (Pg 81) The Council accepted the Bradley Field/Vernetti Stadium Shade Structure and directed the City Clerk to file a Notice of Completion.

d.         Accept the Street, Curb and Gutter FY 16/17 Phase 1 Project and Direct the City Clerk to File a Notice of Completion.  (Pg 83) The Council accepted the Street, Curb and Gutter FY 16/17 Phase 1 project and directed the City Clerk to File a Notice of Completion.

e.         Approve Award of Contract to Landscape Support Services in the Amount of $538,766 for the Sunset Park Improvement Project and Authorize the City Manager to Execute Change Orders in excess of 10 percent.  (Pg 85) The Council awarded the contract for construction of the Sunset Park Improvement project and authorized the City Manager to execute change orders in excess of 10 percent of the contract amount but within the total project allocation.

**f.          Authorize the City Manager to Execute a Sole Source Purchase Agreement with Flo-Systems, Inc. in the Amount of $58,639 for a Pump and Motor for the Parker Pump Station.  (Pg 87) The Council authorized the City Manager to execute the purchase agreement for $58,639 through a sole source purchase with Flo-Systems Inc., for a Fairbanks Morse eight-inch Vertical Angle Pump and a 40 HP Motor to be used at the Parker Pump Station.

g.         Authorization to Advertise the Cays Median Phase II Landscape Contract for Bid.  (Pg 91) The Council authorized staff to advertise the Cays Median Phase II Contract for competitive bidding.

h.         Adopt a Resolution Designating the Intersection of Ynez Place at B Avenue as Stop Controlled.  (Pg 97) The Council adopted the resolution and authorized the installation of a stop sign on Ynez Place.

**i.           Approve List of Prequalified Contractors for the Transbay Pump Station Evaluation and Repairs Project and Authorize Staff to Advertise Phase 1.  (Pg 113) The Council approved the list of contractors deemed prequalified to perform the work required on the Transbay Pump Station Evaluation and Repairs project and authorized staff to advertise Phase 1 of the project to the qualified contractors.

j.          Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado, California Amending Portions of the Coronado Municipal Code to Provide for Regulations Concerning Accessory Dwelling Units in Residential Zones.”  (Pg 115) The Council adopted the ordinance, amending portions of the Coronado Municipal Code to provide for regulations concerning Accessory Dwelling Units in residential zones.

k.         Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending September 30, 2017.  (Pg 123) The Council examined the quarterly Reports on Investments and ordered them filed.

l.          Approve Acceptance of a Bequest to the Coronado Public Library in the Amount of $622,297.13 from the Everett and Imogene Ross Family Trust.  (Pg 147) The Council accepted the bequest of $622,297.13 from the Everett and Imogene Ross Trust for the benefit of the Coronado Public Library.

m.        Receive Annual Review of the 2018 Local Appointments List Regarding Upcoming Vacancies on Local Boards, Commissions, and Committees.  (Pg 149) The Council reviewed the 2018 Local Appointments List and authorized the City Clerk to post the list at the Coronado Library in Compliance with Government Code Sections 54970-54974 (the Maddy Act).

n.         Authorize the City Manager to Enter into an Agreement with Best Best & Krieger Attorneys at Law to Provide Legal and Federal Advocacy Services Related to the Clean Water Act and Military Issues for a Not-to-Exceed Amount of $100,000. (Pg 161) The Council authorized the City Manager to enter into an agreement with Best Best & Krieger Attorneys at Law to provide legal and federal advocacy services related to the Clean Water Act and military issues for a not-to-exceed amount of $100,000.

