5.         CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2019-20 and Fiscal Year 2020-21.  (Pg 3) Approved.

c.         Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado Amending Section 1.02.070 of the Coronado Municipal Code Related to Use of the City Seal and Other Official City Insignia.” (Pg 39) The Council adopted the ordinance amending Section 1.02.070 of the Coronado Municipal Code Related to use of the City seal and other official City insignia.

d.         Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado Amending Chapter 1.20, Section 1.20.060 (A-I) and Section 1.20.070 (A-P) of Title 1 of the Coronado Municipal Code Regarding Conflict of Interest.” (Pg 47) The Council adopted the ordinance amending Chapter 1.20, Section 1.20.060(A-I) and Section 1.20.070(A-P) of Title 1 of the Coronado Municipal Code regarding conflict of interest.

e.         Authorize the City Manager to Apply for the California Transportation Commission Active Transportation Grant Program for an Age-Friendly Mobility Plan.  (Pg 57) The Council authorized the City Manager to submit the Age-Friendly Mobility Plan application for the California Transportation Commission Active Transportation Grant Program.

f.          Approval of “A Resolution of the City Council of the City of Coronado Approving Final Map Number PC 2019-14 titled: ‘Shore House at the Del’” in the HM/OACSP Zone (Hotel Motel/Orange Avenue Corridor Specific Plan) (PC 2019-14).  (Pg 59) The Council adopted the resolution approving Final Map Number PC 2019-14 titled “Shore House at the Del” if the applicant has executed and delivered the agreements; authorized the City Manager or his designee to execute such documents and take all necessary and proper actions to complete any of the conditions of approval for this project; and authorized the City Manager or his designee to make any changes to the final map that may be necessary if the changes are in substantial conformance with the final map approved hereby, and authorized and directed the City Clerk to certify the approval of the City Council of the same.

g.         Approval of “A Resolution of the City Council of the City of Coronado Authorizing the Receipt and Appropriation of Fiscal Year 2021 Ride to Live Motorcycle Education Grant Funds from the Office of Traffic Safety in the Amount of $34,000.”  (Pg 93) The Council approved the resolution authorizing the receipt and appropriation of Fiscal Year 2021 Ride to Live Motorcycle Education Grant Funds from the Office of Traffic Safety in the amount of $34,000.

h.         Approval of “A Resolution of the City Council of the City of Coronado Authorizing the Receipt and Appropriation of 2020 Regional Realignment Response Group Funds in the Amount of $5,000 provided by the Community Corrections Partnership (CCP) through the County of San Diego Sheriff’s Department.”  (Pg 97) The Council approved the resolution authorizing the receipt and appropriation of 2020 Regional Realignment Response Group Funds in the amount of $5,000 provided by the Community Corrections Partnership through the County of San Diego Sheriff’s Department.

i. Authorization to Amend the Countywide Mechanical Systems Service Agreement for Heating, Ventilation, and Air Conditioning Preventive Maintenance and Repairs Contract to an Amount Not to Exceed $349,904 for the Two-Year Term.  (Pg 101) The Council authorized the City Manager to amend the contract with Countywide Mechanical Systems, Inc. for HVAC service agreement to increase the contract sum for the base term of two years by $260,000 for as-needed repairs, and a total not to exceed amount of $349,904.

**j.      Authorize Staff to Advertise the Ocean Boulevard Street Improvements Project for Bid.  (Pg 103) The Council directed staff to create visual illustrations of three alternatives to improve the pedestrian experience along the western sidewalk of Ocean Boulevard, including the Street Furniture Relocation option, the Sidewalk Widening toward Ocean Boulevard option, the option outlined in the staff report, and  the Sidewalk Widening over Rock Seawall option for Council to review at a future meeting; and authorized an appropriation not to exceed $40,000 to complete the illustrations.

k.         Authorize Staff to Advertise an As-Needed Curb, Gutter, and Sidewalk Maintenance Contract for Bid.  (Pg 111) The Council authorized staff to advertise an as-needed curb, gutter and sidewalk maintenance contract for bid.

l.          Authorize Staff to Advertise an As-Needed Door and Gate Maintenance Contract for Bid.  (Pg 113) The Council authorized staff to advertise an as-needed door and gate maintenance and repair contract for bid.

m.        Authorize a Contract Amendment for Fire System Panel Upgrades at the Golf Course Clubhouse, Tennis Center, and Lifeguard Facilities and Other As-Needed Repairs.   (Pg 115) The Council authorized the City Manager to execute an amendment to the Siemens Fire and Life Systems agreement to allow for installation of equipment and software for fire system panel upgrades at the Golf Course Clubhouse, Tennis Center, and Lifeguard facilities and other as-needed repairs in a not to exceed amount of $217,703. 

