City Council Actions from April 16, 2019

 

 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2018-2019.  (Pg 7) Approved.

c.         Accept the FY 17/18 Community Development Block Grant (CDBG) ADA Doors Project and Direct the City Clerk to File a Notice of Completion.  (Pg 57) The Council accepted the FY 17/18 CDBG ADA Doors project and directed the City Clerk to file a Notice of Completion.

d.         Authorize the City Manager to Execute a Cooperative Purchasing Agreement for the Acquisition of One Replacement Vehicle for the Public Services and Engineering Department.  (Pg 59) The Council authorized the City Manager to execute a cooperative purchasing agreement with National Auto Fleet Group for the purchase of one vehicle for the Public Services & Engineering Department at an anticipated cost of $42,841.

e.         Adoption of a Resolution of the City Council of the City of Coronado Adopting the Fiscal Year 2019-20 Road Maintenance and Rehabilitation Account Proposed List of Projects in Accordance with the Road Repair and Accountability Act of 2017.  (Pg 61) The Council adopted the resolution adopting the Fiscal Year 2019-20 Road Maintenance and Rehabilitation Account (RMRA) Proposed List of Projects in Accordance with the Road Repair and Accountability Act of 2017.

f.          Accept Donations for $1,000 from the Jim and Midge Peltier Charitable Fund to Support Library Services; and $6,339.46 from the K.C. and Betty Reynolds Fund, Designated to Support Library Children’s Services. (Pg 65) The Council accepted the unrestricted donation of $1,000 from the Jim and Midge Peltier Charitable Fund to support Coronado Public Library services; and the donation of $6,339.46 from the K.C. and Betty Reynolds Fund designated to support Children’s services at the Coronado Public Library.

g.         Approve a Resolution Authorizing the Acceptance and Appropriation of Fiscal Year 2018 Homeland Security Grant-Urban Area Security Initiative (UASI) Funds in the Amount of $9,669.  (Pg 69) The Council approved the resolution authorizing the acceptance and appropriation of Fiscal Year 2018 Homeland Security Grant-Urban Area Security Initiative funds in the amount of $9,669.

h.         Authorize the City Manager to Issue a Request for Proposals (RFP) for Crossing Guard Services to Staff Key Areas Near Coronado Schools During School Hours and Award a Service Contract to Vendor.  (Pg 73) The Council authorized the City Manager to initiate a request for proposals process for the selection of a crossing guard service provider for services supporting the Coronado Unified School District and award a service agreement to vendor best meeting the City’s need. 

i.          Adoption of a Resolution of the City Council of the City of Coronado Approving the 2019 Coronado Apartment Vacancy Factor Pursuant to Subsection 82.40.100(F) of the Coronado Municipal Code.  (Pg 75) The Council adopted the resolution adopting the 2019 Coronado Apartment Vacancy Factor.

j.          Approve Canceling the July 2 and August 6 Regularly Scheduled City Council Meetings.  (Pg 79) The Council canceled the first City Council meetings in July and August (July 2 and August 6) consistent with past practice.

k.         Accept the Recommendation of the Parks and Recreation Commission, Appropriate $200,000, and Direct Staff to Facilitate Acquisition of a Shade Structure(s) for Spreckels Park.  (Pg 83) The Council approved the recommendation, appropriated $200,000 in funds, and directed staff to procure a shade structure(s) for Spreckels Park.

l.          Update on Actions Taken in Response to the Eighth Street and Coronado Avenue Storm Drain Manhole Emergency Repairs and Request for Vote to Continue the Repairs.  (Pg 87) The Council accepted the report and voted to continue the repairs to address the emergency.

 

 8.        PUBLIC HEARINGS: 

a.         Public Hearing:  Application for a Major Special Use Permit to Allow Construction of a New Youth Center with Underground Parking at 970 C Avenue in the R-3/P (Multiple-Family Residential with Parking Overlay) Zone (PC 2018-08).  (Pg 91) The Council took no action. The major special use permit was not approved.

b.         Public Hearing: Recommendation to City Council of Approval of a Historic Alteration Permit for a Remodel and Addition to the Garage/Guest House Accessory Building, Including Requests for Exceptions to Zoning Standards, at 548 Marina Avenue in the R-1A (Single Family Residential) Zone. (HAP 2019-05) (Pg 155) The Council adopted the resolution approving a request for a Historic Alteration Permit for a remodel and addition to the garage/guest house accessory building, including requests for exceptions to zoning standards, at 548 Marina Avenue in the R-1A.

c.         Public Hearing:  Approval of the Annual Report/Management Plan from the Coronado Tourism Improvement District (CTID) Advisory Board and Adoption of a Resolution of the City Council of the City of Coronado Declaring Its Intent to Continue to Levy Two One-Half Percent (0.5%) Assessments on Four Hotel Businesses Within CTID I and CTID II During Fiscal Year 2019-20.  (Pg 193) The Council approved the Annual Report and Management Plan of the CTID Advisory Board and adopted the resolution declaring its intention to continue to levy assessments during Fiscal Year 2019-20 on certain hotel businesses within Coronado Tourism Improvement District I and Coronado Tourism Improvement District II.

d.         Public Hearing:  Approval of a Resolution Adopting a Revised Regional Transportation Congestion Improvement Program Fee to Mitigate the Impacts of Development of Residential Units on the San Diego Regional Transportation Arterial System for FY 2019/20.    (Pg 231) The Council held a public hearing and approved the resolution adopting a revised schedule for a Regional Transportation Congestion Improvement Program fee to mitigate the impacts of development of residential units on the San Diego Regional Transportation Arterial System for FY 2019/20, increasing the existing Uniform Transportation Mitigation fee by two percent, from $2,483.48 to $2,533.15, for each newly constructed residential unit.

 

10.       CITY COUNCIL:

b.         Receive Report from the City Council Subcommittee on the Community Grant Program and Provide Direction, As Needed. (Pg 249) The Council received a report from the Council subcommittee and directed the subcommittee to incorporate the feedback from Council members and present a new proposal at the next Council meeting.

c.         Select a Preferred Alternative and Award a Design Contract to Nasland Engineering for an Amount Not to Exceed $150,000 for Ocean Boulevard Sidewalk and Street Improvements.  (Pg 269) This item was continued to a future meeting.

d.         Receive the Coronado Aquatic Facility Operational Audit (Study) and Direct Staff to Initiate Implementation of Study Recommendations Including Daily Use Fee Increase, No Fee Increase for Annual Passes, and Negotiation of Use Agreements with Coronado Swim Association and Legacy Swim Academy.  (Pg 283) The Council received the Aquatic Facility’s Operational Study and directed staff, with input from the Parks and Recreation Commission, to initiate implementation of study recommendations including a fee increase for daily use, no fee increase for annual passes, and negotiation of use agreements with Coronado Swim Association and Legacy Swim Academy.

**e.     Review Proposed Rate Adjustments for Solid Waste and Recycling and Set a Public Hearing as Required by Proposition 218.  (Pg 343) The Council reviewed proposed rate adjustments for solid waste and recycling and scheduled a public hearing for June 18, 2019.
