City Council Actions from April 20, 2021

 

5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 13) Approved.

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-2021.  (Pg 15) Approved.

c.         Adoption of “A Resolution of the City Council of the City of Coronado, California, Supporting the San Diego Association of Governments (SANDAG) Board of Directors to Rename the San Diego Bayshore Bikeway to the Greg Cox San Diego Bayshore Bikeway.”  (Pg 55) The Council adopted the resolution to support the renaming of the San Diego Bayshore Bikeway to the Greg Cox San Diego Bayshore Bikeway.

d.         Authorize the City Manager to Enter into a Five-Year Agreement with the City of San Diego to Continue Providing Fire Dispatch Services.  (Pg 59) The Council authorized the City Manager to enter into a contract with the City of San Diego to continue providing fire dispatch services.

e.         Adoption of “A Resolution of the City Council of the City of Coronado, California, Authorizing the Acceptance and Appropriation of Fiscal Year 2020-21 ‘High-Speed Broadband in California Libraries’ Grant in the Amount of $96,126.”  (Pg 77) The Council adopted the resolution authorizing the acceptance and appropriation of Fiscal Year 2020-21 ‘High-Speed Broadband in California Libraries’ Grant Funds from the California State Library in the amount of $96,126.

f.          Authorize the City Manager to Execute a Services Agreement for a Three-Year Contract Term with St. Vincent de Paul Village, Inc. for Access to Two Shelter Beds in the Amount of $287,041.  (Pg 81) The Council authorized the City Manager to execute an agreement with St. Vincent de Paul Village, Inc. in a form acceptable to the City Attorney in the amount of $287,041 for access to two short-term emergency shelter beds, inclusive of meals, and support services.   

g.      Accept the City Hall and Community Center Heating, Ventilation, and Air Conditioning (HVAC) Water Line Replacement Project and Direct the City Clerk to File a Notice of Completion.  (Pg 83) The Council accepted the City Hall and Community Center HVAC Water Line Replacement project and directed the City Clerk to file a Notice of Completion.

h.         Authorization to Award a Construction Contract to American Wiring, Inc. in the Amount of $355,191 for the Aquatics Center and Tennis Courts Lighting Improvement Project.  (Pg 85) The Council authorized the City Manager to award a construction contract to American Wiring, Inc. in the amount of $355,191 for the Aquatics Center and Tennis Courts Lighting Improvement project.

i.          Authorization to Advertise Multiple Information Technology Requests for Bids and/or Proposals.  (Pg 87) The Council authorized staff to issue formal solicitations for various Information Technology (IT) services or product requirement needs.

j.          Authorize the City Manager to Execute a Purchase Agreement with Savant Solutions to Renew Artic Wolf Networks Cybersecurity Services in a Not to Exceed Amount of $135,000 Over Three Years.  (Pg 89) The Council authorized the City Manager to execute a purchase agreement with Savant Solutions, Inc. for Arctic Wolf Networks (AWN) cybersecurity services in an amount not to exceed $135,000 over three years with Savant Solutions to provide cloud-based cybersecurity event log aggregation, monitoring, and incident notification.

k.         Adoption of a Resolution Authorizing the City Manager to Execute a Successor Memorandum of Understanding (MOU) Between the City of Coronado and the Coronado Firefighters’ Association (CFA) for Fiscal Year 2021-22.  (Pg 97) The Council adopted the resolution authorizing the City Manager to execute a Memorandum of Understanding between the City of Coronado and the Coronado Firefighters’ Association for Fiscal Year 2021-22 and approving corresponding changes to the Personnel Authorization and Compensation Plan.

