City Council Actions from June 5, 2018

 

 5.        CONSENT CALENDAR: 

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2017-2018.  (Pg 3) Approved.

**c.     Adoption of a Resolution to Designate a Blue Curb Parking Zone in Front of 1021 E Avenue.  (Pg 75) The Council continued the item to the June 19, 2018.

d.         Adoption of a Resolution to Designate a 12-Minute Green Curb Parking Zone in the 1000 Block of Ninth Street.  (Pg 85) The Council adopted the resolution.

e.         Authorize an Encroachment Permit for a Proposed Pedestrian Ramp on the Adella Avenue Frontage of the Coronado Beach Resort at 1415 Orange Avenue. (Pg 95) The Council authorized the encroachment permit for the construction of the proposed pedestrian ramp.

f.          Authorize the City Manager to Execute an Agreement for Professional Services with California Yacht Marina for the Management of the Glorietta Bay Marina.  (Pg 117) The Council authorized the City Manager to execute a five (5) year professional services agreement with California Yacht Marina LLC for the management and operation of the Glorietta Bay Marina.

**g.     Receive Report for the 12-Month Trial Suspension of the Decal Parking Permit Zone.  (Pg 143) The Council received a report on the 12-month trial period for the suspension of the Decal Parking Permit Program, and directed staff to return to the June 19, 2018, meeting with options for lifting the suspension in some areas and continuing it in other areas.

h.         Approve Sending a Letter of Support for SB 1151 (Bates) Neighborhood Electric Vehicles in County of San Diego.  (Pg 153) The Council approved sending a letter of support.

i. Approve Sending Letters of Support for SDG&E Applications for Grant Funding under AB 1082 and AB 1083 (Burke) Electric Vehicle Charging Infrastructure. (Pg 163) The Council approved sending letters of support.

 

 8.        PUBLIC HEARINGS

a.         Public Hearing:  Approval of a Historic Alteration Permit for Reconstruction of Landscape Structures, Including Exceptions to Zoning Standards, at 711 A Avenue in the R-1A (Single Family Residential) Zone (HAP 2018-09) (Pg 173) The Council adopted the resolution approving a request for a Historic Alteration Permit, including exceptions to zoning standards related to setbacks, for the property located at 711 A Ave. in the R-1A Single Family Residential Zone.

b.         Public Hearing:  Adoption of “A Resolution of the City Council of the City of Coronado Adopting the TransNet Local Street Improvement Program of Projects for Fiscal Years 2018-19 Through 2022-23.”  (Pg 197) The Council approved the proposed Program of Projects to be included in the Regional Transportation Improvement Program to receive TransNet funding over the next five years; and adopted a resolution adopting the TransNet Local Street Improvement Program of Projects for Fiscal Years 2018-19 through 2022-23.

 

10.       CITY COUNCIL:

b.         Approve Resolutions (A) Adopting the City of Coronado Annual Budget for FY 2018-19; (B) Setting the Annual Appropriations (Gann) Limit; and (C) Approving the Policy on Fund Balance and the Size and Use of Committed Fund Balance.  (Pg 213) The Council approved the following resolutions: (A) A resolution adopting the Financial Plan and Budget for the Fiscal Year 2018-19, fixing and declaring the budget for the various departments and for Capital Improvement Projects, and appropriating money from the treasury for such purposes; (B) A resolution approving and adopting the Annual Appropriations Limit for Fiscal Year 2018-19; and (C) A resolution approving the policy on fund balance and the size and use of Committed Fund Balance.

**c.     Authorize the City Manager to Execute a Golf Course Food and Beverage Concession Agreement with Feast & Fareway, LLC.  (Pg 237) The Council authorized the City Manager to execute a Golf Course Food and Beverage Concession Agreement with Feast & Fareway for the provision of food and beverage services at the Coronado Municipal Golf Course.

d.         Authorize the Design and Development of Plans and Specifications and Permits for the Coronado Gateway Signage and Maintenance Project.  (Pg 295) The Council authorized staff to complete the design and development of plans and specifications and permits for the Coronado Gateway Signage and Maintenance project, and directed staff to remove any signage or wording above the wing.

**e.     Adopt a Resolution Requesting that SANDAG Amend the TransNet Expenditure Plan to Repurpose the $25 Million Designated for Construction of the Coronado Tunnel for Congestion and Traffic Safety Improvements Along Arterial Highways and Roadways Within the City.  (Pg 297) The Council adopted a resolution requesting that the San Diego Association of Governments amend the TransNet Expenditure Plan to repurpose the $25 Million designated for construction of the Coronado Tunnel for Congestion and Traffic Safety Improvements along arterial highways and roadways within the City.

f.          Whether to Prohibit Vaping or the Use of Electronic Smoking Devices in Certain Outdoor Areas.  (Pg 301) The Council directed staff to draft an ordinance modifying the Coronado Municipal Code to prohibit vaping or the use of electronic smoking devices in the same manner as smoking of tobacco products for future consideration, and to include in the ordinance revisions to the Coronado Municipal Code that would include a more comprehensive definition of smoke and smoking, and the addition of a definition of electronic smoking devices.
