City Council Actions from August 15, 2017

 

 5.        CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 9) Approved.

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2016-2017 and FY 2017-2018.  (Pg 11) Approved.

c.         Accept the Alameda Storage Facility Project and Direction to the City Clerk to File a Notice of Completion.  (Pg 107) The Council accepted the project and directed the City Clerk to file a Notice of Completion.

d.         Authorize the City Manager to Execute a Purchase Agreement in an Amount Not to Exceed $122,700 for the Purchase of a Mobile Generator Through the National Joint Powers Alliance (NJPA), a Cooperative Purchasing Program.  (Pg 109) The Council authorized the City Manager to execute a purchase agreement.

e.         Authorize the City Manager to Execute Two Cooperative Purchase Agreements: 1) A National Joint Powers Alliance (NJPA) Agreement in the Amount of $70,285 for the Purchase and Outfitting of a Utility Tractor; and 2) A Houston-Galveston Area Council (HGAC) Agreement in the Amount of $57,926 for Purchase and Outfitting of a Beach Sand Sifter/Sanitizer.  (Pg 111) The Council authorized the City Manager to execute the two cooperative purchase agreements

f.          Authorize the City Manager to Enter into a Purchase Agreement Through a Sole Source Vendor, Bauer Compressors, for an Amount Not to Exceed $39,652 to Purchase 23 Individualized Thermal Imaging Cameras (ITIC) to Integrate into Every Firefighter’s Self Contained Breathing Apparatus (SCBA).  (Pg 113) The Council authorized the City Manager to execute the purchase agreement.

g.         Authorize the City Manager to Execute a Sole Source Purchase Agreement with Flo-Systems, Inc. for Two Sanitary Sewer Station Pumps in an Amount Not to Exceed $71,000.  (Pg 121) The Council authorized the City Manager to execute the sole source purchase agreement.

h.         Authorization to Advertise the Street Preventive Maintenance FY 2017-18 Project for Bid.  (Pg 127) The Council authorized staff to advertise the Street Preventive Maintenance FY 2017-18 project for bid.

i.          Authorization to Advertise the Traffic Sign Reflectivity Service Contract for Bid.  (Pg 135) The Council authorized staff to advertise the Traffic Sign Reflectivity Service Contract for competitive bidding.

j.          Adoption of a Resolution to Designate a Blue Curb Zone in Front of the Residence at 208 J Avenue.  (Pg 137) The Council adopted the resolution.”

k.         Adoption of “A Resolution of the City Council of the City of Coronado to Designate Three Blue Curb Parking Zones Adjacent to the John D. Spreckels Center and Bowling Green, 1019 Seventh Street” and “A Resolution of the City Council of the City of Coronado to Designate a Yellow Curb Loading Zone Adjacent to the John D. Spreckels Center and Bowling Green, 1019 Seventh Street.”  (Pg 149) The Council adopted the resolutions.

l.          Approve an Encroachment Permit Request for a Low-Rise Fence in the Public Right-of-Way Adjacent to 1039 Olive Avenue.  (Pg 155) The Council approved the issuance of an amendment to an existing encroachment permit to allow construction of a low-rise fence in the public right-of-way on Olive Avenue between the sidewalk and the property line.

m.        Consideration of a Request from the San Diego Food System Alliance that the City of Coronado Serve as a Jurisdictional Participant in the County-Wide “Save The Food San Diego” Campaign.  (Pg 161) The Council agreed to support the San Diego Food System Alliance request.

n.         Authorize the City Manager to Negotiate a Contract with PerfectMind, Inc. for the Purchase and Maintenance of a Fully Hosted Web-Based Recreation Software, in an Amount Not to Exceed $61,000.    (Pg 163) The Council authorized the City Manager to enter into negotiations with PerfectMind, Inc.

o.         Adoption of a Resolution Accepting and Appropriating San Diego Gas & Electric (SDG&E) SAFE San Diego Initiative Grant Funds in the Amount of $2,500 for the Purpose of Public Education and Outreach at the Annual Public Safety Open House Event on October 8, 2017.  (Pg 165) The Council adopted the resolution.

p.         Annual Review and Approval of the City of Coronado Investment Policy Without Change.  (Pg 169) The Council reviewed and approved the investment policy without change.

