City Council Actions from April 7, 2020

 

5.         CONSENT CALENDAR: 

a.        Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda (Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2019-2020.  (Pg 3) Approved.

c.            Receive Curb Marking Update and Approve Modifications to Existing Resolutions to Reflect Recommended Changes. (Pg 25) The Council received an update on recent curb marking activity and approved modifications to existing resolutions to accurately reflect current markings.

d.         Accept the Street Preventative Maintenance Fiscal Year 18/19 and Fiscal Year 19/20 Project and Direct the City Clerk to File a Notice of Completion. (Pg 33) The Council accepted the Street Preventive Maintenance FY 18/19 and FY 19/20 project and directed the City Clerk to file a Notice of Completion.

e.         Authorization for the City Manager to Execute a Side Letter Agreement to Amend Article 6, Holiday Pay, of the Memorandum of Understanding with the Coronado Firefighters’ Association (CFA). (Pg 35) The Council authorized the City Manager to execute a side letter agreement to amend Article 6, Holiday Pay, of the Memorandum of Understanding with the Coronado Firefighters’ Association (CFA).

f.          Authorize the City Manager to Execute a Cooperative Purchasing Agreement with Bibliotheca LLC for the Acquisition of a Radio Frequency Identification (RFID) System for Library Services for the Estimated Amount of $100,000. (Pg 41) The Council authorized the City Manager to issue a purchase order to Bibliotheca LLC for the purchase of a Radio Frequency Identification (RFID) system for Library Services in the estimated amount of $100,000 via a cooperative purchasing agreement available through the Califa Group.

g.         Approval of a Resolution of the City Council of the City of Coronado Adopting the Fiscal Year 2020-21 Road Maintenance and Rehabilitation Account Proposed List of Projects in Accordance with the Road Repair and Accountability Act of 2017. (Pg 43) The Council approved the resolution adopting the Fiscal Year 2020-21 Road Maintenance and Rehabilitation Account proposed list of projects in accordance with the Road Repair and Accountability Act of 2017. The projects include the Ocean Boulevard Sidewalk Enhancement Project and the two previously approved projects -- Street, Curb and Gutter Improvements Fiscal Year 2018-19 (Adella Avenue, Jamaica Village Road, Spinnaker Way, Flora Avenue, Half Moon Bend), and Street, Curb, and Gutter Improvements Program Fiscal Year 2019-20 (B Avenue).

h.         Authorize the City Manager to Approve the Reassignment of the Agreement for Professional Services with California Yacht Marina for the Management of the Glorietta Bay Marina to Safe Harbor Marinas. (Pg 49) The Council authorized the City Manager to approve the reassignment of the five (5) year professional services agreement with California Yacht Marina, LLC (CYM) to Safe Harbor Marinas for the management and operation of the Glorietta Bay Marina.

i.          Adoption of a Resolution of the City Council of the City of Coronado Amending its Personnel Authorization and Compensation Plan for Fiscal Year 2019-20 to Incorporate Compensation and Benefit Changes that have Occurred after its Adoption on August 20, 2019. (Pg 55) The Council adopted the resolution amending its Personnel Authorization and Compensation Plan for FY 2019-20 to incorporate compensation and benefit changes that have occurred after its adoption on August 20, 2019, addressing minimum wage positions and stand-by pay for Information Technology.

j.          Adopt a Resolution Authorizing the City Manager, Administrative Services Director, and Finance Manager as Agents of the City of Coronado for Seeking Disaster Financial Assistance. (Pg 59) The Council adopted a resolution authorizing the City Manager, Administrative Services Director, and Finance Manager as agents of the City of Coronado for seeking disaster financial assistance.

 

 8.        PUBLIC HEARINGS

a.         Appeal of the Historic Resource Commission Decision that the Property at 1113 Adella Avenue Meets the Criterion to be Designated as a Historic Resource. (Pg 65) The Council overturned the decision of the Historic Resource Commission that 1113 Adella Avenue is a Historic Resource. (This item was continued from the March 17, 2020 City Council Meeting.)

b.         Approval of a Resolution Adopting a Revised Regional Transportation Congestion Improvement Program Fee to Mitigate the Impacts of Development of Residential Units on the San Diego Regional Transportation Arterial System for Fiscal Year 2020/2021. (Pg 181) The Council conducted a public hearing and approved the resolution adopting a revised schedule for a Regional Transportation Congestion Improvement Program Fee to mitigate the impacts of development of residential units on the San Diego Regional Transportation Arterial System for FY 2020/21,” increasing the existing uniform transportation mitigation fee by two percent, from $2,533.15 to $2,583.82 for each newly constructed residential unit.

 

10.       CITY COUNCIL:

b.         Approve the Final Fiscal Year 2020-21 Community Grant Program Documents. (Pg 195) The Council approved final program documents for the Fiscal Year 20-21 Community Grant Program and authorized the release of the Fiscal Year 20-21 Community Grant Program applications.

c.         Authorize the City Manager to Execute Amendments to the Agreements with Bluewater Grill, LP and Feast & Fareway, LLC to Waive an Forbear Required Payments to the City; and Amend Commercial Use Permit Conditions to Waive Fees for the Coronado Flower Lady for the Duration of the Proclaimed Local Emergency. (Pg 217) The Council authorized the City Manager to execute an amendment to the lease agreement with Bluewater Coronado, waiving monthly lease payments, execute an amendment to the lease and loan agreements with Feast and Fareway, waiving monthly rent payments and forbearing monthly loan obligations until the end of the loan term, and amend permit conditions to waive Coronado Flower Lady permit fees in the amount of $1,046 per month until the end of the City’s local declaration of emergency.

d.         Consider Economic Development Options for Local Businesses in Response to COVID-19 Economic Downturn. (Pg 227) The Council directed that all parking enforcement in the commercial area be suspended during the duration of the locally declared COVID-19 Emergency; curbside restaurant pick-up locations on Orange Avenue be established; and fees associated with the Business Registration Program be suspended for calendar year 2021. The Council directed staff to identify a financial expert to create a technical assistance program to help local businesses find out about state and federal economic stimulus programs. The Council approved in concept a business lifeline loan program funded by the City with up to $2 million to provide loans of up to $20,000 per business and directed staff to return with more details on how such a program would be administered, how to apply, and who can apply along with other eligibility criteria.

e.         COVID-19 Emergency – Updated Financial Condition Report for Fiscal Year 2019-20. (Pg 231) The Council received an updated financial condition report for Fiscal Year 2019-20.

f.          Review Status of Beach, Park, and Public Facilities Closures. (Pg 233) The Council reviewed earlier emergency closures and approved a resolution affirming all emergency closures of the City’s beach, park playground equipment, the dog beach dog washing area, boat launch ramp, and parking around the beach and parks.
