City Council Actions from May 4, 2021


a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 13) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2020-2021.  (Pg 15) Approved.

c.         Accept the Street Preventive Maintenance Fiscal Year 2020-21 Project and Direct the City Clerk to File a Notice of Completion.  (Pg 35) The Council accepted the Street Preventive Maintenance FY 2020-21 project and directed the City Clerk to file a Notice of Completion.

d.         Approval to Transfer TransNet Funds from a Completed Regional Transportation Improvement Program (RTIP) Project to Other TransNet-Eligible Projects.  (Pg 37) The Council authorized staff to transfer TransNet funds from a completed Regional Transportation Improvement Program (RTIP) project to other TransNet-eligible projects.

e.         Authorization to Execute a Sole Source Agreement with Automated Merchant Systems, LLC (AMS) for Electronic Payment Processing Support and Services.  (Pg 39) The Council authorized the Interim City Manager to execute a sole source agreement with Automated Merchant Systems, LLC (AMS) to provide the City with electronic payment processing services and support.   

f.          Authorization to Negotiate and Enter into a Sole Source Lease and Service Agreement with Stryker Medical for Emergency Medical Equipment for Fire Services.  (Pg 43) The Council authorized the Interim City Manager to negotiate and execute a sole source agreement, in a form approved by the City Attorney, with Stryker Medical for an eight-year term for the lease of first responder medical equipment for Fire Services in the amount of $130,200 per year. 

g.         Authorization to Execute a Change Order to the Contract with JNE Polygraph in an Amount Not to Exceed $50,000 for Polygraph Services. (Pg 49) The Council authorized the Interim City Manager to execute a change order to the contract with JNE Polygraph in an amount not to exceed $50,000 for polygraph services for pre-employment background checks.  

h.         Authorization to Issue a Request for Proposals for Pre-Employment Background Investigative Services.  (Pg 51) The Council authorized staff to issue a Request for Proposals for qualified firms or individuals to provide background investigative services to the City for pre-employment background checks.


10.       CITY COUNCIL:

b.         Approval of the 2021 Legislative Policy Guidelines and Presentation by Emanuels Jones regarding State Legislation.  (Pg 53) The Council adopted the City of Coronado Legislative Policy Guidelines for 2021 and received a presentation from Coronado’s state lobbyist, Emanuels Jones & Associates. Council directed staff to include a new item on Page 74, Item F, under City/Navy relations of the document that supports the reintroduction of the passenger ferry as a commuter service to Naval Air Station North Island and other military installations.

c.         Approve Winn Room Renovation Design Concept “B”; Award a Professional Services Agreement to M. W. Steele Group in the Amount of $367,680; and Appropriate an Additional $375,400 for the Design of the Winn Room Renovation Project.  (Pg 75) The Council directed staff to develop a process to conduct a needs assessment for Council approval that clearly defines the type of uses and spaces needed in the community as well as the type of uses and spaces currently available to help the Council define what the City wants in a design going forward.

d.         Quarterly Tasks and Projects Progress Report.  (Pg 93) The Council received and filed the report.



  1. CONTINUED: Consideration of Councilmember Tanaka’s Request to Direct the Coronado Police Department to Investigate the Feasibility of Switching its Vehicles to Teslas or Some Other Similar All-Electric Vehicle. The Council took no action on the item.
