City Council Actions from April 4, 2017

 

  5.        CONSENT CALENDAR:   

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2016-2017.  (Pg 7) Approved.

c.         Award a Construction Contract for the Bradley Field/Vernetti Stadium Shade Structure to NEWest Construction, Inc. in the Amount of $57,000 and Appropriate an Additional $31,000 from Fund 400 to the Project.  (Pg 59) The Council awarded the contract and appropriated an additional $31,000 from Fund 400 to the project.

d.         Award a Construction Contract to Firestone Builders, Inc. in the Amount of $141,000 for Recarpeting of the Police and Emergency Operations Center Buildings and Request an Additional $46,000 to Complete this Project.  (Pg 61) The Council awarded the contract and appropriated an additional $46,000 to complete the project.

e.         Award of Construction Contract to Grace Builders, Inc. in the Amount of $78,900 for the Public Services Office Carpet Replacement and Conversion of Two Open Spaces to Private Offices.  (Pg 63) The Council awarded the contract.

f.          Authorize the City Manager to Execute Construction Change Orders Cumulatively in Excess of 10% of the Original Contract Amount for the Bandel Storm Water Pump Station Rehabilitation Project.  (Pg 65) The Council authorized the City Manager to approve the construction change orders but within the Capital Improvement Program (CIP) appropriation of $370,000 for the Bandel Storm Water Pump Station Rehabilitation project. 

g.         Update on Actions Taken in Response to the Glorietta Sewer Main Emergency Repairs and Request for Vote to Continue the Repairs.  (Pg 67) The Council accepted the report and voted to continue the repairs to address the emergency.

h.         Authorization for the City Manager to Execute a First Amendment to a Lease Agreement Between AT&T and the City of Coronado Allowing the Replacement of an Existing Cellular Tower and Equipment Building at the Main Fire Station at 1001 Sixth Street. (Pg 71) The Council authorized the City Manager to execute the First Amendment to the Lease Agreement.

 

 8.        PUBLIC HEARINGS

a.         Public Hearing:  Per Established Council Policy, Adopt a Resolution Implementing the Annual Indexed Adjustments to Police, EMS/Ambulance, and Development-Related User Fees, and to the Wastewater Capacity Fees for Fiscal Year 2017-18.  (Pg 83) Per established Council Policy, the City Council adopted the resolution, increasing EMS/Ambulance fees, Police Services fees and Development-related user fees by 2 percent, and Wastewater Capacity fees by 1.93 percent.

 

10.       CITY COUNCIL:

b.         Informational Report on the City of Coronado’s Ordinance Regarding Transitional Housing.  (Pg 151) This report was for information only.  No action was recommended or taken.

c.         Provide Direction to Present a Plan to Suspend Collection of the City’s Business License Tax and Present a Plan for a Business Registration Program to Verify Business Activity with an Associated One-Time Fee.  (Pg 171) The Council directed staff to draft a resolution to suspend collection of the City’s Business License Tax and prepare a report on a Business Registration Program to verify business activity in Coronado with an associated one-time fee.

d.         Authorize the City Manager to Execute Contracts with the San Diego Metropolitan Transit System to Operate the Free Summer Shuttle and a Free Fourth of July Bus Between the Cays and the Community Center; and a Contract with Loews Coronado Bay Resort to Operate the Cays Curbside Shuttle Service and Allocate $56,500 to Fiscal Year 2016-17 for these Services.  (Pg 217) The Council authorized the execution of a contract with San Diego Metropolitan Transit System (MTS) to operate the Free Summer Shuttle from May 27 through September 4, 2017, at 15-minute intervals; authorized the execution of a contract with MTS to operate a free bus service from the Cays Fire Station to the Community Center on the Fourth of July from 8 a.m. to 11 p.m., at 30-minute intervals; authorized the execution of a contract with Loews Coronado Bay Resort to operate the Cays Curbside Shuttle Service from May 27 through September 4, 2017; and appropriated $56,500 to FY 2016-17 for these services.

e.         Affirm Specific Location of Vehicle Speed Feedback Sign on Third Street Prior to F Avenue Intersection.  (Pg 225) The Council affirmed the April 19, 2016, City Council approval of locations for Vehicle Speed Feedback signs along Third and Fourth Streets, and Alameda Boulevard.; specifically, the “Zone 2” sign location on Third Street, approaching F Avenue. Council directed staff to bring the matter back for review in four months.

f.          Review Proposed Rate Adjustments for Solid Waste and Recycling and Set a Public Hearing.  (Pg 235) The Council reviewed proposed rate adjustments for solid waste and recycling and schedule a public hearing for June 6, 2017.

g.         Provide Direction on Assembly Bill 805 (SANDAG Bill).  (Pg 247) The Council received a report and directed staff to file comments in opposition to the bill.
