5.         CONSENT CALENDAR:

a.         Approval of reading by title and waiver of reading in full of ordinances on this agenda

            Approved.

b.         Review and approve that the warrants, as certified by the City/Agency Treasurer, are all correct, just, and conform to the approved budget for Fiscal Year 2021­22

            Approved.

c.         Accept donation of $1,000 from Rudolph Murillo to support Police Services

            The Council accepted the unrestricted donation of $1,000 from Rudolph Murillo to support Coronado Police Services.

d.         Adoption of “a resolution of the City Council of the City of Coronado, California, authorizing the City Manager to execute a Successor Memorandum of Understanding between the City of Coronado and the American Federation of State, County and Municipal Employees for Fiscal Year 2021­2022”

            The Council adopted the resolution authorizing an MOU between the City of Coronado and the American Federation of State, County and Municipal Employees for Fiscal Year 2021­2022.

e.         Consider awarding contracts for the Ocean Boulevard Sidewalk and Street Improvements project to: (1) Pal General Engineering, Inc. In the amount of $1,474,302 for construction; (2) Nasland Engineering for professional engineering construction support services for a not­to-exceed amount of $28,960; (3) Harris and Associates for construction inspection services for a not­to­exceed amount of $74,800; (4) Ninyo and Moore for material testing services for a not­to­exceed amount of $25,000; authorize a project contingency of $300,000; and authorize the City Manager to execute change orders in excess of 10% of the contract, but within the project contingency

            The Council awarded contracts to PAL General Engineering, Inc. in the amount of $1,474,302 for construction of the Ocean Boulevard Sidewalk and Street Improvements project (Contract No. 20­CO­ES­742); (2) Nasland Engineering for professional engineering construction support services for a not­to­exceed amount of $28,960; and (3) Harris and Associates for construction inspection services for a not­to­exceed amount of $74,800; (4) Ninyo and Moore for material testing services for a not­to­exceed amount of $25,000; authorize a project contingency of $300,000; and authorize the City Manager to execute change orders in excess of 10% of the contract amount, but within the project contingency.

8.         PUBLIC HEARINGS:

a.         Public hearing: Appeal of the City of Coronado Design Review Commission denial of improvements throughout the property known as The Shops at Coronado at 1000 C Avenue (DR 2021­19)

            The Council adopted a resolution upholding the Design Review Commission’s denial of improvements made throughout the property at 1000 C Avenue, and directed a deadline of two months for the applicant to provide a fully completed application for the Design Review Commission’s consideration.

10.       CITY COUNCIL:

b.         Designation of an alternate for the Metropolitan Transit System Board

            The Council appointed Councilman Mike Donovan to serve as an alternate on the Metropolitan Transit System Board.

c.         Receive update and direct allocation of Coronavirus State and Local Fiscal Recovery Fund allocation

            The Council received an update on Coronavirus State and Local Fiscal Recovery Fund allocation and directed staff to expend the funds on General Fund-related expenditures incurred on or after March 3, 2021, until expended.

d.         Quarterly tasks and projects progress report

            The Council received a report, continued the item and directed staff to return the progress report to the next meeting with a brief summary on the consensus reached by council members for discussion.

e.         Receive the proposed schedule for the Coronado Cays Park Master Plan Project

            The Council accepted the proposed schedule for the Coronado Cays Park Master Plan Project.
