Risk Management
The Risk Management program is provided by the City Manager's Office. Through this program, the City seeks to provide a safe environment in which to operate City programs and services through the prevention or reduction of liability exposures. Major emphasis is placed on prevention through employee safety training as well as early identification and correction of risks.
The Risk Management Division administers a self-insured program for public liability tort risks, which is supplemented by excess liability insurance purchased through an insurance joint powers authority. The Division, among other responsibilities, supports the investigation and settlement of all claims arising from the City's operation as a municipality as well as the investigation and recovery of damages to City assets caused by individuals and corporate entities.
Claims
Claims filed against the City must be made in writing using the City Liability and Damage Claim Form (PDF) and must be completed in accordance with California Government Code Sections 900-915.4. Most claims must be presented to the City no later than six months after the date of the incident or event.
- If the claim involves property damage, documentation such as photographs will assist in evaluating the claim. This will require invoices and proof of payment if the City determines it is liable for the property damage.
- If the claim involves personal bodily injury, the Request for Medicare Information Form (PDF) must be submitted with the claim. Detailed documentation of the injury and related medical expenses should be included with the claim form.
Once completed, with appropriate documents attached, the form must be printed and signed by the claimant and mailed or personally presented in hard copy format to:

Processing & Follow Up
Please allow 45 days for processing and investigation of a claim.
Since the City is prohibited from providing legal advice, a claimant may choose to consult an attorney as deemed necessary. The request by the City for additional information about a claim should not be construed to mean that the City will accept liability. Any information provided will be evaluated as part of the investigative process.
