City Council Actions from March 7, 2017


a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2016-2017.  (Pg 7) Approved.

c.         Acceptance of the north Silver Strand Fence Improvement Project and Direction to the City Clerk to File a Notice of Completion.  (Pg 59) The Council accepted the project and directed the City Clerk to file a Notice of Completion.

d.         Approval of Transferring a Total of $3,618 of Unclaimed Monies to the General Fund Revenue.  (Pg 61) The Council removed the item from the agenda to try to contact a local individual on the list who has unclaimed funds. The matter will be brought back for consideration at a future meeting.

e.         Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending December 31, 2016.  (Pg 65) The Council examined the quarterly Reports on Investments and ordered them filed.

f.          Authorization to Transmit the 2016 Annual Housing Element Progress Report to the State Office of Housing and Community Development.  (Pg 83)  The Council authorized transmission of the 2016 Annual Housing Progress Report to the State Office of Housing and Community Development. 

g.         Authorization for the City Manager to Execute a Reimbursement Grant Agreement with the San Diego Association of Governments in the Amount of $2,349 to Co-Fund a “Bike to a Movie” Night as a Bicycle Encouragement and Education Event.  (Pg 91) The Council authorized the City Manager to execute the grant agreement and directed staff to move forward with the Bike to a Movie Night.

h.         Schedule Special City Council Meeting on May 9, 2017, for Fiscal Year 2017-2018 Budget Workshop.  (Pg 93) The Council scheduled a special City Council meeting for May 9, 2017, at 4 p.m. to discuss the Fiscal Year 2017-2018 budget.

i.    Report on Reactivation of a Staff-Level San Diego Bay Sea Level Rise Adaptation Working Group.  (Pg 95) The Council received the report.


10.       CITY COUNCIL:

b.         Adoption of a Resolution to Designate a Red Curb/Stripe No Parking Zone Along a Portion of Port of Spain Road.  (Pg 109) The Council adopted the resolution and directed staff to stripe the east side of the road, which results in fewer lost parking spaces than striping the west side.

c.         Consideration of an Encroachment Permit Regarding Private Improvements (Fence) Within the Public Right-of-Way Adjacent to 715 Ninth Street.  (Pg 129) The Council approved the encroachment permit application for mortared pavers to remain as currently situated with the condition that the fence be relocated in such a way that the front face of the fence posts rest a minimum of two feet behind the back of sidewalk.

d.         Review and Acceptance of the 2015 Annual Traffic Report.  (Pg 149) The Council reviewed and accepted the 2015 Annual Traffic Report.

e.         Consideration of Revised State Law Regarding Accessory Dwelling Units and Provide Direction to Harmonize Local Standards with State Law.  (Pg 197) The Council reviewed the memorandum, considered the recommendations, and directed staff to draft code amendments to harmonize local standards with state law and schedule public hearings with the Planning Commission and City Council for future review, consideration and approval.



a.         Consideration of Mayor Bailey and Councilmember Benzian’s Request to Agendize a Review of the City’s Business License Requirements.  (Pg 213) The Council agreed to place the matter on a future agenda for consideration.
