5.         CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2016-2017.  (Pg 7) Approved.

c.         Approve Two Special Requests for Plaques in Recognition of Civic Contributions made by Francette Roeder and Bill Hiscock in the Vision and Realization of the John D. Spreckels Center and Bowling Green.  (Pg 55) The Council authorized staff to proceed in the development and installation of a bench plaque in recognition of Francette Roeder, and a ground plaque in recognition of Bill Hiscock, for their volunteer work in association with the John D. Spreckels Center and Bowling Green.

d.         Accept the Cultural Arts Commission’s Annual Report for 2016 and Work Plan for 2017.  (Pg 61) The Council accepted the Cultural Arts Commission’s Annual Report for 2016 and Work Plan for 2017.

e.         Approve the Orange Avenue Corridor Street Light Poles “Celebrating Local Artists” Banner Designs as Recommended by the Cultural Arts Commission.  (Pg 77) The Council approved the “Celebrating Local Artists” banner designs for installation on the Orange Avenue median from First Street through Avenida de las Arenas from early April through early June 2017. The Council also directed staff to provide an annual review of the program at the end of next summer.

f.          Adoption of a Resolution Authorizing the Destruction of Certain Documents Located in the Departments of City Clerk, City Manager, Fire, Police, Public Services & Engineering, and Recreation/Golf.  (Pg 81) The Council continued the item to a future meeting.

g.         Approval of Transferring a Total of $3,615.62 of Unclaimed Monies to the General Fund Revenue.  (Pg 109)  Approved.

h.         Authorize the City Manager to Execute a Cooperative Purchase Agreement in an Amount Not to Exceed $62,558 for the Purchase of Furniture for the John D. Spreckels Center.  (Pg 113) The Council authorized the City Manager to execute the purchase agreement.

 

8.       PUBLIC HEARINGS

a. Public Hearing: Adoption of a Resolution Approving a ONe-Lot Tentative Parcel Map to Allow for Condominium Ownership of Two Residential Units for the Property Addressed as 748-750 G Avenue in the R-3 (Multiple Family Residential) Zone (PC 2016-10). (Pg 121) The Council adopted the resolution.

b. Public Hearing: Adoption of a Resolution Approving a Two-Lot Tentative Parcel Map to Allow for Condominium Ownership of Four REsidential Units for the Property Addressed as 876 E Avenue in the R-3 (Mulitiple Family Residential) Zone(PC 2016-12). (Pg 145). The Council adopted the resolution.

c.         Public Hearing:  Adoption of a Resolution Approving a Two-Lot Tentative Parcel Map to Allow for Condominium Ownership of Four Residential Units for the Property Addressed as 956-960 F Avenue in the R-3 (Multiple Family Residential) Zone (PC 2016-12).  (Pg 145) The Council adopted the resolution. 

 

10.       CITY COUNCIL:

b.         Report on Multi-Year Financial Forecast through Fiscal Year 2022 for the General Fund.  (Pg 163) The Council received the report on multi-year projections for the General Fund.

c.         Adopt a Resolution Declaring an Emergency and Ratifying Actions Taken in Response to the Glorietta Sewer Main Emergency Repairs and Give the City Manager Authority to Forego the Competitive Bidding Processes in the Procurement of Construction Services to Repair the Sewer Main.  (Pg 169) The Council adopted the resolution.

d.         Authorization for the City Manager to Execute the Agreement with Caltrans and to Negotiate a Contract Fee with Siemens Industry, Inc. for the Design, Installation, Operations, and Maintenance Service for State Route 75 Adaptive Signals/“Smart Stoplights” in the Vicinity of Naval Amphibious Base Project.  (Pg 179) The Council authorized the City Manager to execute the agreement with Caltrans and authorized the City Manager to negotiate a turn-key contract with Siemens Industry, Inc. for the adaptive signals/smart stoplights project for four intersections on State Route 75.

e.         Approve the Recommendation of the Cultural Arts Commission to Install Graphic Design Wraps on Two Portable Restroom Trailers in Spreckels Park.  (Pg 191) The Council approved the Cultural Arts Commission’s recommendation for graphic design wraps for two portable restroom trailers in Spreckels Park and authorized City staff to order and schedule installation prior to the commencement of the 2017 Coronado Flower Show on April 7, 2017.

 

12.       COMMUNICATIONS - WRITTEN:

a.           Consideration of Councilmember Donovan and Councilmember Sandke’s Request to Agendize a Review of the City’s Ordinance Regarding Transitional Housing.  (Pg 203) The Council agreed to place the matter on a future agenda.

b.           Approve Sending Letter of Support for SB 480 (Hueso) San Diego-Coronado Bridge Safety Barriers.  (Pg 207) The Council approved sending a letter of support.
