City Council Actions from November 6, 2018

 

 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 3) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2018-2019.  (Pg 5) Approved.

c.         Accept the Transbay Pump Station Evaluation and Repairs Phase 1 Project and Direct the City Clerk to File a Notice of Completion.  (Pg 69) The Council accepted the Transbay Pump Station Evaluation and Repairs Phase 1 project and directed the City Clerk to file a Notice of Completion.

d.         Authorize the City Manager to Increase Psomas’ Work Order 17-PSO-032 by $93,615 for Professional Engineering Design Services for Two Blocks Along Fourth Street as a Demonstration Project for the Larger Neighborhood Lighting and Street Improvements Along Third/Fourth Streets Project.  (Pg 71) The Council authorized the City Manager to increase Psomas’ Work Order 17-PSO-032 by $93,615 for the final design of two blocks of Fourth Street (between I Avenue and Alameda Boulevard) as a demonstration project for the larger Neighborhood Lighting and Street Improvements project along Third and Fourth Streets.

**e.     Adopt a Resolution Approving the Amended and Restated Wastewater Disposal Agreement and Authorize the Mayor to Sign the Agreement.  (Pg 73) The Council adopted the resolution approving the amended and restated Wastewater Disposal Agreement and authorizing the Mayor to sign the agreement.

f.          Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado Amending Chapters 20.40 and 20.41 of Title 20 of the Coronado Municipal Code Regulating the Permitting of Paratransit Vehicles (Taxicabs) and Paratransit Drivers.”  (Pg 147) The Council adopted the ordinance regulating the permitting of paratransit vehicles (taxicabs) and paratransit drivers.

g.         Approval of Holiday Time Off for Employees During December 2018 Consistent with Prior Years.  (Pg 169) The Council authorized an additional eight hours leave to City employees in conjunction with the Christmas or New Year’s holiday as in past years.

h.         Approve the Recommendation of the Cultural Arts Commission to Install Coronado Historical Banners on the Orange Avenue Corridor Street Light Poles January 5 Through March 31, 2019, in Celebration of the 50th Anniversary of the Coronado Historical Association.  (Pg 171) The Council approved the recommended designs and installation schedule for banners on the Orange Avenue median from First Street through Avenida De Las Arenas from January 5 through March 31, 2019.


i.        Authorize the City Manager to Award a Contract to Integrated Media Systems in the Amount of $178,317 for Construction of the Council Chamber Audio/Visual Update Project.(Pg 179) The Council authorized the City Manager to award a contract to Integrated Media Systems in the amount of $178,317 for Construction of the Council Chamber Audio/Visual Update Project.

**j.      Approval of Request from the Coronado Chamber of Commerce to Allow for Free Parking in all Commercial Zones from Monday, December 3, 2018, Through Tuesday, December 25, 2018.  (Pg 181) The Council approved the Coronado Chamber of Commerce request for free two-hour parking in all commercial zones for the holiday period from Saturday, December 1, through Tuesday, January 1, 2019.

 

10.       CITY COUNCIL:

b.         Confirm the Authority of Coronado Municipal Code Sections 52.32.100 and 52.32.110 for the Removal of Hazardous Trees and Acknowledge the Removal of Five Hazardous Eucalyptus Trees in Spreckels Park.  (Pg 185) The Council confirmed that Coronado Municipal Code Sections 52.32.100 and 52.32.110 are established Coronado policy and law for the removal of hazardous trees and acknowledge that under the authority of the Municipal Code five hazardous trees will be removed from Spreckels Park.

 

12.       COMMUNICATIONS - WRITTEN: 

**a.     Consideration of Councilmember Sandke’s Request that the City Council Agendize an Item to Discuss the Possible Modification of the Community Grant Process.  (Pg 197) The Council agreed to place the matter on a future agenda.

**b.     Consideration of Mayor Bailey’s Request that Staff Provide an Informational Report on the City’s Aquatic Center.  (Pg 201) The Council agreed to place the matter on a future agenda.

**c.     Consideration of Mayor Bailey’s Request that the City Council Agendize an Item to Evaluate the Definition or Classification of Counter-oriented Food and Beverage Service Establishments.  (Pg 205) The Council agreed to place the matter on a future agenda.
