City Council Actions from September 4, 2018

 

 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 5) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2017-2018 and FY 2018-2019.  (Pg 7) Approved.

c.         Authorize the City Manager to Issue a Request for Proposals for Geographic Information Systems (GIS) Professional Services as Needed and to Execute a Professional Services Agreement for GIS Services for a Not-to-Exceed Amount of $200,000.  (Pg 61)    The Council authorized the City Manager to issue the Request for Proposals and to execute an agreement for a not-to-exceed amount of $200,000 for GIS services.

d.         Authorize the City Manager to Effectuate Installment and Construction of Improvements to Public Properties and Rights-of-Way Consistent with the 2002 and Amended 2008 Hotel del Coronado Master Plan and the Corresponding Development Agreement in Concert with the Hotel del Coronado.  (Pg 63) The Council authorized the City Manager to effectuate installment and construction of improvements to public properties and rights-of-way consistent with the 2002 and amended 2008 Hotel del Coronado Master Plan and Development Agreement in concert with the Hotel del Coronado.

**e.     Second Reading and Adoption of an Ordinance of the City Council of the City of Coronado, California, Amending Portions of the Coronado Municipal Code to Require Wireless Communication Facilities in all Zones to Comply with City Council Adopted Procedures.  (Pg 65) The Council adopted the ordinance to require wireless communication facilities to comply with City Council adopted procedures pertaining to the location, design, operation, and maintenance of wireless communication facilities.

f.          Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado, California, Replacing Section 70.90.030 of the Coronado Municipal Code to Add “Safe and Sane” Fireworks to the Definition of Prohibited “Fireworks” Under the City Fire Code.”  (Pg 71) The Council adopted the ordinance to add “safe and sane” fireworks to the definition of prohibited “fireworks” under the City Fire Code.

 

 8.        PUBLIC HEARINGS

a.         Public Hearing Continued from July 17:  Consideration of the Revised Draft Active Transportation Plan for Adoption.  (Pg 79) The Council (1) closed the public hearing; (2) deliberated; (3) adopt the Active Transportation Plan with the following changes:

  • update the cost figures on Staff Report Pages 180 and 181;
  • install as few signs as legally required for the bicycle markings on streets where the Council agreed to move forward with those;
  • make two changes at the Isabella and Ocean avenues intersection to install the “comma-shaped” turning delineator and eliminate the rapid-flashing beacons at the crosswalks.

b.         Public Hearing: Approval of a Historic Alteration Permit for an Addition, Including Exceptions to Zoning Standards, at 855 Alameda Boulevard in the R-1A (Single Family Residential) Zone (HAP 2018-10).  (Pg 209) The Council adopted the resolution approving a request for a Historic Alteration Permit for an addition, including exceptions to zoning standards, for the property located at 855 Alameda Blvd., in the R-1A.

c.         Public Hearing: Approval of a Historic Alteration Permit for an Addition, Including Exceptions to Zoning Standards, at 535 Ocean Boulevard in the R-1A (Single Family Residential) Zone (HAP 2018-11).  (Pg 243) The Council adopted a resolution approving a request for a Historic Alteration Permit for an addition, including exceptions to zoning standards, for the property located at 535 Ocean Blvd. in the R-1A Zone.

 

10.       CITY COUNCIL:

b.         Consideration of Appointment of Two New Members to the Library Board of Trustees.  (Pg 289) The Council appointed Karen Strouse and Frederick Zarndt to the Library Board of Trustees to each serve a three-year term that will expire August 31, 2021.

c.         Review the Utility Undergrounding Master Plan and Direct Staff to (1) Conduct a Community Meeting and (2) Return to the City Council with an Implementation Plan Focused on Undergrounding the Highest Two Ranked Areas.  (Pg 305) The Council reviewed and accepted the independent, third-party analysis and program prioritization developed by Harris & Associates for the Coronado Utility Undergrounding Master Plan and directed staff to (1) reevaluate the Silver Strand area using the criteria the Harris analysis lays out, (2) hold the public workshop to address concerns from the community, (3) prepare and return to the City Council an implementation plan focused on undergrounding the highest ranked areas based on the Harris Plan and community feedback.

**d.     Consideration of an Encroachment Permit for Private Improvements (Fence) within the Public Right-of-Way Adjacent to 315 Seventh Street.  (Pg 385) The Council approved the encroachment permit application for the fence with the condition that all improvements (fence and mailbox) be relocated in such a way that they are a minimum of two feet behind the back of the sidewalk.

**e.     Authorize Staff to Expand the Use of Alert San Diego as the Official Community Mass Notification System and Authorize the City Manager to Sign an Agreement with the County of San Diego Relative to the Use of the Wireless Emergency Alerting System.  (Pg 403) The Council authorized staff to expand the use of Alert San Diego, as well as authorize the City Manager to sign an agreement with the County of San Diego to ensure access to the Wireless Emergency Alerting System.
