City Council Actions from March 2, 2021

 

5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda. (Pg 7) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-2021. (Pg 9) Approved.

c.         Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending December 31, 2020. (Pg 27) The Council examined the quarterly Reports on Investments and ordered them filed.

d.         Introduction and First Reading of “An Ordinance of the City Council of the City of Coronado, California, Amending Section 8.04.070, Subsection (A)(3), of the City of Coronado Municipal Code Regarding Procurement Requirements.” (Pg 45) The Council introduced the ordinance amending Section 8.04.070, Subsection (A)(3) of the City of Coronado Municipal Code Regarding Procurement Requirements and directed the City Clerk to read the title of the proposed ordinance.

e.         City Management’s Approach, Principles, Applied Techniques, and Timeline for Preparation and Implementation of the Fiscal Year 2021-22 Financial Plan. (Pg 51) The Council received the report on the recommended approach and principles for preparing the FY 2021-22 financial plan.

f.          Receive Fiscal Year 2021-22 Budget Calendar. (Pg 55) The Council received the Fiscal Year 2021-22 Budget Calendar.

 

8.         PUBLIC HEARINGS: 

a.         Introduction and First Reading of “An Ordinance of the City Council of the City of Coronado Amending Section 86.56.105 of the Coronado Municipal Code to Clarify that New Development Projects that include a New Single-Family Residence and an Accessory Dwelling Unit (ADU) are Required to Comply with Floor Area Ratio and Other Applicable Development Standards” Contained in the City’s Zoning Ordinance.  (Pg 59) The Council introduced the proposed ordinance amendment.

 

10.       CITY COUNCIL:

b.         Consideration of Appointment of One New Member to the Cultural Arts Commission to Serve the Remainder of a Term to Expire December 31, 2021.  (Pg 73) The Council appointed Teresa Espaniola to the Cultural Arts Commission to serve the remainder of a term to expire December 31, 2021.

c.         Consideration of Appointment of One New Member to the Historic Resource Commission to Serve the Remainder of a Term to Expire December 31, 2021.  (Pg 83) The Council appointed Mary Lanman Farley to the Historic Resource Commission to serve the remainder of a term to expire December 31, 2021.

d.         Consideration of Appointment of One New Member to the Street Tree Committee to Serve the Remainder of a Term to Expire October 31, 2023. (Pg 95) The Council appointed Mary Berube to the Street Tree Committee to serve the remainder of a term to expire October 31, 2023.

**e.     Consideration of a One-Time Extension of Board, Commission, and Committee Member Terms Due to the COVID-19 Pandemic.  (Pg 107) The Council extended the terms of all board, commission, and committee members by one year.

f.          Update Regarding the Police Department’s Approach to Engaging the Homeless.  (Pg 109) The Council received and filed the report.

**g.     Report on Multi-Year Financial Forecast Through Fiscal Year 2025-26 for the General Fund.  (Pg 113) The Council received the report on multi-year projections for the General Fund.

h.         Fiscal Year 2021-2022 Workload Report.  (Pg 121) The Council reviewed the status of Fiscal Year 2021-22 workload.
