5. CONSENT CALENDAR:
a. Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda. Approved.
*b. Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2012-2013. Approved.
c. Introduction of "An Ordinance of the City Council of the City of Coronado, California, Amending Chapter 2, Section 2.02.040 (B) of the Coronado Municipal Code to Change the Start Time of City Council Meetings from 3 P.M. to 4 P.M."; and Adoption of a Resolution Revising City Council Policy #25 Regarding the Use of Time Certains for City Council Meeting Agenda Items. Approved.
d. Adoption of a Live Well, San Diego (LWSD!) Resolution. Pulled for presentation at a future meeting.
e. Briefing on Plans for 2013 Fourth of July Celebration. Accepted.
f. Authorization for the City Manager to Enter into an Agreement with Cathy McKenna Doing Business as Oti's Place to Continue Operating the Coffee Cart Concession at the Coronado Public Library. Approved.
g. Authorization to Advertise the Safe Routes to School Grant Project for Bid. Approved to advertise the Safe Routes to School project to install Class II bike lanes along Sixth Street and not along H Avenue.
h. Report on the Status of the Regional Communications System and the Proposed Next Generation Regional Communications System. Received.
i. Authorization to Execute the Second Amendment to Professional Services Agreement for Legal Services with Kane Ballmer & Berkman. Approved.
11. CITY COUNCIL:
b. Review and Approval of the Recommended Space Plan for the Senior/Adult Center. The Council reviewed and approved the recommended space plan for the proposed Senior/Adult Center project.
c. Status Update on the Cays Entrance Conceptual Design Alternatives and Request from the Coronado Cays Homeowners Association (CCHOA) to Examine Additional Alternatives and Develop a 3-D Visual Simulation. The Council reviewed the five alternatives that have been developed and approved an additional General Fund appropriation of $8,820, and extended the performance schedule as required.
d. Authorization to Implement a Pilot Project to Provide Free or Low Cost Shuttle Bus Service for the Months of July, August, and September Serving the Business Districts. The Council authorized a pilot project to provide free bus service for the months of July, August and September 2013, serving the business districts, and appropriated the necessary funds from the General Fund ($54,150) to the FY 2013-14 budget (account 100120-8410) to provide the service every 30 minutes from 9 a.m. to 10 p.m.
e. Approve Resolutions (1) Adopting the City of Coronado Annual Budget for FY 2013-14; (2) Setting the Annual Appropriations (Gann) Limit; and (3) Approving the Policy on Fund Balance and the Size and Use of Reserves. The Council approved (A) "A Resolution of the City Council of the City of Coronado Adopting the Financial Plan and Budget for the Fiscal Year 2013-14, Fixing and Declaring the Budget for the Various Departments and for Capital Improvement Projects, and Appropriating Money from the Treasury for Such Purposes"; (B) "A Resolution of the City Council of the City of Coronado Adopting the Appropriations Limit For Fiscal Year 2013-14"; and (C) "A Resolution of the City Council of the City of Coronado Approving the Policy on Fund Balance and the Size and Use of Reserves."
