5. CONSENT CALENDAR:
a. Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda. Approved
*b. Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budgets for FY 2012-2013 and FY 2013-14. Approved
c. Adoption of a Live Well, San Diego (LWSD!) Resolution. Resolution adopted.
d. Designation of Voting Delegate for the League of California Cities Annual Conference on September 18 to 20, 2013. Councilmember Al Ovrom, Jr. appointed as the voting delegate and Councilmember Mike Woiwode as the alternate.
e. Approval of a Request from the San Diego Fleet Week Foundation to Close the 1000 Block of Isabella Avenue from 3 p.m. - 7 p.m. on Thursday, September 19, 2013, to Display Cars that will be Participating in the Coronado Speed Festival. Approved.
f. Accept the Club Room and Boathouse Project and Direct the City Clerk to File a Notice of Completion. Accepted
g. Acceptance of the ADA Compliant Pedestrian Ramps along Sixth Street (CDBG FY 12/13) Project and Direction to the City Clerk to File a Notice of Completion. Accepted
h. Acceptance of the Street Preventive Maintenance FY 12/13 Project and Direction to the City Clerk to File a Notice of Completion. Accepted
i. Legislative Update and Approval for Sending Letters in Support of SB 135, AB 564, and AB 1229 and Letter of Opposition to AB 325. Approved
j. Accept the Bicycle Advisory Committee's Application for "Bicycle Friendly Community" Status through the League of American Bicyclists. Accepted
k. Authorization for the City Manager to Execute a Purchase Order Contract with CDW Government, Inc. for an Amount Not to Exceed $143,000 to Replace Storage Area Network Equipment. Approved
l. Adoption of a Resolution Approving the Updated Personnel Authorization and Compensation Plan Effective for Fiscal Year 2013-14. Resolution adopted
m. Acceptance of Disbursed California Board of State and Community Corrections (BSCC) Police Grant Funds in the Amount of $12,529 and Ratification of the Memorandum of Agreement Between the City of San Diego and Participating Cities in the County of San Diego Regarding the Disbursement of California Board of State and Community Corrections Police Grant Funds. Approved
n. Authorize the City Manager to Approve Up to $13,620 in Change Orders, Which Exceed Ten Percent of the Original Construction Award, for Unanticipated Construction Related to the Vactor Waste Handling Pit Project. Approved
o. Approval of a Grant of Easement to the U.S. Department of the Navy for a 16-Inch Waterline Located on Certain City of Coronado Property. Approved
p. Adoption of a Resolution Approving the Annual Adjustment of the Glorietta Bay Marina Slip Fee Rate Structure for Fiscal Year 2013-14. Resolution adopted
q. Authorization for the City Manager to Sign a License Agreement with the Coronado Cays Homeowners Association to Install an Electric Vehicle Charging Station near the Coronado Cays Homeowners Association Office. Approved
r. Authorization for the City Manager to Execute an Agreement for Services with Coronado Foursome, Inc., to Provide Food and Beverage Concession at the Coronado Municipal Golf Course. Approved
s. Approval of Additional Engineering Work Related to the Design of the Third, Fourth, and I Avenue Drainage Improvements Project, and Authorization for the City Manager to Approve the Associated Change Order in the Amount of $71,750. Approved
t. Approval of a Resolution in Support of the Coronado Speed Festival and Naval Base Coronado Open House on September 21-22, 2013. Resolution adopted
u. Authorization to Advertise the Audible Pedestrian Signals and Countdown Timers Project as well as the Tenth and Orange Traffic Signal Improvement Project Together for Bid. Approved
8. PUBLIC HEARINGS:
a. Public Hearing: Second Reading for Adoption of "An Ordinance of the City Council of the City of Coronado, California, Amending Chapter 2, Section 2.02.040 (B) of the Coronado Municipal Code to Change the Start Time of City Council Meetings from 3 P.M. to 4 P.M." The public hearing was held and the Council adopted "An Ordinance of the City Council of the City of Coronado, California, amending Chapter 2, Section 2.02.040 (B) of the Coronado Municipal Code to change the start time of City Council meetings from 3 P.M. to 4 P.M."
b. Public Hearing: Introduction of "An Ordinance of the City Council of the City of Coronado, California, Amending Chapter 8.07.020 of the Coronado Municipal Code to Modify Language Regarding Authority to Approve Construction Contract Change Orders." A presentation was made by the Director of Engineering; the public hearing was held; and the Council approved the first reading of the introduction of "An Ordinance of the City Council of the City of Coronado, California, Amending Chapter 8.07.020 of the Coronado Municipal Code to Modify Language Regarding Authority to Approve Construction Contract Change Orders."
11. CITY COUNCIL:
b. Approval of Reappointment of One Incumbent Member of the Design Review Commission. The Council reappointed Christian Rice for a second three-year term that will expire on July 31, 2016.
c. Consideration of Appointment of Two New Members to the Design Review Commission. (Pg 327) Dorothy Howard was appointed as a design professional and William Gise was appointed as an at-large member, each to serve a three-year term that will expire July 31, 2016.
d. Provide Direction on Developing an Ordinance Amending Title 36, Chapter 36.08 of the Municipal Code Regarding Prohibition of Smoking in Certain Public Areas. The Council directed staff to draft an ordinance for their consideration regarding prohibiting smoking on public property, including all sidewalks.
e. Recommendation to Continue Six-Month Trial Period for Bicycle Corrals Along the Orange Avenue Corridor. The Council approved continuing the six-month trial period for the eight bicycle corrals and adding wheel stops and striping improvements at two locations for the remainder of the trial period.
f. Consideration of Information from Coronado Shores Community Association No. 2 to Place Portable Restrooms at Avenida De Las Arenas. The Council considered the information and directed no action other than to proceed as previously approved that a public restroom for the South Beach area be designed and reviewed according to the California Environmental Quality Act (CEQA) for the street end of Avenida del Sol.
