5.         CONSENT CALENDAR

a.         Approval of Reading by Title and Waiver of Reading in Full of Ordinances on this Agenda.  (Pg 1) Approved.

*b.          Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for Fiscal Year 2021-2022.  (Pg 3) Approved.

c.         Approve the Recommendation of the Cultural Arts Commission to Install Coronado Flower Show Banners on the Orange Avenue Corridor Street Light Poles from January through March 2022. (Pg 17) The Council approved the recommended designs and installation schedule for banners on the Orange Avenue medians from First Street through Avenida De Las Arenas from January through March 2022.

d.         Authorize the City Manager to Negotiate and Execute an Agreement for Professional Services with WaveRider Security, Inc. in an Amount Not to Exceed $201,000 for up to Five Years of Managed Operating System Patching Services.  (Pg 23) The Council authorized the City Manager to negotiate and execute an agreement, in a form acceptable to the City Attorney, with WaveRider Security, Inc. for managed operating system patching services.

e.         Approval of Holiday Time Off for Employees During December 2021 Consistent with Prior Years.  (Pg 49) The Council authorized an additional eight hours leave to City employees in conjunction with the Christmas or New Year’s holiday as in past years.

f.          Second Reading and Adoption of “An Ordinance of the City Council of the City of Coronado, California, Repealing Section 1.80.020 of the City of Coronado Municipal Code Regarding Election to Fill City Council Vacancy.”  (Pg 51) The Council conducted the second reading and adopted an ordinance repealing Section 1.80.020 of the City of Coronado Municipal Code regarding election to fill City Council vacancy.

g.         Award a Contract to American Asphalt South, Inc. in the Amount of $374,684 for the Street Preventive Maintenance Fiscal Year 2021/22 Project; Authorize a Work Order to Ninyo and Moore in an Amount Not to Exceed $18,000 for Materials Inspection and Testing Services; and Appropriate an Additional $50,000 to the Project Budget.  (Pg 55) As amended, the Council (1) awarded a contract to American Asphalt South Inc. in the not-to-exceed amount of $430,434 for the Street Preventive Maintenance Fiscal Year 2021/22 project including Active Transportation Plan projects; (2) authorized a work order to Ninyo and Moore in an amount not to exceed $18,000 for materials inspection and testing services; and (3) appropriated an additional $48,434 to the project budget.

8.         PUBLIC HEARINGS

a.         Consideration of a Historic Alteration Permit for a Remodel and Addition, including a Request for Exceptions to Zoning Standards at 350 D Avenue (HAP 2021-09).  (Pg 73) The Council adopted a resolution approving a request for a Historic Alteration Permit for a remodel and addition, including a request for exceptions to zoning standards, at 350 D Avenue in the R-1B (Single Family Residential) Zone.

10.       CITY COUNCIL:

b.         Introduction and First Reading of “An Ordinance of the City Council of the City of Coronado, California, Amending Chapter 62.12 of Title 62 of the Coronado Municipal Code to Comply with State Mandated Organic Waste Disposal Requirements.”  (Pg 109) The Council conducted the first reading and introduced an ordinance amending Chapter 62.12 of Title 62 of the Coronado Municipal Code to Comply with State Mandated Organic Waste Disposal Requirements.

c.         Consideration of a One-Year Business Operations Permit to Allow Dine.Direct to Operate a Personal Delivery Device Service Pilot Program.  (Pg 163) The Council considered and provided direction to the City Manager on the negotiation of a Business Operations Permit for a pilot program to allow Dine.Direct to use the public right-of-way to operate a personal delivery device service for a period of 12-months.
