5.         CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 9) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-2021.  (Pg 11) Approved.

c.         Authorization to Advertise the Kettner Boulevard Sewer Point Repair Project for Bid.  (Pg 33) The Council authorized staff to advertise the Kettner Boulevard Sewer Point Repair project for bid.

d.         Authorization to Award a Contract to California Construction Quality Assurance, Inc. dba Life Safety Construction for Door and Gate Preventive Maintenance and As-Needed Repair Services for an Amount Not to Exceed $110,000.  (Pg 37) The Council authorized the City Manager to award a contract to California Construction Quality Assurance, Inc. dba Life Safety Construction for door and gate preventive maintenance and as-needed repair services at all City facilities for a term of one year, with the option to extend the contract for four additional one-year terms. The base value of the contract is $51,995 for routine preventive maintenance, with a maximum of $58,005 for as-needed repairs, totaling a not-to-exceed amount of $110,000.

e.         Authorization to Advertise the Aquatic Center and Tennis Courts Lighting Improvement Project for Bid.  (Pg 39) The Council authorized staff to advertise the Aquatic Center and Tennis Courts Lighting Improvement project for bid.

f.          Authorization to Award a Comprehensive Landscape Maintenance and Refuse Services Contract for City Facilities, Parks, and Medians to Benchmark Landscape Services, Inc. in the Annual Amount of $844,200. (Pg 41) The Council authorized the City Manager to execute a comprehensive landscape maintenance and refuse management services contract for City parks, facilities, and medians with Benchmark Landscape Services, Inc. for a term of three years, with two one-year renewal option years, and an annual contract sum of $844,200.

g.         Accept the Police Services Mobile Command Vehicle Shade Structure Project and Direct the City Clerk to File a Notice of Completion.  (Pg 43) The Council accepted the Police Services Mobile Command Vehicle Shade Structure project and directed the City Clerk to file a Notice of Completion.

h.         Report Regarding the Mobility Commission’s 2021 Work Plan.  (Pg 45) The Council received a report and reviewed the Commission’s proposed mission statement and duties.

i. Adoption of a Resolution of the City Council of the City of Coronado Amending the Personnel Authorization and Compensation Plan for Fiscal Year 2020-21 to Incorporate Compensation and Benefit Changes. (Pg 83) The Council adopted the resolution amending the Personnel Authorization and Compensation Plan for Fiscal Year 2020-21 to incorporate compensation and benefit changes.

j.          Authorization to Issue a Request for Proposals to Furnish, Install, and Maintain an Integrated Library System (ILS) for the Coronado Public Library.  (Pg 87) The Council authorized staff to issue a Request for Proposals (RFP) for an ILS at the Coronado Public Library.

 

10.       CITY COUNCIL:

b.         Authorize the Replacement of the Lawn Bowling Green Surface, Remediation of the Base Material including Fungus Eradication Measures, and Implementation of Drainage Enhancements.  (Pg 95) The Council authorized the replacement of the lawn bowling green surface, total excavation and remediation of the base material, implementation of drainage enhancements without the removal of any adjacent trees, and installation of a substantial barrier of gravel and substrate to prevent fungus growth at the John D. Spreckels Center and Lawn Bowling Green.

c.         Review of Potential Housing Policies and Opportunity Sites for the 2021-2029 Housing Element Update.  (Pg 145) The Council reviewed the draft Housing Element Update policies and housing opportunity sites and directed staff to strategically move forward with the Sites Inventory Summary on Page 149 of the Staff Report “as-is,” recognizing that staff should have the latitude to withhold some of those units for future housing cycles.

d.         Relinquishment and Acceptance of State Routes 75 and 282.  (Pg 153) The Council authorized continuing the process to pursue ownership of State Routes 75 and 282 with the understanding that Coronado can stop the process if a suitable agreement is not reached with the Navy.

e.         Provide Direction on Questions to Include in the Scientifically Valid Citizen Survey the Council would like to Conduct in 2021.  (Pg 167) The Council received a report and directed staff to move forward with its recommendations with the following exceptions: 1) Update the question to read: How important to you is it to limit the existing bulk, mass, and scale of residential development in Coronado? and 2) Remove question about a cultural arts center at the Ferry Landing and add it to the list of potential arts and culture priorities.

f.          Authorize the City Manager to Negotiate and Execute a Contract with a Qualified Firm for Website Design and Hosting Services.  (Pg 177) The Council authorized the City Manager to contract directly with a qualified firm to provide website design and hosting services.