n.         Authorize Staff to Advertise the Point Pump Station Upgrade Project for Bid.  (Pg 117) The Council authorized staff to advertise the Point Pump Station Upgrade project for bid.

o.         Authorize Staff to Advertise the Trinidad Pump Station Conversion and Upgrade Project for Bid.  (Pg 121) The Council authorized staff to advertise the Trinidad Pump Station Conversion and Upgrade project for bid.

p.         Authorization to Award a Contract to Aramark for Uniform, Towel, and Mat Services in an Amount Not to Exceed $100,000 Per Year.  (Pg 125) The Council authorized the City Manager to award a contract to Aramark for uniform, towel, and mat services for various City departments in an amount not to exceed $100,000 per year utilizing a piggyback via the City of Modesto’s competitively bid contract.

 

8.         PUBLIC HEARINGS: 

a.         Consideration of a Request for a Historic Alteration Permit for a Restoration, Remodel, and Addition, including a Request for an Exception to Zoning Standards at 1043 Ocean Boulevard (HAP 2020-08).  (Pg 129) The Council adopted the resolution approving a request for a Historic Alteration Permit for a restoration, remodel, and addition, including requests for exceptions to zoning standards, at 1043 Ocean Boulevard in the R-1A (Single Family Residential) Zone.

b.         Introduction and First Reading of “An Ordinance of the City Council of the City of Coronado to Amend Section 90.10.100(c)(2) of the Coronado Municipal Code to Allow Second-Story Additions in the Coronado Cays Specific Plan Village Residence Zone.”  (Pg 199) The Council introduced and approved an ordinance amendment to the Coronado Municipal Code Section 90.10.100(c)(2) to allow second-story additions in the Coronado Cays Specific Plan Village Residence Zone.

 

10.       CITY COUNCIL:

**b.     Consideration of Reappointment of Two Incumbents to Each Serve a Second, Three (3) Year Term on the Library Board of Trustees.  (Pg 223) The Council reappointed Trustee Brenda Jo Robyn and Trustee Rainier Trinidad to each serve a second, three (3) year term to expire on August 31, 2023 on the Library Board of Trustees. 

**c.     Designation of Voting Delegate and Alternate for the League of California Cities Annual Business Meeting.  (Pg 229) The Council appointed Councilman Marvin Heinze as the voting delegate and Councilman Mike Donovan as the alternate at the League of California Cities Annual Business Meeting, during the Annual Conference to be held October 7-9, 2020.

d.         Authorization for the City Manager to Execute a Contract with Glorietta Bay Tennis to Provide Tennis Pro Shop Retail Concessionaire Services at the Coronado Tennis Center.  (Pg 233) The Council directed staff to draft a new broader Request for Proposals for Tennis Pro Shop Retail Concessionaire Services.

e.         Provide Direction Whether to Amend Coronado Municipal Code 20.30.050 to Increase the Number of Major Special Events and Provide Direction for Other Special Event Related Matters such as an Application Fee, Blackout Dates, and Scheduling.  (Pg 235) The Council directed staff to prepare an amendment to the Municipal Code to increase the number of major special events from 8 to 14; prepare for future consideration of an application fee, excluding the traditional Coronado-centric events; propose blackout dates and prioritization; clarify language with regard to fees charged by event organizers; and change the Letter of Intent due date.

**f.      Report on the Climate Action Plan Draft Greenhouse Gas Inventory and Forecast.  (Pg 247) The Council received and filed the report.

g.         Approve Final Design of the Mathewson Park Renovation Project; Authorize Execution of a Purchase Agreement for Playground Equipment; and Advertise the Project for Bid.  (Pg 275) The Council approved the final design of the Mathewson Park Renovation project; authorized staff to execute a cooperative purchasing agreement with Miracle Recreation Equipment Company for an amount of $58,622 to purchase playground equipment; and authorized staff to advertise the project for bid.

h.         Approve Schedule for Public Consideration of a Storm Drain Fee Adjustment.  (Pg 291) The item was removed from the agenda.

 

12.       COMMUNICATIONS - WRITTEN:

a.         Consideration of Councilmember Bill Sandke’s Request that the City Council Agendize an Item to Consider Amending Land Use Element Goal 5 and Policy B.3 of the Historic Preservation element in regard to Hotel/Motel Use of Designated Historic Resources in all Residential Zones; and Direct Staff to Prepare a Special Events Use Policy in Residential Neighborhoods.  (Pg 295) Request withdrawn by Councilman Sandke.
