City Council Actions from April 6, 2021

5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-2021.  (Pg 7) Approved.

c.         Authorize the City Manager to Enter into an Agreement with Burke, Williams & Sorensen to Provide City Attorney Services and Appoint Johanna N. Canlas as City Attorney.  (Pg 29) The Council authorized the City Manager, or his designee, to enter into an agreement with Burke, Williams & Sorensen to provide City Attorney services and appointed Johanna N. Canlas as City Attorney.

d.         Authorize the City Manager to Execute a Contract Change Order with Moffat and Nichol in an Amount Not to Exceed $35,000 for the Sea Level Rise Vulnerability and Adaptation Plan.  (Pg 89) The Council authorized the City Manager to execute the change order for $35,000 for Moffat and Nichol to prepare a custom wave run-up model in conjunction with the Sea Level Rise Vulnerability and Adaptation Plan.

e.         Adoption of “A Resolution of the City Council of the City of Coronado, California, Adopting the 2021 Coronado Apartment Vacancy Factor Pursuant to Subsection 82.40.100(F) of the Coronado Municipal Code.”  (Pg 91) The Council adopted a resolution adopting the 2021 Coronado Apartment Vacancy Factor pursuant to Subsection 82.40.100(F) of the Coronado Municipal Code.

f.          Award a Contract to Sancon Technologies, Inc. in the Amount of $519,000 for the Country Club/Parker Basin Infiltration Reduction Project and Authorize Execution of Change Orders in Excess of 10% of the Contract Price.  (Pg 95) The Council awarded a contract to Sancon Technologies, Inc. in the amount of $519,000 for construction, including bid additives, of the Country Club/Parker Basin Infiltration Reduction project (Contract No. 20-CO-ES-738) and authorized the City Manager to execute change orders in excess of 10% of the contract price.

g.         Adoption of “A Resolution of the City Council of the City of Coronado, California, Authorizing the City Manager to Execute a Successor Memorandum of Understanding (MOU) Between the City of Coronado and the Coronado Police Officers’ Association for Fiscal Year 2021-2022 and Approving Corresponding Changes to the Personnel Authorization and Compensation Plan.”  (Pg 97) The Council adopted a resolution authorizing the City Manager to execute a Memorandum of Understanding between the City of Coronado and the Coronado Police Officers’ Association for Fiscal Year 2021-2022 and approving corresponding changes to the Personnel Authorization and Compensation Plan.

h.         Consideration for Approval of a Professional Services Agreement with Ralph Andersen & Associates for Executive Recruiting Services for the Position of City Manager. (Pg 157) The Council approved and authorized the City Manager to execute the Professional Services Agreement with Ralph Andersen & Associates for the recruitment of the new permanent City Manager.

 

8.         PUBLIC HEARINGS: 

a.         Appeal of a Director’s Determination that a Proposed Third Floor is a Story, not a Mezzanine, for a Proposed Single-Family Dwelling Located at 6 & 8 Sixpence Way in the Custom Homes Zone of the Coronado Cays Specific Plan. (Pg 187) The Council denied the appeal of the Director’s Determination that a proposed third floor is a story, not a mezzanine, and therefore cannot be approved for a proposed single-family dwelling in accordance with the Coronado Municipal Code, for the property addressed as 6 & 8 Sixpence Way, Coronado, California.

b.         Appeal of a Director’s Determination to Approve a New Accessory Dwelling Unit, Without Approving Additions Unrelated to the Accessory Dwelling Unit, Located at 201 Ocean Drive in the R-1A Zone.  (Pg 209) The Council denied the appeal and upheld the Director’s Determination to approve an internal accessory dwelling unit without approving additions unrelated to the ADU in accordance with the Coronado Municipal Code, for the property located at 201 Ocean Drive, Coronado, California.

c.         Adoption of “A Resolution of the City Council of the City of Coronado, California, Adopting a Revised Schedule for a Regional Transportation Congestion Improvement Program Fee to Mitigate the Impacts of Development of Residential Units on the San Diego Regional Transportation Arterial System for Fiscal Year 2021/2022, Increasing the Existing Uniform Transportation Mitigation Fee by Two Percent (2%), from $2,583.82 to $2,635.50 for Each Newly Constructed Residential Unit.”  (Pg 257) The Council conducted a public hearing and approved a resolution adopting a revised schedule for a Regional Transportation Congestion Improvement Program fee to mitigate the impacts of development of residential units on the San Diego Regional Transportation Arterial System for FY 2021/22, increasing the existing uniform transportation mitigation fee by two percent, from $2,583.82 to $2,635.50 for each newly constructed residential unit.

d.         Adoption of “A Resolution of the City Council of the City of Coronado, California, Establishing an Underground Utility Conversion District Along Portions of Adella Avenue and Ynez Place.”  (Pg 267) The Council continued the item to the April 20, 2021, meeting.

 

10.       CITY COUNCIL:

b.         Consideration of Appointment of One New Member to the Mobility Commission to Serve the Remainder of a Term to Expire December 31, 2023. (Pg 285) The Council appointed Angelica Rocha to the Mobility Commission to serve the remainder of a term to expire December 31, 2023.

c.         Presentation from Discover Coronado on Opportunities to Enhance Orange Avenue.  (Pg 295) The Council received presentation from Discover Coronado on opportunities to enhance Orange Avenue. Council directed staff to create a plan and costs for possible enhancements to Orange Avenue that do not require an update to the Orange Avenue Specific Plan or approval from the California Department of Transportation.

**d.         Review Proposed Rate Adjustments for Solid Waste and Recycling and Set a Public Hearing as Required by Proposition 218.  (Pg 341) The Council reviewed proposed rate adjustments for solid waste and recycling and scheduled a public hearing for June 15, 2021.

**e.         Authorize the City Manager to Compensate Two of the Golf Course Water Recycling and Turf Care Facility Project Proposers $34,000 Each and Appropriate $68,000 for this Purpose.  (Pg 351) The Council authorized compensation stipend payments to two Golf Course Water Recycling and Turf Care Facility project proposers and appropriated $68,000 from the General Fund Capital Improvement Fund Balance for this purpose.

f.          Adoption of “A Resolution of the City Council of the City of Coronado, California, Appointing a Retired Annuitant as Interim City Manager and Approving the Employment Agreement with Mark J. Ochenduszko.”  (Pg 353) The Council adopted a resolution appointing Mark J. Ochenduszko as Interim City Manager and approving the Retired Annuitant Interim Employment Agreement.