 

8.         PUBLIC HEARINGS: 

a.         CONTINUED: Adoption of “A Resolution of the City Council of the City of Coronado, California, Establishing an Underground Utility Conversion District Along Portions of Adella Avenue and Ynez Place.”  (Pg 209) The Council adopted the resolution establishing an Underground Utility Conversion District along portions of Adella Avenue and Ynez Place and directed staff to work with the local utility companies to underground the overhead utilities. The Council directed staff to return at a future meeting with a detailed report on the status of efforts to establish assessment districts to underground overhead facilities.

b.         Consideration of a Historic Alteration Permit for a Remodel and Addition, including a Request for Exceptions to Zoning Standards, at 350 D Avenue (HAP 2021-02).  (Pg 233) The Council adopted the approving a Request for a Historic Alteration Permit for a remodel and addition, including a request for exceptions to zoning standards, at 350 D Avenue in the R-1B (Single Family Residential) Zone.

c.         Pursuant to Established Council Policy, Adopt a Resolution Implementing the Annual Indexed Adjustments to Police, EMS/Ambulance, and Development-Related User Fees, and to the Wastewater Capacity Fees, and Special Event Fees for Fiscal Year 2021-22.  (Pg 263) The Council adopted the resolution adopting the Fiscal Year 2021-22 schedules of Police, EMS/Ambulance Fees, Development User Fees, Wastewater Capacity Fees, Special Event Fees, to be charged by various city departments and repealing previously adopted and/or conflicting fees for such services. The Council directed staff to phase in increases on Animal Services Line Items 36-41 on Page 273 of the staff report by 50 percent this year and 50 percent in a future year.

 

10.       CITY COUNCIL:

**b.     Approval of the Annual Report/Management Plan from the Coronado Tourism Improvement District (CTID) Advisory Board and Adoption of “A Resolution of the City Council of the City of Coronado, California, Declaring its Intent to Continue to Levy Two One-Half Percent (0.5%) Assessments on Four Hotel Businesses within CTID I and CTID II During Fiscal Year 2021-22.”  (Pg 311) The Council approved the Annual Report and Management Plan of the CTID Advisory Board; adopted “A Resolution of the City Council of the City of Coronado, California, Declaring Its Intention to Continue to Levy Assessments during Fiscal Year 2021-22 on Certain Hotel Businesses within Coronado Tourism Improvement District I and Coronado Tourism Improvement District II;” and set the public hearing date of Tuesday, May 18, 2021.

c.         Authorize the City Manager to Execute a Contract in the Amount of $128,153.22 with the San Diego Metropolitan Transit System (MTS) to Operate the Free Summer Shuttle for Summer 2021 and a Free Fourth of July Bus between the Coronado Cays and the Community Center, and Provide an Additional $8,000 to Purchase an Initial Allocation of 1,000 MTS Day Passes for Distribution to the Coronado Cays.  (Pg 343) The Council authorized the execution of a contract amendment with San Diego Metropolitan Transit System to: 1) operate the Free Summer Shuttle from June 1, or a day as close to June 1 as possible if approved by MTS, through September 6, 2021, at 15-minute intervals; 2) operate a free bus service from the Coronado Cays Fire Station to the Community Center on the Saturday, July 3, and Sunday, July 4, during the Fourth of July celebration weekend at 30-minute intervals; and 3) make an initial purchase of 1,000 MTS day passes for distribution to the Coronado Cays.

d.         Approve the Cultural Arts Commission 2020 Annual Report and 2021 Work Plan.  (Pg 351) The Council approved the Cultural Arts Commission Annual Report for 2020 and Work Plan for 2021, with two changes including to Page 361 to reflect that a proposal in the Port Master Plan Update for a performing arts venue space was a recommendation that it be considered by the City Council and to Page 366 to Item 2 of the Cultural Arts Commission 2021-22 Goals to reflect that the Cultural Arts Commission will “Monitor and make a recommendation to the City Council concerning a California Cultural Arts designation.”

e.         Provide Direction Regarding 2021 Fourth of July Fireworks.  (Pg 369) The Council approved the City’s contribution of $33,200 to the Coronado Fourth of July Committee toward a firework display for the Fourth of July 2021 that may be staged from land near Stingray Point.

 

12.       COMMUNICATIONS - WRITTEN: 

a.         Consideration of Councilmember Tanaka’s Request to Direct the Coronado Police Department to Investigate the Feasibility of Switching its Vehicles to Teslas or Some Other Similar All-Electric Vehicle.  (Pg 371) The item was continued to May 4 meeting.
