 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 13) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2018-2019.  (Pg 15) Approved.

c.         Authorize the City Manager to Execute Cooperative Purchasing Agreements for the Acquisition of Two Replacement Vehicles for the Public Services & Engineering Department.  (Pg 71) The Council authorized the City Manager to execute cooperative purchasing agreements with National Auto Fleet Group for the purchase of two vehicles for the Public Services & Engineering Department at an anticipated cost of $142,919.

d.         Authorize the City Manager to Enter into a Professional Services Agreement with Rick Engineering in the Amount of $252,145 for an Independent Analysis of the Caltrans Project Initiation Report on the Relinquishment of SR 75/282 and Appropriation of $150,000 from the Capital Projects Fund.  (Pg 73) The Council authorized the City Manager to enter into a professional services agreement with Rick Engineering in the amount of $252,145 for an independent analysis of relinquishment of SR 75/282 and appropriate $150,000 of General Funds to the project account.

**e.     Update on Actions Taken in Response to the Eighth Street and Coronado Avenue Storm Drain Manhole Emergency Repairs and Request for Vote to Continue the Repairs.  (Pg 93) The Council accepted the report and voted to continue the repairs to address the emergency.

f.          Schedule Special City Council Meeting on May 14, 2019, for Fiscal Year 2019-2020 Budget Workshop.  (Pg 97) The Council scheduled a special City Council meeting for May 14, 2019, at 4 p.m. to discuss the Fiscal Year 2019-2020 budget.

g.         Approval of a Resolution of the City Council of the City of Coronado Authorizing the Receipt and Appropriation of $24,562 in Funds Provided by the Fiscal Year 2018 State Homeland Security Program (SHSP) Through the County of San Diego to Purchase Digital Portable Radios. (Pg 99) The Council approved a resolution authorizing the receipt and appropriation of $24,562 in funds provided by the Fiscal Year 2018 State Homeland Security Program through the County of San Diego.

**h.     Authorization to Transmit the 2018 Annual Housing Element Progress Report to the State Office of Housing and Community Development.  (Pg 103) The Council authorized transmission of the 2018 Annual Housing Progress Report to the State Office of Housing and Community Development.

 

 8.        PUBLIC HEARINGS: 

a.         Public Hearing: Appeal of the Decision of the Historic Resource Commission on February 6, 2019, that the Residence Located at 816 San Luis Rey and Located in the R-1A(CC-1) (Single Family Residential) Zone Meets the Criterion to be Designated as a Historic Resource in Accordance with Chapter 84.20 of the Coronado Municipal Code (NOI 2019-01).  (Pg 117) The Council overturned the decision of the Historic Resource Commission that 816 San Luis Rey Ave. is a Historic Resource.

10.       CITY COUNCIL:

b.         Adoption of a Resolution of Intention of the City Council of the City of Coronado to Approve an Amendment to the Contract Between the California Public Employees’ Retirement System and the City of Coronado to Provide a Mandatory Employee Contribution of 1.5% of Salary as Provided Under Government Code §20516 for all Classic CalPERS Employees and Introduce an Ordinance to Approve an Amendment to the Contract Between the California Public Employees’ Retirement System and the City of Coronado to Provide a Mandatory Employee Contribution of 1.5% of Salary as Provided under Government Code §20516 for all Classic CalPERS Employees.  (Pg 333) The Council adopted a resolution of Intention to Approve an Amendment to the Contract Between the Board of Administration California Public Employees’ Retirement System and the City Council City of Coronado and introduced an ordinance authorizing an amendment to the contract between the City of Coronado and the Board of Administration of the California Public Employees’ Retirement System to provide a mandatory employee contribution of 1.5 percent of salary as provided under Government Code §20516 for all classic employees.

**c.     Receive Coronado Creates: A Strategic Plan for Arts and Culture and Approve the Cultural Arts Commission's 2018 Annual Report and 2019 Work Plan.  (Pg 347) The Council received “Coronado CREATES: A Strategic Plan for Arts and Culture,” and approved the Cultural Arts Commission's Annual Report for 2018 and Work Plan for 2019.
