a. Approval of Reading by Title and Waiver of Reading In Full of Ordinances on this Agenda. Approved.

*b. Review and Approve that the Warrants, as Certified by the City/Agency Treasurer, are all Correct, Just, and Conform to the Approved Budget for FY 2012-2013. Approved.

c. Acceptance of Sidewalk and Alley Improvement (Fourth Street Between D and E Avenues) Project and Direction to the City Clerk to File a Notice of Completion. Approved.

d. Confirmation of Selection Process and Award of a Contract for As-Needed Consultant Services for Storm Water and Waste Water Compliance and Program Management to LaRoc Environmental. Pulled at staff's request for further examination.

e. Approval of the Selection of Westwood Sports to Provide the Tennis Shop Concession at the Coronado Tennis Center and Authorization for the City Manager to Execute an Agreement for Tennis Shop Concessionaire. Approved.

f. Authorization for the Director of Engineering and Project Development to Issue Encroachment Permit No. E1210-006 to Allow Construction of Improvements at 465 Palm Avenue to Encroach into the City Right-of-Way Along Portions of Palm and E Avenues. Approved.

g. Consideration of Whether to Support Proposed Amendments to the League of California Cities Bylaws. Approved.

h. Adoption of a Resolution Approving an Amended Joint Exercise of Power Agreement with Heartland Communications Facility Authority (HCFA) Effective July 1, 2013, and Authorizing the City Manager to Execute the Agreement on Behalf of the City of Coronado. Approved.

i. Adoption of a Resolution to Reclassify One Senior Building Inspector in the Community Development Department to Building Inspection Supervisor Amending the Personnel Authorization and Compensation Plan for FY 2012-13. Approved.


a. Approval of the Annual Report from the Coronado Tourism Improvement District (CTID) Advisory Board and Adoption of a Resolution of the City Council of the City of Coronado Declaring Its Intent to Continue to Levy a One-Half Percent (0.5%) Assessment During Fiscal Year 2013-14 on Certain Hotel Businesses within the Coronado Tourism Improvement District (CTID). A presentation was made by CTID Executive Director Todd Little; the public hearing was held; the Council approved the Annual Report of the CTID Advisory Board and adopted the resolution.


b. Presentation of Comprehensive Annual Financial Report for the Year Ending June 30, 2012. The Council heard a presentation by Administrative Services Director Leslie Suelter and Auditor Rich Kikuchi and approved a motion to receive and file the City of Coronado Comprehensive Annual Financial Report (CAFR) for the year ending June 30, 2012.

c. Report on the Start Time of Regular City Council Meetings and Available Alternatives. The Council received the report on the start time of regular City Council meetings and directed staff to return with the appropriate ordinance language for adoption to make the open session start time 4 p.m. and the appropriate ordinance language for adoption to make the closed session start time 3 p.m. and end at 3:45 p.m. Unfinished closed session items would be continued at the end of the regular session. Also, the City Manager, staff and the Mayor will make a greater effort to secure time certains where it is thought it will benefit the public.

d. Receive Report on the Options to Reconstruct Dock C; Provide Input; and Direct Staff to Conduct a Public Workshop. The Council received the report on the options to reconstruct Dock C and directed staff to conduct a public workshop to solicit input on the three options and any other options including fixing Dock C and making it ADA compliant.

e. Acceptance of the Coronado Traffic Modeling Project and Appropriation of $55,000 of Highway Users Tax Account Funds to Implement the Recommended Improvements to the Tenth Street and Orange Avenue Intersection, Including Left-Turn Lanes and Lead-Lag Signal Phasing. Approved.

f. Approval of an Administrative Procedure for Use of the Cable Television Government Access Channel and Authorize $50,000 from PEG Fees to Purchase Necessary Equipment to Operate Channel. Approved.