 

 8.        PUBLIC HEARINGS

a.         Public Hearing:  Adoption of a Resolution Approving a Two-Lot Tentative Parcel Map for the Property Addressed as 1109 F Avenue Located in the R-1A (Single-Family Residential) Zone (PC 2017-10).  (Pg 165) The Council adopted the resolution approving a two-lot Tentative Parcel Map for the property at 1109 F Ave.

b.         Public Hearing:  Adoption of a Resolution Approving a One-Lot Tentative Parcel Map to Allow for Condominium Ownership of Two Residential Units for the Property Addressed as 853 C Avenue in the R-3 (Multiple Family Residential) Zone (PC 2017-11).  (Pg 183) The Council adopted the resolution approving a one-lot Tentative Parcel Map to allow for condominium ownership of two residential units for the property at 853 C Ave. 

c.         Public Hearing:  Approve a Reduction to the Business License Tax by Suspending Title 12 of the Coronado Municipal Code; Introduce an Ordinance Adding Title 13, Business Certificates, to the Coronado Municipal Code; Adopt a Resolution Establishing a Business Certificate Annual Fee of $25; and Delegate the Administration of the Business Certificate Program to the City Manager.  (Pg 197) The Council opened the public hearing and continue the item to the December 19 meeting.

 

10.       CITY COUNCIL:

b.         Consideration of a Request by LimeBike for a Business Operations Permit for use of the Public Rights-of-Way to Operate a Dockless Bicycle Share Program.  (Pg 231) The Council declined to vote on a request by LimeBike for a Business Operations Permit for the public rights of way to operate the dockless bicycle share program.

**c.        Receive and File the Comprehensive Annual Financial Report (CAFR) for the Year Ending June 30, 2017.  (Pg 261) The Council received and filed the City of Coronado CAFR for the year ending June 30, 2017.

d.         Consideration of Appointment of One New Member to the Planning Commission.  (Pg 279) The Council appointed Peter J. Jensen to serve a three-year term that expires December 31, 2020.

**e.        Consideration of Reappointment of Three Incumbents Serving on the Cultural Arts Commission.  (Pg 301) The Council reappointed Commissioner Doug Metz to a second, three- year term; and Commissioners Sherril Altstadt and Lei Udell to a first, three-year term. All terms will expire December 31, 2020.

**f.         Consideration of Reappointment of Two Incumbents, Myra Durbin and Marsi Ann Steirer, to a Second Term on the Civil Service Commission.  (Pg 309) The Council reappointed Myra Durbin and Marsi Ann Steirer to the Civil Service Commission to three-year terms to expire December 31, 2020.

**g.        Consideration of Appointment to Fill One At-Large Vacancy on the Discover Coronado Board.  (Pg 315) The Council appointed Jori Jackman Fentiman to serve out the remainder of the current term, which expires June 15, 2019.

**h.        Review and Approve the Design for Replacement Waste Receptacles in the City’s Business Districts.  (Pg 319) The Council approved the design for replacement waste receptacles in the Business District corridor.

i.          Consider the Means to Develop a Comprehensive Policy and Implementation Plan for Coronado’s Community Grant Program.  (Pg 327) The Council elected an ad-hoc subcommittee consisting of Mayor Richard Bailey and Councilman Mike Donovan to develop a draft comprehensive policy and implementation plan for Coronado’s Community Grant Program. The Council asked that the subcommittee’s first report be given at the first meeting in February.

j.          Review Existing Regulations and Requirements for Basement Construction and Provide Direction.  (Pg 375) The Council reviewed the existing regulations and requirements related to basement construction and directed staff to identify recommendations to prohibit, restrict or mitigate basement construction in Coronado. Recommendations would be vetted by the Planning Commission and the community before coming back to the Council for consideration.

k.         Direct the City Manager to Develop a Scope of Work for the Development of a Climate Action Plan (CAP).  (Pg 389) The Council authorized the City Manager to accept technical services from the San Diego Association of Governments which will begin the process to develop a Climate Action Plan to identify and implement strategies to achieve City-wide reductions in greenhouse gas emissions.

 

12.       COMMUNICATIONS - WRITTEN:

**a.        Receive and File a Copy of a Letter Sent to the Board of Port Commissioners in Opposition to the Proposed Concept of a Designated Public Walkway Along the Bay Side of the Coronado Golf Course.  (Pg 391) The Council received and filed the letter.
