City Council Actions from December 18, 2018

 

 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 9) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2018-2019.  (Pg 11) Approved.

c.         Acceptance of the Security Bollards Phase 2 Project and Direction to the City Clerk to File a Notice of Completion.  (Pg 75) The Council accepted the Security Bollards Phase 2 project and directed the City Clerk to file a Notice of Completion.

d.         Authorize the City Manager to Award a Contract to LNR Engineering and Construction in the Amount of $224,850 for Construction of the Second and Orange Parklets Project. (Pg 77) The Council authorized the City Manager to award a construction contract to LNR Engineering and Construction in the amount of $224,850 for construction of the Second and Orange Parklets project.

e.         Authorize the City Manager to Enter into an Agreement Between the City and the Coronado Lawn Bowling Club (CLBC) for Continued Use, Maintenance Assistance, and Programming of the City’s Lawn Bowling Green Located at 1019 Seventh Street, The John D. Spreckels Center and Bowling Green. (Pg 79) The Council authorized the City Manager to enter into an agreement between the City and the Coronado Lawn Bowling Club for continued use, maintenance assistance, and programming of the City’s lawn bowling green at the John D. Spreckels Center and Bowling Green center.

f.          Second Reading and Adoption of an Ordinance of the City Council of the City of Coronado, California, Amending Portions of Chapters 84.10 and 84.20 of the Coronado Municipal Code Related to the Historic Preservation Program.  (Pg 93) The Council adopted the amending portions of the Coronado Municipal Code related to the Historic Preservation Program.

g.         Approval of the Administrative Budget and the Recognized Obligation Payment Schedule (ROPS) for Fiscal Year 2019-20 Related to the Successor Agency’s Claim for Redevelopment Property Tax Trust Funds.  (Pg 113) The Council approved the Administrative Budget and the Recognized Obligation Payment Schedule for July 1, 2019 to June 30, 2020.

h.         Authorize the City Manager to Execute the Fourth Amendment to the Agreement for City Attorney Services Related to Fees for Service.  (Pg 121) The Council authorized the City Manager to execute the Fourth amendment to the Agreement for City Attorney Services with the law firm McDougal Love Boehmer Foley Lyon & Canlas (formerly McDougal Love Eckis Boehmer & Foley) to increase the monthly retainer from $12,000 per month to $15,000 per month.

i.  Adopt a Resolution of the City Council of the City of Coronado, California, to Appoint Cynthia Smith, a Retired CalPERS Annuitant, as Interim Director of Library Services during the Recruitment Period for the Position.(Pg 125) The Council adopted the resolution to appoint Cynthia Smith, a retired CalPERS annuitant, as interim director of Library Services during the recruitment period for the position.

 

10.       CITY COUNCIL:

b.         Consideration of Approval of the Sixth Amendment to the City Manager Employment Agreement Related to Compensation.  (Pg 137) The Council authorized the Mayor to execute an amendment to the City Manager Employment Agreement reflecting an eight percent increase in base salary and an annual contribution in the amount of $6,000 to a qualified Section 457 Plan effective the first pay period after May 24, 2018, and a four and a half percent base salary increase effective the first pay period after July 1, 2019.

c.         Adoption of a Resolution of the City Council of the City of Coronado, California, Reciting the Fact of the General Municipal Election Held on November 6, 2018, Declaring the Result, and Such Other Matters as Provided by Law.  (Pg 143) The Council adopted the resolution reciting the fact of the General Municipal Election held on November 6, 2018, declaring the result, and such other matters as provided by law.

 

11.       INSTALLATION OF NEW CITY COUNCIL

            Presentations were made to outgoing Councilmember Carrie Downey, and Councilmen Bill Sandke and Marvin Heinze were sworn in.
