5. CONSENT CALENDAR:
a. Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda. Approved.
*b. Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2013-2014. Approved.
c. Authorization for the City Manager to Execute a Lease Renewal Agreement, for $36,000 Annually, with Hawthorne Machinery Company for a Caterpillar Wheel Loader for Beach Maintenance. The Council authorized the City Manager to execute a lease renewal agreement, for $36,000 annually, with Hawthorne Machinery Company for a Caterpillar wheel loader.
d. Authorization for the Director of Engineering and Project Development to Issue Encroachment Permit No. E1404-003 to Allow the Construction of an Overhead Canopy at 1111 Ninth Street to Encroach along the Front of the Property into the City Right-of-Way. The Council authorized the Director of Engineering and Project Development to issue Encroachment Permit No. E1404-003 to the owners of the property located at 1111 Ninth Street for the construction of an overhead canopy.
e. Award of Contract to American Asphalt South, Inc. in the amount of $177,765 for the Street Preventive Maintenance FY 13-14 Project. The Council awarded a contract to American Asphalt South, Inc. in the amount of $177,765 for construction of the Street Preventive Maintenance FY 13-14 project (Contract No. 14-CO-ES-531).
f. Authorization for the City Manager to Execute a Purchase Agreement with Motorola Inc. in the Amount of $44,228.99 for the Purchase of 14 Portable Police Radios. Authorize the City Manager to execute the purchase agreement with Motorola Inc. in the amount of $44,228.99 for the purchase of 14 portable police radios.
g. Authorization for the City Manager to Execute a Professional Services Agreement with RBF Consulting in the Amount of $76,000 for the Conceptual Design of and Community Outreach for the SR 75 Coronado Gateway Project. The Council authorized the City Manager to execute a professional services agreement with RBF Consulting in the amount of $76,000 for the development of a conceptual gateway design; and authorized an additional $9,000 for Enhanced Digital Engagement and another $9,000 for Photo-Realistic Simulations/Animations that are not included in the recommended $76,000 contract fee but could be added if and when staff deems appropriate.
h. Acceptance of Disbursed California Board of State and Community Corrections (BSCC) Police Grant Funds in the Amount of $14,319. The Council accepted and appropriated grant funds in the amount of $14,319 received from the Board of State and Community Corrections (BSCC).
i. Prepare a Request to Install Pedestrian Activated Hybrid Beacons (Also Known as HAWK Signals) Within the State Highway Right-of-Way at Third and Fourth Streets. The Council directed staff to prepare a request to install Pedestrian Hybrid Beacons within the State right-of-way at Third and Fourth Streets.
11. CITY COUNCIL:
b. Workshop on the Proposed Financial Plan for Fiscal Year 2014-15, Including Operating and Capital Improvement Program Budgets; Proposed Interfund Transfers and Loans; and Consideration of Community Organization Requests. The Council received a report on the proposed FY 2014-15 Financial Plan; directed staff to review any excess revenues this fiscal year to help reduce future financial risks; and directed staff to return on June 3, 2014, with an implementing appropriation resolution, including $8,448 for a community organization grant, in addition to the same level of funding that was provided in FY 2013-14 for all other community organization grants, for Camp Able at Coronado.
