City Council Actions from April 21, 2020



a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 61) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2019-20.  (Pg 63) Approved.

c.         Approval of Transferring a Total of $3,659 of Unclaimed Monies to the General Fund Revenue. (Pg 83) Approved.

d.         Accept the SR-75 Median Improvements (RH Dana Place to Pomona Avenue) Project and Direct the City Clerk to File a Notice of Completion. (Pg 87) The Council accepted the SR-75 Median Improvements (RH Dana Place to Pomona Avenue) project and directed the City Clerk to file a Notice of Completion.

e.         Authorize the Award of a Contract to Pro Installations, Inc., dba Prospectra Contract Flooring for the Library Carpet Replacement Project in an Amount of $224,755. (Pg 89) The Council authorized the City Manager to award a contract to Pro Installations, Inc., dba ProSpectra Contract Flooring for the Library Replacement Project in an amount not to exceed $224,755. 

f.          Adoption of a Resolution of the City Council of the City of Coronado Approving the 2020 Coronado Apartment Vacancy Factor Pursuant to Subsection 82.40.100(F) of the Coronado Municipal Code. (Pg 91) The Council adopted the resolution adopting the 2020 Coronado Apartment Vacancy Factor pursuant to Subsection 82.40.100(F) of the Coronado Municipal Code at 1%.

b.         Approval of the Annual Report/Management Plan from the Coronado Tourism Improvement District (CTID) Advisory Board and Adoption of a Resolution of the City Council of the City of Coronado Declaring its Intent to Continue to Levy Two One-Half Percent (0.5%) Assessments on Four Hotel Businesses within CTID I and CTID II During Fiscal Year 2020-21. (Pg 99) The Council approved the Annual Report and Management Plan of the CTID Advisory Board and adopted the resolution declaring its intention to continue to levy assessments during Fiscal Year 2020-21 on certain hotel businesses within Coronado Tourism Improvement District I and Coronado Tourism Improvement District II; and set the public hearing date of Tuesday, May 19, 2020, to hear protests from the assessed properties.

c.         Review of 2019 California Housing Legislation Including New Accessory Dwelling Unit (ADU) Regulations. (Pg 137) The Council received the report and directed staff to craft language related to new Accessory Dwelling Unit (ADU) regulations that will be included in a proposed ADU ordinance update to require replacement parking and/or parking in the coastal zone to protect public access. The Council also directed staff to work with the City attorney to analyze and determine the City’s ability to apply local control on how far it should apply to a new development which includes ADUs and, in the interim, that staff approve primary dwelling units separate from ADUs.

d.         Local Business Lifeline Loan Program. (Pg 159) The Council approved the implementation of the Business Lifeline Loan Program with the following steps: 1) adopt a Resolution of the City Council reserving $2 million in General Funds for the purpose of providing lifeline business loans; 2) authorize the City Manager to enter into an agreement with Cal Private Bank to provide loan servicing and other related services; 3) approve the Tiered Classifications of Coronado Businesses; 4) approve loan terms for Tier I Businesses: $15,000 for each business, defined as discrete individual storefronts, maximum Loan Term 60 months, zero percent interest with consideration of loan forgiveness depending upon circumstances, no loan to collateral percentage, evidence of application for Federal or State COVID-19 related business assistance; 5) suspend the Lifeline Loan Program if not totally subscribed within two months of initiation; and 6) provide proof of payment of local sales tax as a condition of the loans.

e.         Community COVID-19 Testing. (Pg 177) The Council directed staff to develop and implement a cost neutral independent Coronado-centered Community COVID-19 Testing Program in partnership with a health care provider and collect pertinent aggregate data and to inform the San Diego County Health and Human Services Agency.
