City Council Actions from Jan. 5, 2021


a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 7) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-2021.  (Pg 9) Approved.

**c.     Adoption of “A Resolution of the City Council of the City of Coronado to Establish Regulated Parking Zones,” to Replace ‘Parking Meter Zones,’ with the Conversion to License Plate Recognition (LPR) Parking Enforcement Technology.  (Pg 43) The Council adopted the resolution to establish regulated parking zones to replace ‘parking meter zones’ with council’s previous direction to remove parking meters and enforce Business District parking areas using License Plate Recognition (LPR) technology.

d.         Authorization to Award Work Orders to LaRoc Environmental for Storm Water and Wastewater Management Support Services in the Amount of $301,020.  (Pg 53) The Council authorized the City Manager to award two work orders to LaRoc Environmental for storm water and wastewater management support services for a combined total of $301,020.

e.         Authorize Award of Construction Contract to Jennette Company, Inc. in the Amount of $848,337 for the Trinidad Pump Station Replacement Project. The Council awarded a contract to Jennette Company, Inc. in the amount of $848,337 for construction of the Trinidad Pump Station Replacement project.

f.          Authorize a Contract Extension Through March 2021 to Urban Corps of San Diego for Landscape Maintenance and Refuse Services for Parks, Facilities, and Other Public Areas in an Amount Not to Exceed $135,000.  (Pg 57) The Council authorized the City Manager to extend the Urban Corps general services agreement for landscape and refuse services through March 2021 in an amount not to exceed $135,000 for various City parks, facilities, and other publicly owned areas.

g.         Approval of the Administrative Budget and the Recognized Obligation Payment Schedule (ROPS) for Fiscal Year 2021-22 Related to the Successor Agency’s Claim for Redevelopment Property Tax Trust Funds.  (Pg 59) The Council approved the Administrative Budget and the Recognized Obligation Payment Schedule for July 1, 2021 to June 30, 2022.

h.         Authorize the City Manager to Adjust Business Arrangements with City Concessionaires During the COVID-19 Pandemic.  (Pg 69) The Council authorized the City Manager to make modifications to agreements with City concessionaires through the duration of the declared public health emergency to account for the impacts to business operations due to the COVID-19 pandemic.

i.        Ratification of Legal Services Agreement with Sohagi Law Group for Special Legal Services.(Pg 71) The Council ratified the legal services agreement with Sohagi Law Group.



a.         Adopt “A Resolution of the City Council of the City of Coronado Finding Demcon Concrete Construction Inc. in Default of Contract No. 20-CO-ES-735 for the City Hall and Community Center HVAC Water Line Replacement Project.”  (Pg 77) The public hearing was opened and the item was continued to Jan. 19.

b.         Request for a Historic Alteration Permit for a Remodel and Addition, including a Request for Exceptions to Zoning Standards, at 1135 Loma Avenue (HAP 2020-11).  (Pg 87) The Council adopted a resolution approving a request for Historic Alteration Permit for a remodel, including a request for exceptions to zoning standards, at 1135 Loma Avenue in the R-1A (Single Family Residential) Zone.


10.       CITY COUNCIL:

b.         Approve Changes to the Fiscal Year 2020-21 Budget at Mid-Year.  (Pg 145) The Council received the report and approved the recommended Fiscal Year (FY) 2020-21 mid-year budget adjustments as follows:

c.         Consider Economic Development Options for Local Businesses in Response to COVID-19 Economic Impacts.  (Pg 159) The Council considered options to provide economic stimulus support for local businesses and authorized spending $20,000 for a Chamber of Commerce-led effort to establish a takeout dining promotion program, approved offering forbearance on loans through the Lifeline Business Loan program up to Dec. 31, 2021, and deferred reopening the Lifeline Business Loan program until a future date.

d.         Appointment of City Council Representatives to Serve on Boards, Committees, and Other Assignments.  (Pg 161) The Council ratified members to serve on Council/Mayoral appointed boards, committees, and other assignments, as follows:



a.         Consider Councilmember Tanaka’s Request, Pursuant to City Council Policy No. 9, for “Reconsideration of a Matter Upon Which the City Council has Voted;” then if the Council takes up the Reconsidered Item, Reconsider the City Council Action of December 1, 2020 to Authorize the Advertisement of a Construction Project to Widen the Sidewalk of Ocean Boulevard. (Pg 167) The Council approved the reconsideration and then continued the item until Jan. 19 to allow for public notification.
