5. CONSENT CALENDAR:
a. APPROVAL OF READING BY TITLE AND WAIVER OF READING IN FULL OF ORDINANCES ON THIS AGENDA
Approved.
b. REVIEW AND APPROVE THAT THE WARRANTS, AS CERTIFIED BY THE CITY/AGENCY TREASURER, ARE ALL CORRECT, JUST, AND CONFORM TO THE APPROVED BUDGET FOR FISCAL YEAR 202122
Approved.
c. ADOPTION OF “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, APPOINTING THE DIRECTOR OF ADMINISTRATIVE SERVICES AS CITY TREASURER”
The Council adopted the resolution authorizing John J. Kim, Director of Administrative Services, to sign agreements for bank and investment accounts as the City Treasurer.
d. ADOPTION OF TWO RESOLUTIONS OF THE CITY COUNCIL OF THE CITY OF CORONADO AND THE CITY OF CORONADO, ACTING AS THE SUCCESSOR AGENCY TO THE COMMUNITY DEVELOPMENT AGENCY, REAUTHORIZING THE INVESTMENT OF CITY OF CORONADO MONIES IN THE LOCAL AGENCY INVESTMENT FUND (LAIF) AND UPDATING THE AUTHORIZED SIGNERS
The Council adopted two resolutions reauthorizing the investment of monies in the Local Agency Investment Fund and updating the authorized signers.
e. ADOPTION OF "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CORONADO, CALIFORNIA, TO PROHIBIT RIGHT TURNS ONTO THE BLOCK 153 ALLEY (BETWEEN ORANGE AND D AVENUES FROM SECOND TO THIRD STREETS) FROM EASTBOUND SECOND STREET BETWEEN THE HOURS OF 2:006:00 P.M."
The Council adopted a resolution to prohibit right turns onto the Block 153 alley (between Orange and D Avenues from Second to Third streets) from eastbound Second Street between the hours of 2 and p.m.
f. AUTHORIZATION FOR THE CITY MANAGER TO RENEW THE TIDELANDS USE AND OCCUPANCY PERMIT FOR THE SKATE PARK AND ASSOCIATED PREMISES IN TIDELANDS PARK
The Council authorized the City Manager to renew the Tidelands Use and Occupancy Permit (TUOP) for Tidelands Park with the Unified Port of San Diego.
10. CITY COUNCIL:
**b. CONSIDERATION OF APPOINTMENT OF ONE NEW MEMBER TO SERVE THE REMAINDER OF A TERM ON THE CULTURAL ARTS COMMISSION
The Council appointed Dawn Richards to serve the remainder of a term to expire December 31, 2023 on the Cultural Arts Commission.
c. CONSIDERATION OF APPOINTMENT OF ONE NEW MEMBER TO SERVE THE REMAINDER OF A TERM ON THE LIBRARY BOARD OF TRUSTEES
The Council appointed Julie Webb to serve the remainder of a term to expire August 31, 2024 on the Library Board of Trustees.
d. PRESENTATION BY ANDRE MONETTE, BEST BEST & KRIEGER, REGARDING FEDERAL LOBBYING, INCLUDING EFFORTS TO ADDRESS TIJUANA RIVER ENVIRONMENTAL ISSUES
The Council received the report.
e. SAN DIEGO CORONADO BAY BRIDGE SUICIDE DETERRENT PROJECT MITIGATED NEGATIVE DECLARATION REVIEW
The Council accepted the report and directed staff to submit a comment letter in support of the project.
f. APPROVE REVISIONS TO CITY COUNCIL POLICY NO. 28 COMMUNITY GRANTS AND FISCAL YEAR 202223 COMMUNITY GRANT PROGRAM DOCUMENTS
The Council approved revisions to City Council Policy No. 28 – Community Grants (Attachment 1), amending the community grant program process, approved the final program documents for the Fiscal Year 202223 Community Grant Program (Attachment 2), and authorized the release of the Fiscal Year 202223 Community Grant Program applications.
