Council Actions June 7, 2022

5.         CONSENT CALENDAR:

  1. Approval of reading by title and waiver of reading in full of ordinances on this agenda.

Approved.

   b. Review and approve that the warrants, as certified by the City/Agency Treasurer, are all correct, just, and conform to the approved budget for Fiscal Year 2021-22.

Approved.

   c. The Council approved canceling the July 5, 2022, and August 2, 2022, regularly scheduled City Council meetings.

The Council approved canceling the first City Council meetings in July and August 2022 (July 5 and August 2) consistent with past practice.

   d.  Accept the fiscal year (FY) 2021-22 “Crossing Paths” public art project and direct the city Clerk to file a Notice of Completion.

   e.  Award of a professional services agreement to Nasland Engineering for a not-to-exceed amount of $84,700 for the design of the John D. Spreckels Center and Lawn Bowling Green Turf Replacement project.

The Council authorized the City Manager to execute a professional services agreement to Nasland Engineering for a not-to-exceed amount of $84,700 for the design of the John D. Spreckels Center and Lawn Bowling Green Turf Replacement project, and directed staff to return with alternatives that will show how the design would prevent the return of a fungus that had caused damage to the green.

   f.  Authorize the City Manager to execute an amendment to the Geographic Information System professional services agreement with Langan Engineering to exercise the first renewal option year; provide authority to the City Manager to execute future renewal options for years four and five of the agreement; and approve a contract sum up to $150,000 per year.

The Council authorized the City Manager to execute an amendment to the Geographic Information System professional services agreement to exercise the first renewal option (Year 3); provide authority to the City Manager to execute future renewal options for Years 4 and 5 of the agreement; and, authorized a not-to-exceed contract sum for $150,000 per year. 

   g.  Adoption of “a resolution of the City Council of the City of Coronado, California, adopting the Fiscal Year 2022-23 Road Maintenance and Rehabilitation Account proposed list of projects in accordance with the road repair and accountability act of 2017.”

   h.  California Senate Bill 1338, Community Assistance, Recovery and Empowerment (Care) Court Program

The Council adopted a resolution supporting Senate Bill 1338, the Community Assistance, Recovery and Empowerment (CARE) Court program.

 

8.         Public Hearings: 

   a.  Public hearing: Adoption of “a resolution of the City Council of the City of Coronado, California, adopting the Transnet Local Street Improvement Program of projects for Fiscal Years 2023 through 2027.”

The Council adopted the Transnet Local Street Improvement Program of Projects for Fiscal Years 2023 through 2027.

   b.  Public hearing: Request for a one-lot tentative parcel map to allow for condominium ownership of three residential units in the R-4 (Multiple Family Residential) zone for property addressed as 478 Orange Avenue, Coronado, California.

The Council adopted the resolution approving a one-lot tentative parcel map for condominium ownership of three residential units for the property addressed as 478 Orange Avenue, Coronado, California.

   c.  Public hearing: Request for a one-lot tentative map to allow for condominium ownership of ten residential units at 543-555 Orange Avenue 

The Council adopted a resolution approving a one-lot tentative map for condominium ownership of ten residential units for the property addressed as 543-555 Orange Avenue, Coronado, California.

   d.  Public hearing: Request for a one-lot tentative parcel map to allow for condominium ownership of three residential units at 924 D Ave.

   e.  Public hearing: consideration of a request for a Historic Alteration Permit, including a request for exceptions to zoning regulations at 1025 E Ave. (HAP 2022-03)

The Council approved the project with conditions and adopted a resolution approving a request for a Historic Alteration Permit and a request for exceptions to zoning standards at 1025 E Ave.

 

10.       City Council:

**b.     Adoption of resolutions (1) calling and giving notice of holding a General Municipal Election on Nov. 8, 2022, for the election of certain municipal officers, and (2) requesting the San Diego County Board of Supervisors to consolidate the city's General Municipal Election with the statewide General Election to be held on the same date.

The Council adopted (1) the resolution calling and giving notice of the holding of a General Municipal Election to be held on Tuesday, Nov. 8, 2022, for the election of certain officers as required by the provisions of the laws of the state of California relating to general law cities and (2) the resolution requesting the Board of Supervisors of the County of San Diego to consolidate a General Municipal Election to be held on Nov. 8, 2022, with the statewide General Election to be held on the same date pursuant to Section 10403 of the Elections Code. The Council directed the City Clerk to file copies of the appropriate resolutions with the San Diego County Board of Supervisors and the San Diego County Registrar of Voters.

   c.  Accept presentation from Library Board of Trustees recommending the elimination of Library overdue fines and provide direction as appropriate

The Council directed staff to eliminate Library overdue fines at the Coronado Public Library. 

  d.  Approve the Cultural Arts Commission Fiscal Year 2021-22 Annual Report and Fiscal Year 2022-23 Work Plan 

The Council approved the Cultural Arts Commission Annual Report for Fiscal Year (FY) 2021-22 and Work Plan for FY 2022-23. 

  **e.  Authorize the City Manager to execute a professional services agreement with DTA in the amount of $63,000 to prepare a development impact fee nexus study 

The Council authorized the City Manager to execute a professional services agreement, in a form approved by the City Attorney, with DTA to prepare a development impact fee nexus study.
