 5.        CONSENT CALENDAR

 

a.         Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda.  Approved

 

*b.         Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2012-2013 and FY 2013-2014.  Approved

 

c.         Adoption of a Resolution Authorizing the City Manager to Execute a Successor Memorandum of Understanding between the City of Coronado and the American Federation of State, County and Municipal Employees (AFSCME) Local 127 for Fiscal Year 2013-14.  The Council adopted "A Resolution of the City Council of the City of Coronado Authorizing the City Manager to Execute a Memorandum of Understanding Between the City of Coronado and the American Federation of State, County and Municipal Employees (AFSCME) Local 127 and Approving Corresponding Changes to the FY 2013-14 Personnel Authorization and Compensation Plan."

 

d.         Adoption of a Resolution Approving Amendments to the Personnel Authorization and Compensation Plan. The Council adopted "A Resolution of the City Council of the City of Coronado Adopting Amendments to the Personnel Authorization and Compensation Plan."

 

e.         Request for Temporary Closure of Portions of Sixth Street, Seventh Street, D Avenue and Palm Avenue for the 21st Annual Coronado Public Safety Open House. The Council approved the temporary street closures for the October 6 Open House.

 

f.          Authorization for the Director of Engineering and Project Development to Issue Encroachment Permit No. E1306-004 to Allow Construction of Improvements at 960 A Avenue to Encroach into the City Right-of-Way Along A Avenue.  The Council authorized the Director of Engineering and Project Development to issue Encroachment Permit No. E1306-004 to the owner of the property located at 960 A Avenue.

 

 

 

 

 8.        PUBLIC HEARINGS:

a.         Public Hearing:  Adoption of a Resolution to Amend the Fiscal Year 2013-2014 Community Development Block Grant Application with the County of San Diego for the Removal of Architectural Barriers to Include $37,655 of Leftover Fiscal Year 2012-2013 Funds.  The Council adopted "A Resolution of the City Council of the City of Coronado to Amend the Fiscal Year 2013-2014 Community Development Block Grant Application with the County of San Diego for the Removal of Architectural Barriers to Include $37,655 of Leftover Fiscal Year 2012-2013 Funds."

 

11.       CITY COUNCIL:

 

b.         Adoption of Resolutions to Designate a 30-Foot Yellow Curb Loading Zone and Remove 40 Feet of an Existing Red Curb No Parking Zone on Ocean Boulevard. The Council adopted "A Resolution of the City Council of the City of Coronado to Designate a Yellow Curb Loading Zone on Ocean Boulevard at Ocean Drive (South Curb Line)" and "A Resolution of the City Council of the City of Coronado to Designate a Red No Parking Curb Zone on Ocean Boulevard at Ocean Drive (Northeast Corner)."

 

c.         Approval of Request to Complete a Wayfinding Study and Budget $60,000 in the FY 2013-14 Capital Improvement Program (CIP) for the StudyThe Council approved proceeding with Phase II of the Wayfinding Study and authorized a budget of $60,000 from the General Fund contingency for said study with budget adjustments to be made at mid-year.

 

d.         Consider a Resolution to Support a Constitutional Amendment to Overturn the Supreme Court Decision in Citizens United v. Federal Election Commission The Council considered the adoption of "A Resolution of the City Council of the City of Coronado Supporting a Constitutional Amendment to Overturn the Supreme Court Decision in Citizens United v. Federal Election Commission" but no action was taken.

 

e.         Information Regarding Charter Cities and the Process of Becoming a Charter City.  The Council received the report but no action was taken.


13.       COMMUNICATIONS - WRITTEN

a.         Consideration of Request from Council member Denny for the City Council to Discuss Improving the Beach Fire Policy. Council member Denny agreed to bring back to a future City Council meeting more specific issues and concerns with the Beach Fire Policy.