 

 8.        PUBLIC HEARINGS

a.         Public Hearing:  Appeal of the Decision of the City of Coronado Planning Commission Denying a Request for a Variance from Sections 86.58.030.D.2 and 86.58.190.E of the Coronado Municipal Code to Allow Two “Open and Unenclosed” Off-Street Parking Spaces to be Located on the Driveway, with One “Open and Unenclosed” Parking Space Located in the Front Yard Setback, for a Single Family Dwelling Addressed as 705 D Avenue and Located in the R-3 (Multiple Family Residential) Zone (PC 2017-02).  (Pg 179) The Council heard the appeal, voted to approve the appeal of the Planning Commission action on June 27, 2017, and adopted a resolution to approve the variance application.

 

10.       CITY COUNCIL:

b.         Consideration of Appointment of Two New Members to the Library Board of Trustees.  (Pg 249) The Council appointed Brenda Jo Robyn and Rainier Trinidad to each serve a three-year term that will expire August 31, 2020.

c.         Consideration of Whether to Extend the Red Curb Zones Adjacent to the Driveways at 333 Orange Avenue (The Commodore Condominiums).  (Pg 277) The Council agreed to increase the red zone at the south entrance of the property at 333 Orange Ave. from 10 feet to 18 feet and to leave the north entrance red zone as it is.

d.         Adoption of a Resolution Designating the Intersection of H Avenue at Olive Avenue as a Stop-Controlled Intersection.  (Pg 283) The Council adopted the resolution and directed staff to replace the H Avenue yield sign with a stop sign and standard markings and to modify striping at the intersection such that the southern leg of H Avenue at Olive Avenue is eliminated.

e.         Review and Consideration of Amendments to Chapter 1.84 of Title 1 of the Coronado Municipal Code Regarding Campaign Contribution Limitations for Municipal Elections and Approval of Electronic Filing of Campaign Disclosure Statements.  (Pg 297) The Council introduced the ordinance to amend the Coronado Municipal Code to reflect current state and federal law; allow the receipt of monetary campaign contributions by credit cards, including documentation for the credit card transaction that includes the name, address and occupation of the donor; revise the campaign period from a calendar year to an election year; adopt by reference state law requirements for home or office fundraisers; and approve electronic filing of campaign disclosure statements.

f.          Assessment and Improvement Plan Report for the City’s Financial Control Technology System; Authorize the City Manager to Negotiate a Revised Professional Services Agreement with ClientFirst Consulting Group for an Amount Not to Exceed $95,000; and Authorize Issuance of a Request for Proposals (RFP) for a New Integrated Citywide Financial Management Control System.  (Pg 313) The Council received Enterprise Applications Assessment and Improvement Plan Report; authorized the City Manager to negotiate the revised professional services agreement; and authorized the City Manager to issue the Request for Proposals.

g.         Provide Direction on Questions to Include in the Scientifically Valid Citizen Survey the Council Would Like to Conduct in 2017.  (Pg 319) The Council continued the item to a future meeting.

h.         Approve the Recommendation of the Cultural Arts Commission to Adopt the Proposed 2017-2018 Orange Avenue Corridor Street Light Pole Banner Designs and Installation Schedule.  (Pg 331) The Council approved the recommended designs and installation schedule for banners to be hung from September 15, 2017, through June 29, 2018.

 

 

12.       COMMUNICATIONS - WRITTEN

a.         Consideration of Councilmember Donovan’s Request to Agendize a Review of the City’s Permit Parking Program.  (Pg 337) The Council agreed to place the item on a future agenda.

b.         Consideration of Mayor Bailey’s Request to Agendize Discussion of Reforms to the City’s Community Grant Program.  (Pg 341) The Council agreed to place the item on a future agenda.

c.         Consideration of Councilmember Downey’s Request to Agendize a Discussion of Coronado Regulations and Requirements to Construct a Basement.  (Pg 345) The Council agreed to place the item on a future agenda.
