5. CONSENT CALENDAR:
a. Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda. Approved.
*b. Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2012-2013. Approved.
c. Consideration of Adoption of a Resolution Temporarily Suspending Section 40.48.012 (C) of Chapter 40.48 of the Coronado Municipal Code Prohibiting Personal Articles such as Chairs and Canopies in the Public Rights-of-Way for the Parade on July 4, 2013. Approved.
d. Authorization for the City Manager to Reject All Bids Received for Pressure Washing Services and to Direct Staff to Re-Advertise for a New, Revised Bid. Approved.
e. Authorize the City Manager to Enter into Exclusive Negotiations with Coronado Foursome, Inc. for the Operation of the Coronado Municipal Golf Course Food and Beverage Concession. Approved.
f. Renewal of Coronado Commuter Ferry Contract for FY 2013-14. Approved.
g. Adoption of a Policy on the Rotation of the City's Independent Auditor. Approved.
8. PUBLIC HEARINGS:
a. Public Hearing: Consideration of a Request for a Historic Alteration Permit for Proposed Alterations to the Historically Designated Property Addressed as 200 H Avenue and Located in the R-1B (Single Family Residential) Zone. The Alteration Permit also Requests Relief from Zoning Standards (HAP 2013-03 David and Brenda Beverly). A presentation was made by the Associate Planner; the public hearing was held; and the Council adopted "A Resolution of the City Council of the City of Coronado approving the issuance of a Historic Resource Alteration Permit (HAP 2013-03) for alterations and an exception to zoning standards for the historically designated residence addressed as 200 H Avenue located in the R-1B (Single Family Residential) Zone."
b. Public Hearing: (1) Adoption of a Resolution Adjusting Development-Related User Fees and Wastewater Capacity Fees; and (2) Adoption of a Resolution Amending the Policies and Fees for Coronado Recreation Services Facilities and Programs. A presentation was made by the Assistant City Manager; the public hearing was held; and the Council adopted 1) "A Resolution of the City Council of the City of Coronado Adopting the Fiscal Year 2013-14 Schedule of Development User Fees and Wastewater Capacity Fees and Repealing Previously Adopted and/or Conflicting Fees for Such Services" and 2) "A Resolution of the City Council of the City of Coronado Amending Recreation Services Facility Use Fees and Policies."
11. CITY COUNCIL:
b. Consideration of Reappointment of Two Incumbent At-Large Members Serving on the Coronado Tourism Improvement District Board. The Council reappointed Mary Ann Berta and David Spatafore as the Council's at-large representatives to the CTID Board to second three-year terms that will expire on June 15, 2016.
c. Recommendation Regarding the Substandard Size Parking Space on the South Side of Ninth Street Immediately West of Orange Avenue. The Council adopted "A Resolution of the City Council of the City of Coronado to Designate a Red No Parking Curb Zone on Ninth Street at Orange Avenue (Southwest Corner)."
d. Report on the Changing Start Time of Regular City Council Meetings to 4 P.M. The Council approved this item on consent.
e. Provide Direction with Regard to City Council's Position on the Proposed Department of Defense Joint Land Use Study. The Council heard a presentation by the City Manager and approved a motion to oppose the proposed Joint Land Use Study.
