5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 3) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-2021.  (Pg 5) Approved.

c.         Receive Annual Review of the 2021 Local Appointments List Regarding Upcoming Vacancies on Local Boards, Commissions, and Committees.  (Pg 33) The Council reviewed the 2021 Local Appointments List and authorized the City Clerk to post said list at the Coronado Library in compliance with Government Code sections 54970-54974 (the Maddy Act).

d.         Authorize the City Manager to Execute a License with the United States Navy for the Use of Dog Beach.  (Pg 43) The Council authorized the City Manager to execute a license with the United States Navy for the use of Dog Beach.

e.         Authorize the City Manager to Execute Purchase Agreements with Verizon Wireless for Acquisition of Mobile Devices and Other Information Technology Equipment and Software in Fiscal Year 2020-21 in an Amount Not to Exceed $200,000.  (Pg 45) The Council authorized the City Manager to execute purchase agreements with Verizon Wireless in an amount not to exceed $200,000.

**f.      Adoption of a Resolution Establishing an Organizational Conflict of Interest Policy for Design-Build Projects.  (Pg 47) The Council adopted “A Resolution of the City Council of the City of Coronado Establishing an Organizational Conflict of Interest Policy for Design-Build Projects.”

g.         Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending September 30, 2020.  (Pg 57) The Council examined the quarterly reports on investments and ordered them filed.

h.         Authorization to Award a Construction Contract to Precision Electric Company in the Amount of $148,302 for the Golf Course Parking Lot Lighting Improvement Project.  (Pg 75) The Council authorized the City Manager to award a construction contract to Precision Electric Company in the amount of $148,302 for the Golf Course Parking Lot Lighting Improvement project.

i. Authorization to Award a Sole Source Agreement for Split Cycle Optimization Technique (SCOOT) 360 Software Licensure and Technical Support Services to Siemens Mobility, Inc. in an Amount Not to Exceed $60,000 to Service Four “Smart Signals” on the Silver Strand at the Naval Amphibious Base.(Pg 77) The Council authorized the City Manager to execute a sole source agreement with Siemens Mobility, Inc. for SCOOT 360 software licensure and technical support in an amount not to exceed $60,000 to service four “smart signals” on the Silver Strand at the Naval Amphibious Base.

j.          Authorize the City Manager to Execute an Amendment to the Agreement with the Coronado Community Theatre to Waive Required Payments to the City through May 31, 2021.  (Pg 81) The Council authorized the City Manager to execute an amendment to the agreement with the Coronado Community Theatre to abate monthly rent payments through May 31, 2021.

k.         Install a Bike Lane and Shared Lane Markings at the Intersection of First Street and Orange Avenue.  (Pg 85) The Council approved the installation of a Class II bike lane on the north side of First Street from Orange Avenue to D Avenue; the installation of bike lane intersection markings with green field painting on the north side of the Orange Avenue/First Street intersection; and the replacement of the existing painted arrow markings on the westbound First Street approach with shared lane markings. 

l.          Approve Encroachment Permit Application No. E2010-015 for a Private Fence in the Public Right-of-Way at 810 Second Street.  (Pg 93) The Council approved encroachment permit application No. E2010-015 for a private fence in the public right-of-way at 810 Second Street.

m.        Approve the Recommendation of the Cultural Arts Commission to Install Emerald Keepers and Coronado School of the Arts (COSA) Banners on the Orange Avenue Corridor Street Light Poles January 5 through March 2021, in Celebration of Earth Day and the 25th Anniversary of the Establishment of COSA.  (Pg 101) The Council approved the recommended designs and installation schedule for banners on the Orange Avenue median from First Street through Avenida De Las Arenas from Jan. 5 through March 2021.

n.         Authorization to Execute a Lease Agreement with Hawthorne Machinery Company for a Caterpillar Wheel Loader in the Amount of $117,210 for the Beach Division.  (Pg 109) The Council authorized the City Manager to execute a three-year lease agreement via NASPO ValuePoint cooperative purchasing contract #OK-SW-192 with Hawthorne Machinery Company for a Caterpillar Wheel Loader 930 M for the Beach Division.  

o.         Authorization to Execute a Cooperative Purchasing Agreement to Purchase a Case Backhoe Unit in the Amount of $121,838.20 for the Street Maintenance Division.  (Pg 111) The Council authorized the City Manager to execute a cooperative purchasing agreement via NASPO ValuePoint Agreement #OK-SW-192 with Sonsray Machinery for a Case backhoe unit.  

