5.         CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2019-2020 and Fiscal Year 2020-2021.  (Pg 3) Approved.

c.         Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado Amending Chapter 1.20, Section 1.20.060 (A-I) and Section 1.20.070 (A-P) of Title 1 of the Coronado Municipal Code Regarding Conflict of Interest.”  (Pg 23) The Council adopted an ordinance amending Chapter 1.20, Section 1.20.060(A-I) and Section 1.20.070(A-P) of Title 1 of the Coronado Municipal Code regarding Conflict of Interest.

d.         Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado to Amend Section 90.10.100(c)(2) of the Coronado Municipal Code to Allow Second-Story Additions in the Coronado Cays Specific Plan Village Residence Zone.”  (Pg 35) The Council adopted an ordinance to amend Section 90.10.100(c)(2) of the Coronado Municipal Code to allow second-story additions in the Coronado Cays Specific Plan Village Residence Zone.

e.         Authorization to Award a Work Order to Psomas for a Not-To-Exceed Amount of $199,826 for the Design of the First Street Storm Drain Pump Station Project.  (Pg 41) The Council authorized the City Manager to execute an agreement with Psomas for a not-to-exceed amount of $199,826 for the design of the First Street Storm Drain Pump Station project. 

f.          Award a Contract to American Asphalt South, Inc. in the Amount of $378,098 for Street Preventive Maintenance Fiscal Year 20/21 Project; Authorize a Work Order to Kleinfelder in an Amount Not-To-Exceed $14,000 for Materials Inspection and Testing Services; and Appropriate an Additional $145,100 to the Project Budget.  (Pg 43) The Council (1) awarded a contract to American Asphalt South Inc. in the amount of $378,098 for construction of the Street Preventive Maintenance FY 20/21 project and all additive bid items; (2) authorized a work order to Kleinfelder in an amount not-to-exceed $14,000 for construction inspection/testing services; and (3) appropriated an additional $145,100 to the project budget.

g.         Appropriate an Additional $100,000 from the Wastewater Fund to the Parker Pump Station Replacement Project.  (Pg 53) The Council approved an additional appropriation of $100,000 from the Wastewater Fund to the Parker Pump Station Replacement project.

h.         Authorize the City Manager to Execute a Professional Service Agreement with Moffit & Nichol for a Sea Level Rise Vulnerability Assessment and Adaptation Plan in the Amount of $243,100.  (Pg 55) The Council authorized the City Manager to execute a professional services agreement with Moffatt & Nichol for the development of a Sea Level Rise Vulnerability Assessment and Adaptation Plan in the amount of $243,100.

i. Approval of “A Resolution of the City Council of the City of Coronado Authorizing the Receipt and Appropriation of $23,129 in Funds Provided by the Fiscal Year 2019 State Homeland Security Program (SHSP) Through the County of San Diego.”(Pg 57) The Council approved a resolution authorizing the receipt and appropriation of $23,129 in funds provided by the Fiscal Year 2019 State Homeland Security Program through the County of San Diego.

j.          Approval of “A Resolution of the City Council of the City of Coronado Authorizing the Receipt and Appropriation of Fiscal Year 2019 Homeland Security Grant-Urban Area Security Initiative Funds in the Amount of $19,840.”  (Pg 61) The Council approved a resolution authorizing the receipt and appropriation of Fiscal Year 2019 Homeland Security Grant-Urban Area Security Initiative Funds in the Amount of $19,840.

k.         Approve the Recommendation of the Cultural Arts Commission to Install Coronado MainStreet Banners on the Orange Avenue Corridor Street Light Poles September 15 through November 29, 2020, in Promotion of Coronado’s Business Community.  (Pg 65) The Council approved the recommended designs and installation schedule for banners on the Orange Avenue median from First Street through Avenida de las Arenas from September 15 through November 29, 2020.

l.          Authorize the City Manager to Execute a Cooperative Purchasing Agreement with Motorola Solutions for Emergency Communications Equipment in the Amount of $57,674.  (Pg 69) The Council authorized the City Manager to execute a cooperative purchasing agreement with Motorola Solutions in the amount of $57,674 to replace 11 radios and accessories used to support first responders.

m.        Filing of the Treasurer’s Reports on Investments for the City and the Successor Agency to the Community Development Agency for the City of Coronado for the Quarter Ending June 30, 2020.  (Pg 71) The Council examined the quarterly Reports on Investments and ordered them filed.

n.         Consideration of Approval of the Seventh Amendment to the City Manager Employment Agreement with Blair King Related to Compensation.  (Pg 87) The Council authorized the Mayor to execute an amendment to the City Manager Employment Agreement reflecting a 2.75% increase in base salary, an additional annual contribution in the amount of $5,000 to a qualified Section 457 Plan effective the first pay period after July 1, 2020 and establishing an annual leave accrual of 232 hours.

 

10.       CITY COUNCIL:

b.         Presentation of the Aesthetics and Visual Simulations of the Golf Course Water Recycling and Turf Care Facility Project.  (Pg 91) The Council received a report on the aesthetics and visual simulations of the Golf Course Water Recycling and Turf Care Facility project and directed staff to install story poles on the Golf Course at the Bayside location, using Building Layout A.

c.         Update on the Release of the Final Environmental Impact Report for the Airport Land Use Compatibility Plan for Naval Air Station North Island.  (Pg 113) The Council received an update on the release of the Final Environmental Impact Report for the Airport Land Use Compatibility Plan for Naval Air Station North Island and directed staff to ...