p.         Authorize the City Manager to Execute a Purchase Agreement with Haaker Equipment Company in the Amount of $482,420 for a Replacement Sewer Combo Truck for the Wastewater Division.  (Pg 113) The Council authorized the City Manager to execute a purchase agreement with Haaker Equipment Company for the purchase of a Sewer Combo Truck (Manufacturer: Vactor) for the Wastewater (WWO) division in the amount of $482,420.

q.         Authorize the City Manager to Amend the Coronado Chamber of Commerce Fiscal Year 2020-21 Holiday Parade Community Grant Agreement to Reallocate Remaining Funds.  (Pg 115) The Council approved the Coronado Chamber of Commerce request to modify their Fiscal Year 2020-21 Holiday Parade community grant and authorized the City Manager to amend the grant agreement to reallocate $10,000 in unused funds.

r.          Adopt the Amendment to Resolution No. 6803, Establishing a Policy for Use of Sunset Park.  (Pg 119) The Council adopted “A Resolution of the City Council of the City of Coronado amending Resolution No. 6803 for the Policy for Use of Sunset Park” effective January 1, 2021.

 

10.       CITY COUNCIL:

**b.     Consideration of Reappointment of Two Incumbents to Each Serve a Second, Three-Year Term and Appoint One New Member to Serve a Three-Year Term on the Civil Service Commission. (Pg 123) The Council reappointed Commissioner Carol Rud and Commissioner Stephen Clark to each serve a second, three (3) year term to expire December 31, 2023, and appointed John Duncan to serve a three (3) year term to expire December 31, 2023, to the Civil Service Commission.

**c.     Consideration of Reappointment of Two Incumbents to Each Serve a Second, Three-Year Term; Appointment of One New Member to Serve a Three-Year Term; and Direct the City Clerk to Continue Advertising for the Unscheduled Vacancy on the Cultural Arts Commission. (Pg 131) The Council reappointed Commissioner Helen Kupka and Commissioner Deborah Kaller to each serve a second, three (3) year term to expire December 31, 2023; appointed Mark O’Brien to serve a three (3) year term to expire December 31, 2023; and directed the City Clerk to continue advertising for the unscheduled vacancy on the Cultural Arts Commission.

d.         Consideration of Appointment of One New Member to Serve a Three-Year Term on the Historic Resource Commission.  (Pg 139) The Council appointed Jamie Gallant Jamison to serve a three (3) year term to expire December 31, 2023, on the Historic Resource Commission. 

**e.     Consideration of Reappointment of Two Incumbents to Each Serve a Second, Three-Year Term on the Mobility Commission.  (Pg 149) The Council reappointed Commissioner Francis King and Commissioner Morgan Miller to each serve a second, three (3) year term to expire on December 31, 2023 on the Mobility Commission.

**f.      Consideration of Reappointment of Two Incumbents to Each Serve a Second, Three-Year Term on the Planning Commission.  (Pg 159) The Council reappointed Commissioner Peter Jensen and Commissioner Ed Weisbrod to each serve a second, three (3) year term to expire on December 31, 2023 on the Planning Commission.

g.         Consideration of Action Minutes for the City Council Official Minutes. (Pg 163) The Council approved transitioning to action style minutes for the City Council’s official minutes.

h.         Receive and File the Comprehensive Annual Financial Report (CAFR) for the Year Ending June 30, 2020.  (Pg 165) After a presentation from the director of Administrative Services and the audit firm of Davis Farr, the Council received and filed the City of Coronado CAFR for the year ending June 30, 2020.

i.          Receive Visual Simulations and Authorize Staff to Advertise the Ocean Boulevard Street Improvements Project (with Two-Foot Sidewalk Widening) for Bid.  (Pg 169) The Council authorized staff to advertise the Ocean Boulevard Street Improvements project, including a proposed two-foot sidewalk widening into Ocean Boulevard and maintaining 11-foot lanes in each direction, for bid.

**j.      Authorize the Establishment of a COVID-19 Testing Location within Coronado.  (Pg 189) The Council authorized the City Manager to negotiate and enter into an agreement with Kahala Biosciences to implement a COVID-19 testing site at the Coronado Community Center.

 

12.       COMMUNICATIONS - WRITTEN:

**a.     Consideration of Mayor Richard Bailey and Councilmember Whitney Benzian’s Request Regarding a Review of Opportunities to Enhance Orange Avenue by Discover Coronado.  (Pg 193) The Council approved a future review of opportunities to enhance Orange Avenue by Discover Coronado.
